Subject: Grants-in-aid for the year 2019-2020 to the Central Government Employees Residents Welfare Associations- Submission of Accounts for the year 2018-2019 - regarding.

Sir/Madam,
The Department of Personnel & Training has been sanctioning Grants-in-aid to the eligible recognized Residents Welfare Associations formed by the Central Government employees in residential colonies to enable them to meet a part of their expenditure on t.he welfare activities, programmes during the financial year. The recognized Central Government employees
Residents Welfare Associations eligible to receive grants-in-aid may send a request to this effect to this Department in the prescribed Performa. (copy enclosed)

The recognized Central Government Employees Residents Welfare Associations are requested to send their request keeping in view the following guidelines:-
a. Central Government employees and employees of Lok Sabha, Rajya Sabha, Supreme Court, High Court, UPSC, Statutory and Autonomous hodies and Delhi Administration shall qualify for regular membership of an Association in respect of the grants-in-aid from the Department of Personnel & Training subject to fulfillment of conditions as laid in para (b) to (h) of clause II (2) of the O.M. No. 5/8/2013 - Welfare dated 3rd June, 2014.
b. Grants-in-aid admissible will be subject to an upper ceiling of Rs.10,000/- during a financial year.
c. Consolidated accounts for the previous financial year may be provided in Annexure 'A' signed by the President, Secretary, Treasurer and Internal Auditor.
d. A complete list of the members showing their names, residential address, official designation and address as on 31.03.2019 may be submitted as in Annexure 'B'.
e. All the vouchers relating to each head of expenditure as appearing in Annexure' A' should be maintained by the Association, so as to verify the expenditure as and when needed.
f. The Stock Register maintained by the Association as audited and certified by the Internal Auditor after physical verification should be maintained by the Association. The Department of Personnel & Training may verify the Stock Register as and when required. Similarly, the inventory of articles should also be maintained.
g. A copy of the minutes of the General Body meeting wherein the accounts of the Association and other activities thereof fol' the previous year have been approved may be submitted (Annexure 'K').
h. Utilization Certificate in respect of the grants in-aid provided by this Depmtment and information regarding assets acquired wholly or substantially funded from the grant may also be furnished as per proforma in Annexure 'F' and 'G' respectively. The Association who have not received grants-in-aid for the year 2017-18 and 2018-19 may submit Utilization Certificate for the previous year. However, the newly formed Associations need to submit Utilization Certificate indicating 'Nil' along with the Accounts for the year 2018-19.
i. A report on the activities of the Association with reference to the Annual Action Plan as provided in Clause 7 of the Rules and Regulations framed under the Model Constitution may also be provided (Annexure' J').
j. A certificate regarding expenditure on Swachh Bharat Mission may also be provided (Annexure 'L')
2. It may be noted that even if the Association is not keen to obtain further grants-in-aid from the Government, it shall have to render full and satisfactory accounts of the grants taken in the past. In case any Association fails to get grants-in-aid for any reason for two consecutive years, such Association will stand derecognized.

3. CGERWAs are requested to send their request complete in all respect, in the prescribed proformae, to DoPT by 15.10.2019 for further necessary action in the matter.
Note: Incomplete Accouuts for the year 2018-19, for receiving the grants-in-aid for the year 2019-20, will not be entertained by this Department.

Please refer to this Department's letter of even number dated 22.06.2016 on the subject mentioned above, wherein all Secretaries of the Central Government Employees Resident Welfare Associations, recognized by DoPT, were requested to submit their proposals for grants-in-aid for the year 2016-17.

2. All CGERWAs, who have yet not submitted their proposals, are again requested to submit the same in the prescribed proformas to this Department by 15.09.2016 positively along with the accounts for the year 2015-16.

Logo Support and Permission for Health Camps for Diabetes Awareness, Prevention and Wellness Program

Subject: Logo Support and Permission for Health Camps for Diabetes Awareness, Prevention and Wellness Program - reg.

Sir,
Please refer to your letter No. AFSCR/Diabetic/01 dated 01.06.2016 and subsequent letter No. AFSCR/Diabetic/02 dated 08.07.2016 on the above mentioned subject. Competent Authoriy has approved to organize Health Camps for Diabetes Awareness, Prevention and Wellness Program alongwith the medical camps at selected Samaj Sadans of Grih Kalyan Kendra (GKK) and Central Government Residents Welfare Associations (CGERWA) in Delhi and NCR.

2. The GKK and CGERWAs will be advised to provide the venues for organising the medical/yoga camps free of cost. The medical/yoga camps will be organized at the selected Samaj Sadans of GKK on Saturdays only depending upon the availability and with the prior approval from Secretary, GKK. The list of the selected GKKs is attached (Annexure-I). The expenditure on account of providing infrastructure viz. tents, furniture, medical equipment, yoga mats etc. will be borne by the ASSOCHAM.

3. The official logo support in the form of use of the National Emblem will be provided by DoPT which the ASSOCHAM may utilize only in the banners for venues of Samaj Sadans of GKK which is under the administration control of DoPT. However, it will not be feasible to provide the official logo support at the venues of CGERWA where DoPT will not be involved directly in organising the camps.

4. The venues for organizing medical camps/yoga camps at the premises of CGERW A may be selected in consultation with the concerned Area Welfare Officer and office bearers of the Associations (list attached-Annexure-II & III).

I am directed to say that the Department of Personnel and Training has been sanctioning Grants-in-aid to the eligible recognized Residents Welfare Associations formed by the Central Government Employees in residential colonies to enable them to meet a part of their expenditure on the welfare activities, programmes during the financial year. (a) Central Government employees and employees of the Delhi Administration shall qualify for regular membership of an Association in respect of the grants-in-aid from the Department of Personnel and Training subject to fulfillment of conditions as laid in para (b) to (f) of clause II (2) of the rules and regulations under the Model Constitution.

(b) Grants-in -aid admissible will be subject to an upper ceiling of Rs.10,000 during a financial year.

(c) Consolidated accounts for the previous financial year may be provided in Annexure "A' signed by the President, Secretary, Treasurer and Internal Auditor.

(d) A complete list of all the members showing their names, residential address, official designation and address as on 31.3.2013 may be submitted as in Annexure - 'B'.

(e) All the vouchers relating to every head of expenditure as appearing in Annexure 'A', should be maintained by the Association, so as to verify the expenditure as and when needed.

(f) The stock register maintained by the Association as audited and certified by the Internal Auditor after physical verrification should be maintained by the Asscoation. The Department of Personnel and Training may verify the stock register as and when required Similarly, the inventory of articles should also be maintained.

(g) A copy of the minutes of the General Body meeting wherein the accounts of the Association and other activities thereof for the previous year etc. have been approved may be submitted (Annexure - 'L').

(h) Utilization certificate in respect of the grant-in-aid provided by this Department and information regarding Assests acquired wholly or substantially funded from the grant may also be furnished as per proforma in Annexure 'G' and 'H' respectively.

(i) A report on the acitivties of the Association with reference to the Annual Action Plan  as provided in Clause VII of the rules and regulations framed under the Model Constitution may also be prvided (Annexure 'K')


3. It may be noted that even if the Association isnot keen to obtain further grants-in aid from the Government, it shall have to render full and satisfactory accounts of the grants taken in the past. In case any Association fails to get grants-in -aid for any reason for two consecutive years, such Association will stand derecognized. Those Associations which have nto sent acknowledgements in token of having received the grants-in -aid for the year 2012-13 so far, are requested to send the same.

4. CGERWAs are requested to send thier request complete in all respects to DOP&T preferably by 20.01.2014 during the current financial year for further necessary action in the matter.

Subject:- Forwarding of election results of Managing Committee of the CGERWA/Sudhar Sabha/Kalyan Samities for the block year 2013-15 - by AWO reg.

Sir,
Reference is invited to this Department's letter No.7/1/2013-Welfare dated 19th March, 2013 regarding holding of election of the Managing /Executive Committee of the Resident's Welfare Association/Sudhar Sabha/Kalyan Samitis for the block year 2013-15. On the scrutiny of the documents submitted for the acceptance of election results, it has been observed that the complete documents/information are not submitted by the Area Welfare Officers (AWO) which results in unnecessary correspondence and wastage of time.

2. In view of the above, AWO's are requested to ensure that the election results are forwarded alongwith photocopies of following documents/information :-
(i) Election circular notifying the date of elections;
(ii) Last date of filing nomination form
(iii) Results submitted by the Returning Officer
(iv) Eligibility of members elected to RWA, mentioning specifically as to:-

(a) whether eligible to contest the election as per provision of Model Constitution in respect of RWAs recognized by DOPT.
(b) Copies of nomination form verified by the respective department of the members elected
(c) whether the member has served in RWA earlier and if so for what duration.
(d) Status of RWA (defuctlrecognized); and
(e) Whether any complaints received/pendinp regarding Conduct of elections to the RWA , and

(v) The office name/address/telephone No.etc.. of the office bearers/Members of the Managing Committee.

3. The AWOs are also requested to send their recommendations alongwith the above mentioned records to
enable us to process the case.

4. The AWOs who have already submitted the election results to this Department may also check the deficit documents, if any, and send the complete documents as mentioned above, immediately for the acceptance of election results. "

5. The AWOs who have not yet submitted election results i.r.o. their RWA's requested to do so without further delay.
