Sub: Grand of House Rent Allowance to the employees who have vacated Government Quarters.

  The above demand was discussed as Item No.16 of the standing committee meeting of the National council (JCM) held on 7-3-2019. The extract from the minutes of the above meeting is given below for your kind ready reference.

  Staff Side said that they are grateful for the Govt. order dated 5-3-2019 issued by the Dept. of Expenditure on the subject matter. However there is a difficulty in implementing this order, in the Min, of Railways & Defence, as these Ministries have their own residential colonies and it is also mentioned in the ibid order that ‘ wherever feasible’ . This provision may have to be deleted, so that the employees who have vacate the quarters due to less facilities etc., are able to avail HBA from various sources etc. and are entitled for HRA.

The Department of Expenditure have not yet issued the above mentioned amendment in the Department of Expenditure order dated 5-3-2019

  As agreed in the meeting it is requested that an amendment of the above Government Orders may please be issued by deleting the provision “ Wherever feasible” . A copy of the amendment orders may please be endorsed to this office.

Minister asks CPWD to get efficient, transparent and accountable

Urban Development Minister Shri M.Venkaiah Naidu today inaugurated 400 quarters in Dev Nagar, Karol Bagh, New Delhi, for immediate allocation to the keenly awaiting central government employees. Central Public Works Department (CPWD) built these Type-III quarters at a cost of Rs.83 cr.

Speaking on the occasion, Shri Naidu said, the availability of housing stock in General Pool Residential Accommodation, under which houses are provided to central government employees, senior officials, Judiciary, Members of Parliament, Ministers etc., in the national capital is 59,293 as against the requirement of over one lakh dwelling units. The Minister informed that Urban Development Ministry will enable construction of over 37,000 houses in the next four years at a cost of about Rs.15,000 cr to meet the shortfall. He said, to address the shortfall in accommodation for members of Lok Sabha, 52 flats are being constructed on Dr.Bishamber Das Marg, and on their completion soon, housing needs of Lok Sabha members will be fully met.

Shri Venkaiah Naidu informed that under ‘Housing for All by 2022’ initiative of the government, about 30 million houses will be built in the urban areas of the country at a cost of about Rs.22.50 lakh crores, mostly through large scale private sector participation. He said, this is a challenging task, but not difficult.

Shri Venkaiah Naidu inspected another block of 384 houses under construction and instructed CPWD to make mandatory provision of solar heating panels, LED lighting, rain water harvesting, green belt and Green Building Code for all new construction projects.

Stating that CPWD is currently handling over 7,000 projects at a cost of over Rs.40,000 cr, Shri Venkaiah Naidu asked the construction major to get more efficient, transparent and accountable in its functioning, with emphasis on quality, timely completion of projects and proper utilization of its large manpower. He informed that under his direction, CPWD placed all information about 7,000 projects in public domain by posting them on its website so that public can scrutinize and monitor execution of projects. CPWD’s website enables public to post comments, complaints and photos for taking appropriate action.

Shri Venkaiah Naidu lamented that intervention at his level was required to get water supply to the large number of houses meant for government employees, whose construction was completed last year and were inaugurated today, after substantial delay.

The Minister informed that within five weeks of launching of Prime Minister’s Jan Dhan Yojana, over 6 crore new bank accounts were opened and this goes to prove that ‘if there is will, things will fall in place.’

Shortage of Houses for Government Employees

 

Union Minister for Urban Development Shri Kamal Nath has said that there is shortage of accommodation for Central Government employees in cities like, Kolkata, Mumbai, Delhi, Bangalore and Chennai.  The position is comfortable at other stations.

 

He said in a reply to a question in Lok Sabha today that the following initiatives have been taken to increase availability of houses:-

(i) Construction of residential and office/commercial accommodation at Ghitorini Delhi;

 

(ii) Redevelopment of old Government colonies, namely, East Kidwai Nagar, Netaji Nagar, Srinivaspuri, Mohammadpur, Kasturba Nagar, Thyagaraja Nagar and Sarojani Nagar in Delhi for utilizing the maximum available floor area ratio (FAR);

 

(iii) Acquiring 96 flats of various categories in the Common Wealth Games Village, New Delhi; and

 

(iv)Construction of 130 units of Type-V and Type-VI categories at Hyderabad Estate, Mumbai by demolishing 48 Type-VI flats which have been declared dangerous and meanwhile hiring  50 flats equivalent to Type-VI category to instantly meet the deficiency caused by demolition of existing flats.

OFFICE MEMORANDUM

Subject : Revision of flat rates of Licence fee for Central Govt Residential Accommodation throughout the country.

 

In terms of SR-324(4), the Government has decided to revise the flat rates of licence fee recoverable for the residential accommodation available in General Pool and also in Departmental Pools of Ministries & Departments of the Government of India throughout the country (except in respect of substandard/unclassified accommodation of Ministry of Defence, accommodation for service personnel of the Ministry of Defence and accommodation under the control of Ministry of Railways), as shown in the Annexure.

2. The revised rates of licence fee would be effective from 1st July, 2010. All Ministries / Departments are requested to take action to recover the revised licence fee in accordance with these orders in respect of accommodation under their control all over the country.

3. This issues with the concurrence of integrated Finance Wing of the Ministry of Urban Development under its Diary No. 545/Dir. (F)/FD/10 dated 15.11.2010 & dated 03.01.2011.

4. In so far as persons serving in the Indian Audit & Accounts Departments are concerned, orders would be issued separately.

Directorate of Estates revised guidelines for allotment of Government accommodation to the Journalists and Press Cameramen and published on its portal today. According to the getting payment the entitlement of Government accommodation has been revised. An office memorandum is directed clearly the revised guidelines and we are reproduced here:

Subject:- Review of guidelines for allotment of Government accommodation to Journalist and Press-cameramen.

 

The undersigned is directed to refer  this Directorate’s OM of even number dated 19.11.2001 vide which revised guidelines for allotment of Government accommodation to the Journalists and Press Cameramen were circulated. The matter has been further considered by the Government and it has been decided to revise limit of emoluments for Journalists / Press-cameramen Category- I and category- II. Accordingly para 1(b) (i) to (iii) of this office OM of even number dated 19.11.2001 has been substituted as under:

 

Para 1 (b)

(i) Journalists/Press Cameraman drawing emoluments up to Rs. 20,000/- per month (excluding (conveyance allowance), - Category-I

 

(ii) Journalists/Press Cameraman drawing emoluments from Rs. 20,001/- to Rs.40,000/- per month (excluding (conveyance allowance) - Category-II

 

(iii) Type-IV accommodation may be allotted to Category-I of journalists/Press Cameramen drawing emoluments up to Rs.20,000/- per month (excluding conveyance allowance) and Type-IV Spl. Accommodation may be allowed to Category-II of Journalists/Press cameramen drawing emoluments between Rs.20,001/- to Rs.40,000/- per month.

 

2. Other terms and condition of allotment of Government accommodation to the Journalists/press-cameramen from the Press Pool shall remain the same as were circulated vide this Directorate’s OMs of even number dated 15.06.2001 and 19.11.2001.

Change of Floor for Disabled Persons by DDA
The Delhi Development Authority (DDA) has informed that change of floor to the persons with disability is allowed by it, subject to availability of flat and eligibility of the applicant.

DDA has informed that during last one year, out of 4 requests received from such allottees of DDA Housing Scheme-2010 for change of floor, one has already been allotted a flat on the Ground floor.

This information was given by the Minister of State for Urban Development Smt. Deepa Dasmunshi in a written reply to a question in Rajya Sabha today.
