Grant of Cycle Maintenance Allowance after rationalisation of categories of Gramin Dak Sevaks on implementation of GDS Committee Report.

Sir,

  I am directed to refer to DPS(O & HQ) DO letter no.Estt/R-275/Pt.II dtd 11.09.2019 on the above noted subject and to inform you that, the matter has been examined by this Directorate.

2. Further, I am therefore directed by the Competent Authority to inform you that, after rationalization of all categories of GDS on implementation of GDS Committee report, all the categories of GDS posts who erstwhile called as Mail Carrier/Mail Deliverer etc. have been brought under the category of ABPMIDak Sevaks. But nature of work/duties of these categories have not been changed. Hence, Cycle Maintenance Allowance may be granted to those ABPM/Dak Sevaks only, who use their own cycle for Out door duty, Mail Collection, Delivery, Conveyance etc.

Subject: Implementation of recommendation of GDS Committee on rationalisation of working hours of Branch Post Offices.

The undersigned is directed to refer to the recommendation at para 10.29 of GDS Committee report and this office O.M. No. 17-31/2016-GDS dated 25.06.2018 regarding implementation of recommendation of One Man Committee on wages and allowances of GDS:-

  •    As per Para 2.1 of Department of Post O.M. No. 17-31/2016-GDS dated 25.06.2018 the working hours of all GDS (BPM/ABPM) have been revised to 4 and 5 hours depending upon the TRCA slab. Hence, the working hours of all Branch Post Offices is to be revised to minimum 4 hours and maximum to 5 hours.
  •    Further, all GDS Branch Post Offices should remain open and conduct business for 4 Hours and 5 Hours, as per the TRCA slab of the BPM.
  •    All Heads of Circles are therefore requested to ensure that working hours of all the BOs have been revised suitably and send a compliance report to the Directorate on or before 30.08.2019.

Government to launch revamped Kisan Vikas Patra soon: Official

The government will soon launch the revamped Kisan Vikas Patra (KVP) besides some new saving instrument programmes for the girl child as well for the physically challenged person, a senior finance ministry official said today.

“We are going to launch the revamped Kisan Vikas Patra (KVP) soon again in the form of saving instrument,” Rajat Bhargava, Joint Secretary (Budget) in the ministry finance said at an event here.

“Similarly, the government of India is also going to launch some new saving instrument programmes for girl child as well as for the physically challenged person who has not been covered so far (under the programme),” Bhargava added.

Finance Minister Arun Jaitley, in the Budget speech, had said he will re-introduce the KVP, which was a very popular instrument among small savers.

“I plan to reintroduce the instrument to encourage people, who may have banked and unbanked savings to invest in this instrument,” Jaitley had said.

The KVP was discontinued by the UPA government in 2011 following the Shyamala Gopinath Committee report. It had suggested that KVPs may be discontinued as they are prone to misuse.

KVP was a popular saving scheme that doubled the money invested in eight years and seven months. The government sold these saving bonds through Post Offices in the country.

The new government has identified financial inclusion and access to formal financial channels as a priority area and the reintroduction of KVP is seen as furthering this objective.

50 paise postcard costs Rs 7 to Postal Department

A postcard which is sold for 50 paise actually costs the government Rs 7, according to an RTI response from the postal department listing the costs incurred by it on such services which are proving to be loss-making propositions for it.


In the year 2012-13, the per unit revenue earned from the sale of postcards was 50 paise whereas, to keep the service running, the per unit cost came to Rs 7.18, down from Rs 7.50 during 2010-11, the department said in its RTI response.

Similarly, the printed postcard was bringing a revenue of Rs 6 although the cost incurred on it was Rs 7.19 per unit in the year 2012-13. The RTI query further found that the cost of a letter card was Rs 7.18 per unit whereas the revenue earned from it was Rs 2.50.

The postal department also incurs a loss in dispatching registered newspapers with the per unit cost for a single dispatch being Rs 10.59 while Rs 20.79 is the cost for sending newspaper bundles. However, the revenue earned is a meagre 59 paise for single and Rs 1.63 for bundled dispatches, the reply said.

The postal department also said that while insurance is offered at Rs 55.24, its cost was almost three times at Rs 141.82 during 2012-13. Each dispatch of a book packet costs the department Rs 9.51 but the revenue earned by it for every delivery is Rs 2.90.

Each parcel brings revenue of Rs 40.69 while the cost incurred for sending the same is Rs 46.58. Printed books gave a revenue of Rs 2.90 to the department while the cost of dispatching such material was Rs 12.44, it added.

The response provided to applicant SC Agrawal said, "It is submitted that no annual profit and loss account is prepared in this section. However, allocation of expenditure and revenue to around 30 services is being maintained every year as an annual costing exercise on the basis of data received from different sections of the directorate."

Career Prospects of Postal Assistants/Sorting Assistants In Department of Posts

1. Eligible to be promoted to MACP-1 with grade pay Rs.2800/- and MACP-II with grade pay Rs.4200/- and MACP-III with grade pay of Rs.4600/- on completion of 10, 20 and 30 years of service respectively as per Modified Assured Career Progression scheme.

2. Eligible to appear for Postmaster Gr.1 examination on completion of 5 years of service. On passing  the above examination they will be appointed as Postmaster (Gr.1) and thereafter will be promoted to the cadre of Postmaster, Gr.II,Gr.III according to eligibility. Those who have satisfactory service record of 5 years in the cadre of Postmaster Gr.I are eligible to appear for Sr. Postmaster(Gr.B) examination and on passing the examination they will be appointed as Sr. Postmaster in Gazetted Head Post offices. Depending upon their performance and eligibility , they can be appointed as Chief Postmaster(Gr.A) in metropolitian cities like Mumbai, Calcutta etc.

3. Eligible to be  promoted to the Supervisory cadre of  LSG (Lower Selection Grade) norm based posts with grade pay of Rs. 2800/- and thereafter to the cadre of HSG-II (Higher Selection Grade) with grade pay of Rs.4200/- and subsequently to  the cadre of  HSG-I with grade pay of Rs.4600/- respectively on completion of requisite period of satisfactory service.

4. Postal Assistants promoted to the LSG Supervisory cadre  on completing 5 years of satisfactory service will be eligible to appear for limited departmental completive examination for selection as Superintendent Postal Service group B directly  and on passing the above examination they could be posted as Head of Postal/RMS Divisions in the cadre of Superintendent and Assistant Director in postal Administrative wings such as Regional, Circle offices and Postal Directorate New Delhi as the case may be.

5. Eligible to appear for Inspector (posts) examination on completion of 5 years of satisfactory service. On passing  the above examination they will be appointed as Inspector (Posts) in Postal/RMS Sub Divisions and thereafter will be promoted to the cadre of Asst. Superintendents in Postal Sub Divisions, Divisional/Regional /Circle offices and Postal Directorate,New Delhi and eligible to be promoted as Superintendents in Postal/RMS Divisions and Asst. Directors  Regional /Circle offices and Postal Directorate,New Delhi according to eligibility. Inspector (Posts) having  5 years of service can directly appear for Postal Service Group B Examinations. Those who have satisfactory service record in the cadre of Superintendent Postal Service Group B are eligible to be promoted in the cadre of Sr. Superintendent of Post Offices /Asst. Postmaster General (Gr. A) and Director of Postal Services etc.  based on their performance.

6. In addition to the  above Graduates working as Postal Assistants/Sorting Assistants  (even though not having minimum service) can apply for Combined Graduate level examination  being conducted by Staff selection Commission every year depending upon their eligibility  and choice  can be appointed as Inspector (Posts) under Direct Quota .

7. Postal Assistants/Sorting Assistants (who are graduates) working in the Department of Posts  can appear for Civil Service Examination and are eligible to be appointed as  Sr. Superintendent of post Offices directly with promotional prospects  to the cadre of Director of Postal Services, Postmaster General , Chief Postmaster General, Member Postal Service Board, and Director General /Secretary Posts based on their performance and eligibility.

8. Another advantage is relaxation of upper age limit for applying for Government recruitment examination for selection to various officer posts under staff selection commission and Union Public Service Commission. For example, though certain upper age limit has been prescribed for appearing for Combined Graduate level Examination for selection to the posts detailed below, RELAXATION IS ADMISSIBLE TO POSTAL ASSISANTS/SORTING ASSISTANTS AS PER GOVERNMENT ORDERS, AS THEY ARE GOVERNMENT SERVANTS.
