Consumer Price Index for Industrial Workers (CPI-IW) - February, 2020

The All–India CPI-IW for February, 2020 decreased by two points and stood at 328 (three hundred and twenty eight). On 1-month percentage change, it went down by (-) 0.61 per cent between January,2020 and February, 2020 whereas no change was observed between corresponding months of previous year.

The maximum downward pressure to the change in current index came from Food group contributing (-) 2.67 percentage points to the total change. At item level, Arhar Dal, Eggs-Hen, Fish Fresh, Poultry Chicken, Onion, Brinjal, Cabbage, Carrot, Cauliflower, Cucumber, French Bean, Gourd, Palak, Peas, Potato, Radish, Tomato, Petrol, Toilet Soap, etc. are responsible for the decrease in index. However, this decrease was checked by Rice, Wheat Atta, Goundnut Oil, Goat Meat, Milk-Buffalo, Cooking Gas, etc., putting upward pressure on the index.

Year-on-year inflation based on all-items stood at 6.84 per cent for February, 2020 as compared to 7.49 per cent for the previous month and 6.97 per cent during the corresponding month of the previous year. Similarly, Food inflation stood at 8.33 per cent against 10.61 per cent of the previous month and 2.63 per cent during the corresponding month an year ago.

At centre level, Munger-Jamalpur recorded the maximum decrease of 8 points followed by Giridih (7 points) and Tiruchirapally, Tripura and Surat (6 points each). Among others, 5 points decrease was observed in 11 centres, 4 points in 5 centres, 3 points in 18 centres, 2 points in 21 centres and 1 point in 12 centres. On the contrary, Bhavnagar recorded a maximum increase of 4 points. Rest of 5 centres indices remained stationary.

The indices of 34 centres are above All-India Index and 44 centres’ indices are below national average.

The next issue of CPI-IW for the month of March, 2020 will be released on Thursday 30th April, 2020. The same will also be available on the office website www. labourbureaunew.gov. in.

The AICPIN All-India CPI-IW for December 2019 increased by 2 points and pegged at 330 (three hundred and thirty). On 1-month percentage change, it increased by (+) 0.61 per cent between November and December 2019 when compared with the increase of (-) 0.33 per cent for the corresponding months of last year.

The maximum upward pressure to the change in current index came from Food group contributing (+) 1.87 percentage points to the total change. At item level, Onion, Jowar, Rice, Wheat & Wheat Atta, Arhar Dal, Moong Dal, Urd Dal, Mustard Oil, Egg (Hen), Fish Fresh, Goat Meat, Fresh Milk, Chillies Dry, Drum Stick, Potato, Cooking Gas, Electricity Charges, Fire Wood, Employees State Insurance (ESI) Contribution, Petrol, Flowers / Flower Garland etc. are responsible for the increase in index. However, this increase was checked by Chillies Green, Ginger, Banana, Brinjal, Cabbage, Carrot, Cauliflower, Green Coriander leaves, Guava, Lemon, Methi, Palak, Peas, Radish, Tomato, Toilet Soap, etc., putting downward pressure on the index.

Year-on-year inflation based on all-items stood at 9.63 per cent for December 2019 as compared to 8.61 per cent for the previous month and 5.24 per cent during the corresponding month of the previous year. Similarly, Food inflation stood at 12.22 per cent against 9.87 per cent of the previous month and (-) 0.96 per cent during the corresponding month of an year ago.

At centre level, Tiruchirapally observed the maximum increase of 12 points followed by Goa (11 points), Giridih and Belgaum (9 points each) and Ludhiana and Puducherry (8 points each). Among others, 7 points increase was observed in 4 centres, 6 points in 5 centres, 5 points in another 5 centres, 4 points in next another 5 centres, 3 points in 11 centres, 2 points in 12 centres and 1 point in 13 centres. On the contrary, Sholapur and Surat recorded a maximum decrease of 3 points each. Among others, 4 centres observed a fall in index by 2 points and 6 centres recorded a decline of 1 point. Rest of 5 centres indices remained stationary.

The indices of 34 centres are above All-India Index and 44 centres indices are below national average.

Govt Stresses on Punctuality

 The Government has directed all Government servants to strictly observe punctuality in attendance. All Ministries and Departments besides Autonomous Bodies, CBI, Lok Sabha and Rajya Sabha Secretariats and the Union Territories Administrations have been asked to issue necessary directions to all employees at all levels to mark their attendance in the Biometric Attendance System (BAS) portal on regular basis.

In a recent Office Memorandum, it is reiterated that the BAS is only an enabling platform and there is no change in the instructions relating to Office Hours, late attendance etc.

Citing provisions under the CCS (Conduct) Rules, 1964 the Memorandum reiterates that habitual late attendance will be viewed as conduct unbecoming of a Government servant and disciplinary action may be taken against such offenders.

Shri Shiva Gopal Mishra, General Secretary, All India Railwaymen’s Federation said that inspite of the continuous negotiation with the Government of India & Railway Ministry, the genuine pending demands of the Ratiwaymen has not so far been resolved & lying as unattended.

Shri. Mishra further said that the 36 points charter of demands was discussed in the Central Council Meeting of AIRF on 3-4 July 2014 at and also on Working committee Meeting of AIRF held on 25-26 Aug, 2014 at Nanital, where the serious concern over the 36 point Charter of demand were engaged the attention of all members. The major demands are as regards- Scrapping New Pension Scheme, Filing up of the lakh of the Vacancies in Railways, Stop privatization & contractization in Railways, Removal of the ceiling limit of Rs. 3500/- for calculation of the Productivity Linked Bonus, Removal of anomalies of VI CPC, Merger of Dearness Allowances, Interim Relief not yet granted although, the demand were raised in JCM forum, Redressai of pending problems of Running staff, stop Anti labour amendment in the various labour laws such as I.D Act. Factory Act, and Apprentice Act etc, Employment of ward of Railway employees.  Exemption limit on Income Tax be raised to Rs. 5 Lakh, Provision of basic amentias to the women workers at their work place etc,

Shri Mishra further mentioned that there is great resentment amongst the Railway Workers on the account of the unattended charter of demands in general and FDI, PPP in particular. The FDI, will definitely not be beneficial to the Indian Railway system and the Government decision is aimed to divide the activities of Railway into two different mode of functioning and hand it over to Multi National Private Companies through this dis-investmeflt & Privatization.

The Anti labour attitude of the Railway Ministry & Govt. of India has compelled us to organize a countrywide “Jan Jagran Abhiyan” from 3rd to 18 Sept, 2014 in all over Indian Railway by AIRF affiliates and on 19th Sept, 2014 the countrywide “All India Protest Day” wifl be organized in front of All the Administrative Officers of Zonal Railway, workshop, Production units, station etc,. if the genuine demands of the Railwaymen are not addressed properly by the Govt of India and Railway Ministry, the Railway employee will be compelled to March for indefinite Strike as done in the past in year of 1974 for which Govt. of India / Railway Ministry will be responsible.
