IBA’s Circular on Stagnation Increments to Clerical Staff

Further to the 10th BP Settlement, some of our units have been seeking clarification on implementation of the provisions relating to sanction of Stagnation Increments. We had taken up the issue with IBA for issuing their Circular to the Banks and accordingly IBA has now issued their Circular No. 1377 dt. 22-9-2015. Copy of the said Circular is furnished herein for the information of our units and for follow up with the respective managements.

Eligibility conditions for promotion from Group ’C’ to Group ’B’ posts in the Accounts Department

Sub: Eligibility conditions for promotion from Group ’C’ to Group ’B’ posts in the Accounts Department.
Ref.: Railway Boards letters No.E(GP)99/2/22 dated 22.7.2004, 29.04.2009 and 29.03.2010.

In terms of instructions contained in Board’s letter of even number dated 22.7.2004, Group ‘C' employees with 03/05 years of non-fortuitous service in the grade the minimum of which is Rs.5000/- and in higher Group ‘C’ grades (Vth CPC) are eligible for being considered for appearing in the 70%S election/30% LDCE held for promotion to Group ‘B’ posts in the major departments having ‘Organized Services’s including Accounts Department. Consequent upon implementation of the pay scales recommended by the VI Pay Commission, these instructions have since been modified (except for Accounts Department) vide Board’s letter of even number dated 29.03.2010.

2. Now, the matter regarding eligibility conditions for appearing in the Selection/LDCE for promotion to Group 'B’ posts in the Accounts Department, has been considered by the Board and it has been decided that:

i) For Group ‘B’ selections (70% quota), Group ‘C’ employees of Accounts Department working in Pay Band PB-2 (Rs.9300-34.800) with Grade Pay of Rs.4200 and above with 3 years of non-fortuitous service in the grade (including non-fortuitous service rendered in the corresponding pre-revised grades) in the Accounts Department and who have qualified the Appendix-3 IREM Examination will be eligible.

ii) For Group ‘B’ selections (30% LDCE quota), Group ’C’ employees of Accounts Department working in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs.4200 and above with 5 years of non-fortuitous service in the grade (including non-fortuitous service rendered in the corresponding pre-revised grades) in Accounts Department and who have qualified the Appendix - 3 IREM Examination will be eligible.

iii) In the integrated seniority of Group ‘C’ employees eligible for Group 'B’ selections (70% quota), employees in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs.4800 will be placed above those in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs. 4200. In either category, the relative seniority of employees coming from different streams will be determined with reference to length of non-fortuitous service in the Scale of PB-2 + 4800 or PB-2 + 4200, as the case may be.

Respected Sir,

With due regards, it is submitted that OFB had asked the comments/views of this Federation vide letter cited under reference (1) whereupon this federation forwarded its views vide letter cited under reference (2) whereby it had been requested that vide DOP&T O.M. No. 20/49/2009-CS.II (B), Dated 22.06.2011 a new grade of UDC (Non Functional Selection Grade) has been created in Central Secretariat Services cadre in the grade pay of Rs. 4200/- in the Pay Band-2 with immediate effect with the condition that UDCs shall be eligible for placement in ‘NFSG’ on completion of 05 years service as UDC and the total number in the grade will be restricted to 30% of the sanctioned strength of UDC, hence, it should be incorporated in the proposed Recruitment Rules that 30% of UDCs (total sanctioned strength of UDC is 2125 in OFB) should also be placed in the new grade of UDC(NFSG) in the grade pay of Rs. 4200/- in the Pay Band-2 on completion 05 years regular service as UDC in the grade pay of Rs. 2400/-.

Employees were much hopeful that OFB would incorporate the above suggestion of BPMS but it is very painful to see the SRO 43, dated 24.06.2013 forwarded by OFB letter No. 288/RR/SRO/Clerical/A/NI, dated 14.08.2013 that nothing has been done in this regard.

However, you are requested to reconsider the issue and take appropriate action so that 30% of UDCs may be placed in the Grade Pay of Rs. 4200/- after completion of 05 yrs regular service.
