Sub: Creation of a new Grade of UDC (NFSG) & Stenographer Grade-D (NFSG) in KVS -reg.

Sir,
I am to refer to MHRD’s letter No. F. 3-13/2013/-UT-2 dated 18.03.2013 vide which you had conveyed the observation of IFD in r/o granting of Non-Functional Selection Grade to the UDC and Junior Stenographer of KVS and had requested KVS to re-examine the proposal with justification. Consequently KVS vide its letter of even No. dated 15.10.2013 had forwarded you the proposal all justification in granting the NFSG to the UDCs and Junior Stenographers of KVS.

It is reitreated that both these caders in KVS are badly affected after implementation of 6th CPC when the Pay Commission had denied .to grant the Pay Scale and Grade Pay as applicable to the post in the hierarchy cadre in MACP scheme. The proposal forwarded to you with complete justifications have the approval of the apex body of KVS i.e. Board of Governors.

Accordingly you are requested to review the matter on priority and convey the approval of the Ministry thereby granting the Non Functional Selection Grade to the UDC-s and Junior Stenographers of KVS which will be a relief to the low paid employees.

A copy of KVS letter of even no. dated 15.10.2013 is enclosed. This issues with the approval of the competent authority.

Kendriya Vidyalayas - Details of KV's - Minister answered in Parliament

1,091 KV Schools in India and 57,170 staff are working under KVS…

A question about the Kendriay Vidyalayas raised in Parliament on 12th August 2013, the Minister of state for Human Resource Dr.Shashi Tharoor replied in written form that the number of Kendriya Vidyalayas throughout the country at present is 1091. The total number of teaching and non-teaching staff are working in Kendriya Vidyalayas is 57,170. And a total of 9853 posts are lying vacant in different categories in KV Schools all over the country.

Despite the shortfall of teachers in various schools, the KVS has given guidelines to appoint contractual basis and bring from neighbouring schools and ensure to provide proper education to the students. They filling up the vacancies by promotion, direct recruitment and limited departmental examination as per RR rules of KVS.
