Your kind attention Is drawn to the two days' strike call given by the Confederation of Central Government Employee and Workers (CCGE&W) on 08th &. 09th January, 2018 In support of 10 paints Charter of Demands. The Confederation of Central Government Gazetted Officers' Organisations (CCGGOO), the apex body (or all Central Government Gazettld Officers' service associations, endorses all the demands included in the Character for the overall benefit of the Gazetted Officers of Central Government, Central Government employees, the entire working class of the country and the fellow countrymen as a whole.

To convey the full solidarity with the striking Central Government employees, it has been decided that all constituent service associations of CCGGOO In different Central Government Departments will organize 'Mass Dharna' on both the strike days across the country.

We would also like to take this opportunity to appeal to the Government of India through your good office to consider the justified demands of CCCE&W positively.

The Confederation of Central Government Gazetted Officers' Organization is an apex level organization, embracing in its fold a number of Gazetted Officers' Organizations recognized by their respective Central Government departments such as Railway Promotee Officers, Income Tax Gazetted Officers, All India Audit and Accounts Officers, Pay and Accounts Officers(Civil), Postal & Telecom Financial Accounts Officers, Zoological Survey, Botanical Survey, Customs Preventive Officers, Indian Ordinance Factories Gazetted Officers, DRDO Technical Officers, DGQA Engineers, CPWD Engineers, All India Radio Engineers, Postal Officers, Marine Product Export Development Authority Promotee Officers, Statistical Gazetted Officers, Navy Civilian Officers, Defence Accounts Officers, Group B Gazetted Survey Officers etc.

Kindly refer to our letter dated 19.08.2016 wherein this Confederation expressed its anguish that the anomaly committee to rectify the anomalies arising out of the Seventh Central Pay Commission would deal only with those represented by the staff Side JCM organisations and about the absence of apex level mechanism to rectify the anomalies arising out of the 7th Central Pay Commission common to the Gazetted Officers and the promotee Cadre.

It is humbly submitted that this Confederation also needs to be conferred the right to represent about the anomalies arising out of the 7th Central Pay Commission before the committee or any other forum nominated for this purpose.

The Confederation of Central Government Gazetted Officers Organisations' has been representing the grievances of Gazetted officers of Central Government and has submitted a memorandum of common demands pertaining to Gazetted officers and has offered oral evidence before the seventh pay commission. This being the case, the anomalies arising out of the 7th Central Pay Commission affecting the Gazetted Cadres working in the Central Government needs to be heard and rectified by the specific forum appointed for this specific purpose and denial thereof denies Justice to a large number of Gazetted Officers of the Central Government.

In this backdrop, I am directed to request you Sir, that the anomalies arising out of the Seventh Central Pay Commission affecting the Gazetted and Promotee Officers common to two or more departments be heard by this committee or any other separate committee exclusively for this purpose. It is a matter of regret that our repeated representations remain unresponded. More than lakh Gazetted officers are seeking to represent their Grievances on anomalies through this Confederation before the Government.

Therefore, I request your good self to intervene in this matter and provide a favorable climate to the Gazetted and Promotee Officers of the Central Government. Further, we shall be thankful to you Sir, if you could give us an opportunity to explain our position in respect of anomalies arising out of 7th Central Pay Commission affecting the Gazetted officers and promotee Officers.

As you may be aware, Sir, the Gazetted officers are facing lot of difficulties in withdrawing cash from their bank accounts due to demonetization process of Rs.1000 and Rs.500 currency notes. Many of these officers often undertake tours to discharge the Government Duties. Banks have imposed a cap of Rs.24000 from Savings Bank account. The compulsion to wait in the queue for hours for withdrawal of cash adversely affects their discharge of Government duties in time.

In view of the peculiar situation, I request you to issue necessary instructions to all Pay Drawing and Disbursing Officers to make arrangements for payment of salary of November 2016 in cash to all Gazetted and prmotee Group 'A' officers, as a onetime measure, on or before 30th November 2016.

Sub: An Appeal for participation in the agitational programmes of confederation for realisation of 20 point charter of demands.

As yoy are aware, the general attitude of the Central Government towards the demands of the Central Government employees, especially demands related to 7th Central pay Commission, is totally negative. Even the assurance given by three group of Ministers in the wake of an impending indefinite strike from July 11th 2016, that the minimum pay and fitment formula will be revised, is not yet implemented, eventhough the promised time frame of four months are almost over. All the revised allowances including HRA and Transport Allowance is not paid yet. The one and the only favourable recommendation of 7th CPC ie; option -I party for pensioners is not accepted on the plea of  "non-feasibility". All anomalies are pending. Government is deliberately dealying and denying the legitimate benefits of the Central Government employees which is due from 01-01-2016. You may agree that the position is equally applicable to Gazetted officers also.

In the above circumstances/the National Secretariat of /confederation of Central Government employees and workers has decided to organise phased agitational programes culminating in strike action. Demonistrations are conducted in front of all offices on 20-10-2016, next phase is mass dharna at all important centres on 7th November 2016, Third phase is massive Parliament March on 15th December 2016.

I request you to consider the above situation and also the programmes of action of Confederation and to call upon your affiliates to participate in the Parliament March on 15th December 2016 under the banner of CCGGOO, in good number

A meeting of Confederation of Central Government Gazetted Officers Organisations (CCGGOO) delegation with DOP&T Secretary is scheduled to be held on 13th October 2015 (Tuesday) at 10.30Hrs in North Block, New Delhi.

A meeting of the National Council (JCM) Staff side with Joint Secretary, DOP&T, Joint Secretary (Pers.) Department of Expenditure and Joint Secretary, Ministry of Labour is scheduled to be held on Friday, the 9th October 2015 at 1500 hours in Room No.190, Conference Room, North Block, New Delhi, to discuss the issues raised in the Charter of Demands of 02/09/15 All India Strike which includes

CHARTER OF DEMANDS
  • Effect wage revision of the Central Government Employees from 01.01.2014 accepting memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA; Include Gramin Dak Sevaks within the ambit of 7th CPC. Settle all anomalies of 6th CPC.
  • Removal of all ceilings on payment and eligibility of bonus, provident fund; increase the quantum of gratuity.
  • Remove the ceiling on payment on bonus
  • Urgent measures for containing price-rise through universalisation of public distribution system and banning speculative trade in commodity market.
  • Containing unemployment through concrete measures for employment generation. No ban on creation of new posts. Fill up all vacant posts.
  • Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measure for violation for labour laws. Against Labour Law Amendments
  • No labour reforms which are inimical to the interest of the workers.
  • Universal social security cover for all
  • Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme. Assured enhanced pension not less than Rs. 3000/- P.M. for the entire working population.
  • Fix minimum wage with provisions of indexation.
  • Stoppage of disinvestment in Central/State PSUs. Stoppage of contractorisation in permanent perennial work and payment of same wage and benefits for contract workers as regular workers for same and similar work.
  • No outsourcing, contractorisation, privatization of governmental functions; withdraw the proposed move to close down the printing presses, the publications, form stores and stationery departments and medical stores Depots; regularize the existing daily-rated/casual and contract workers and absorption of trained apprentices.
  • Compulsory registration of Trade unions within a period of 45 days from the date of submitting applications; and immediate ratification of ILO Convention C 87 and C 98.
  • Revive the JCM functioning at all level as an effective negotiating forum for settlement of the demands of the Central Government Employees.
  • Against FDI in Railways, Insurance and Defence.
  • No Privatisation, PPP or FDI in Railways, Defence Establishment and no corporatization of Postal services.
  • Remove arbitrary ceiling on compassionate appointment.
