Pensioners for outstanding contribution towards 'Anubhav' to be awarded

Mobile App to avail the services of Pensioners' Portal also to be launched

The Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh will inaugurate the first 'Pension Adalat' here tomorrow. He will also award the Pensioners for their outstanding contribution towards 'Anubhav' - a platform for retiring employees for sharing their experience of working with Government. Moving ahead from e-governance to m-governance, a Mobile App has been created to avail the services of Pensioners' Portal which will also be launched by Dr Jitendra Singh tomorrow. As a measure of welfare to the pensioners of Government of India, a workshop on Pre-Retirement Counseling (PRC) of 300 retiring Central Government employees is also scheduled to be held. The event is being organized by Department of Pension & Pensioners' Welfare, Ministry of Personnel, Public Grievances and Pensions, Government of India.

The objective of this workshop is to create awareness about the post-retirement entitlements as well as an advance planning for life after retirement. There will be four interactive sessions which will cover inter-alia, the road map to retirement, medical facilities for pensioners, re-engagement of retired people for voluntary social activities under 'Sankalp'. There will be another session on Income Tax and other benefits for senior citizens as well as investment and financial planning for retired people and the Importance of writing a Will.
The Pension Department in this programme will launch the first of a series of Pension Adalats which is being convened with the objective of bringing on a common table the aggrieved pensioner, the concerned department, the bank or CGHS representative, wherever relevant, so that such cases can be settled across the table within the framework of extant rules.

The Mobile App to be launched tomorrow will be extending all the services meant for the pensioner, which are currently available on the Pensioners' Portal of the department, to the mobile handset. With this App, a superannuating Central Government official will be able to monitor the progress of his pension settlement, and retired officials will be able to self-assess their pension through the pension calculator and will also be able to register their grievances, if any, and get updates on orders issued by the Department.

The ANUBHAV AWARDS 2017 will be presented to 17 pensioners for their contribution towards creating institutional memory for the departments. Anubhav scheme had been instituted on the call of Prime Minister Shri Narendra Modi to encourage retiring/retired employees to submit their experiences while working in the government with the objective to create an institutional wealth for the government for future governance as well as to enthuse and inspire the future generations of government officials in their respective assignments.

Dr Jitendra Singh says all Central Ministries & Departments to be linked to the online Pension Sanction and Payment Tracking System Bhavishya soon

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS (IC) for Youth Affairs and Sports, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has said all Central Ministries and Departments will be linked to the online Pension Sanction and Payment Tracking System ‘Bhavishya’ very soon. Chairing the 28th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today, Dr. Jitendra Singh said that with this step, the pension release to the retired employees will be expedited and it will also help quick resolution of pending issues.

Dr. Jitendra Singh said we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. India has a large number of pensioners today and to make best use of them is a challenge, he added. Dr. Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. Dr. Jitendra Singh said that the Government has started ‘Anubhav’ scheme for the retiring employees to write an account of their experiences which can be helpful in improving the system. He also said that a focused approach and emphatic attitude needs to be developed towards the pensioners.

Earlier, the Secretary, Department of Pension & Pensioners Welfare and Secretary, Department of Administrative Reforms & Public Grievances, Shri C. Viswanath directed that all the Pension Payment Order (PPOs) should be digitized. The 28th SCOVA meeting was attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.
The Department of Pension & Pensioners Welfare has taken various initiatives for the welfare of the pensioners. The online Pension Sanction and Payment Tracking System ‘Bhavishya’ has introduced transparency and accountability into the pension sanction and payment process, thereby helping eliminate delays and bring satisfaction to the retiring employees and pensioners. The system keeps retiring employees and administration informed of the progress of pension sanction process through SMS/e-mail. In the year 2015-16, the scheme has been scaled up and will eventually cover all 9,000 Drawing & Disbursal Offices (DDOs) in the country.

‘Sankalp’ is an initiative for motivating retiring employees and pensioners to take up voluntary work after retirement so as to channelize their experience and skill towards productive work for society and nation building. The Department has so far registered 1,812 Pensioners, 16 Organisations and 19 Pensioners Associations under this project. Some Pensioners Associations have done exemplary work under the initiative.

‘Anubhav’ was launched in February, 2015 on the direction of the Prime Minister Shri Narendra Modi. This initiative is to showcase the outstanding work done by retiring employee that contributed to the efficiency, economy and effectiveness in Government functioning. It is envisaged that over a period of time this will create a wealth of information, institutional memory and innovative ideas and will motivate employees.
‘Jeevan Pramaan’ is a facility created for submission of Aadhaar based digital life certificate. This scheme was initiated by the Prime Minister on November 10, 2014. This scheme provides an excellent facility for the benefit of pensioners to submit their digital life certificate from the comfort of their homes. The Pensioners Associations are actively involved in motivating their fellow pensioners to get their pension accounts seeded with Aadhaar Number. Due to continuous efforts, as on date around 34 lakh i.e 71% of Central Government pensioners have seeded their bank accounts with Aadhaar Numbers.

Minutes of the Pre Retirement counseling workshop held on 31st May, 2016 at Vigyam Bhawan under the chairmanship of Secretary (Pension)

A Pre Retirement counseling workshop was conducted on 31st May, 2016 at vigyan bhawan, New Delhi for retiring employees of various Ministries/Departments of the Central Government.

At the outset, Joint Secretary (Pension) welcomed the participants and gave a brief overview of the workshop. During the technical sessions she informed the participants about the road map for sanction of pension and other retirement benefits and the role and responsibility of the retiring employees as well as that of Head of Office for timely payment of retirement dues. participants were asked to complete all formalities in time and submit Form 5 to Head of Office. Heads of Departments were requested to monitor the delay at various stages through Bhavishya.

In the next session, participants were informed about Sankalp, the scheme of Department of Pension & PW for engaging pensioners for voluntary work. Retiring employees were asked to share their experience through Anubhav portal so that the institutions could benefit from their experience and the institutional memories could be strengthened. The Anubhav forms submitted by Pensioners were collected.

Dr.Tiwani, Director, CGHS informad the participants about the CGHS scheme for pensioners and family pensioners and the procedure to get temporary card after retirement.

In the next sessions basic advice on investment, preparation of will and benefits available to senior citizens including Income Tax benefits were also covered.

During the question and answer session, following issues were raised by the participants:

Issue 1: Service verification has not been completed in time and there was an round delay in processing of pension cases.
It was agreed that the matter would be taken up with the concerned Ministry. a general set of instructions would also be sent.

Issue 2: A participant raised a point that for the CGEGIS, payment is delayed due to missing entry in the service book.
Js(P) stated that the matter has been taken up with Department of Expenditure and would be followed up.

Issue 3: One of the participant asked whether vigilance clearance is required at the time of retirement.

It was informed that there is no provision in pension rules.

Issue 4: One participant enquired whether any pension process will be delayed on account of non availability of record of government accommodation and not informed by Directorate of Estates.
JS (P) stated that Directorate of Estates is responsible for giving timely information on dues to be deducted on account of license fee etc. Gratuity may be paid by office if Directorate of Estates does not inform in time.
The workshop ended with vote of Thanks to the participants.

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh will inaugurate the workshop on ‘Anubhav’ and ‘Sankalp’ here tomorrow. The purpose of the workshop is to reach out to large number of retiring employees and to encourage participation in ‘Anubhav’ and ‘Sankalp”. Dr Jitendra Singh will also give awards for best write-ups received under ‘Anubhav’.

The Department of Pensions & Pensioners’ Welfare launched an online software ‘Anubhav’ on the directions of the Prime Minister Shri Narendra Modi. It was launched for showcasing outstanding work by retiring employees and sharing their experience with the Government. Another initiative called ‘Sankalp’ has also been launched by this Department to channelize the experience and skill of retired Government servants towards meaningful interventions in society.

The Department has provided a platform ‘ANUBHAV’ for the retiring Central Government Employees to showcase commendable work done during service. It is envisaged that this would provide satisfaction to the retiring employees and also act as a motivator for serving employees. This would also be a wonderful opportunity to garner the resource of retiring employees for voluntary contribution to nation building post retirement. For this purpose an online system viz “Anubhav” has been developed and necessary instruction for use of this application by the retiring employees/Head of Offices/Head of Departments in the Ministries / Departments were issued by this Department in February and March, 2015. The Department has already received more than one thousand write-ups under this initiative.

With a view to give greater impetus to this activity, this Department has also launched an Award Scheme for best write-ups which may have potential of contributing to the efficiency / economy /effectiveness or mentioning any innovation leading to improved work culture including any contribution considered significant by the retiring employee. The authors of best write-ups will also be given awards during the above event by the Minister.

The SANKALP is a project to channelize the skill, experience and time available with Central Government Pensioners into meaningful social intervention. The project has started on pilot basis for 2,000 pensioners. The Department has so far registered more than 1500 pensioners and 19 Pensioners’ Associations under this project. The Department has also registered 16 NGOs to involve Central Government Pensioners in social activities. With a view to create awareness amongst retiring employees about this project and a smooth transition from active life to lead a healthy and purposeful retired life, this Department has been organizing Pre-Retirement Counselling (PRC) Workshops. The Department has, so far conducted 28 such PRCs involving about 1700 participants. The Department has also been conducting workshops to create a pool of trainers, for which Training of Trainers (TOT) are being conducted for personnel of Central Armed Police Forces. So far 7 workshops on TOT involving 502 personnel have been conducted.

Highlights of Department of Pension and Pensioners 2015


Following are the highlights of the achievements of Department of Pension and Pensioners’ Welfare during the year 2015:

Anubhav

‘Anubhav’ is a platform for retiring government employees to share their experience of working the Government and for showcasing commendable work done during service. It is envisaged that this would provide satisfaction to the retiring employees and also act as motivator for serving employees. Over time this will build up a wealth of useful suggestions. This would also provide an excellent opportunity to harness the resource of retiring employees for voluntary contribution to nation building post retirement.

The retiring employees may, voluntary, submit write-up along with the pension application form. Necessary amendments have been made to the checklist attached to Form 5 under Rule 59 of the CCS (Pension) Rules, 1972. A webpage has been created which can be accessed from the website of the Department of Pension (persmin.nic.in/pension.asp).

The software application was demonstrated on 23.02.2015 and tested on the first lot of retirees during the pre-retirement counselling workshop (PRC) organized by the Department on 26.2.2015. To sensitize the Ministries /Departments, Awareness Workshops on ‘Anubhav’ have been organized by this Department on 24th March, 2015 and on 24th April, 2015 in New Delhi.


Bhavishya

Bhavishya is an online tracking system for pension sanction and payment. By keeping track of the progress of each pension case, it introduces transparency and accountability into the system thereby plugging delays. This benefits the retiring employees, pensioners and the administration equally.

The system allows online filing of application of pension by the retiring employees, encapsulates the Pension Rules required for processing pension cases and generates all forms and reports necessary for finalizing pension cases as well as needed for monitoring by the Departments.

Bhavishya is being implemented in main secretariat of 83 Ministries/Departments and 22 attached offices involving 792 Drawing and Disbursing Officers (DDO) till December 30, 2015, which are in various stages of processing pension cases of 4759 retiring employees. This is being scaled up to cover all 9000 DDOs spread across the country.

In order to spread awareness of Bhavishya application the Department of Pension & Pensioners’ Welfare conducted an Awareness Workshop on ‘Bhavishya’ under the auspices of Hon’ble MOS (PP) on 26th November, 2015 in Plenary Hall, Vigyan Bhavan, New Delhi. The workshop was designed for Heads of Office/Drawing and Disbursing Officers of all ministries/departments including those of attached and subordinate offices located in Delhi. Around 1200 participant attended the Workshop.


Pensioners’ Portal

Pensioners’ Portal is the one stop solution for all information needs of the pensioners. The Portal also provides for registration of pensioners’ grievances through the Centralized Pension Grievance Registration and Monitoring System (CPENGRAMS). During the year (upto 15.12.2015) 16683 grievances were received and 14354 were disposed, leaving a balance of 2329.


Standing Committee of Voluntary Agencies (SCOVA)

A Standing Committee of Voluntary Agencies (SCOVA) functions under the Chairmanship of MOS (PP) to provide feedback on the implementation of policies/ programmes of this Department besides mobilizing voluntary effort to supplement the Government action. SCOVA meeting was held in October, 2015 which was attended by representatives of various Pensioners’ Associations and the Ministries/Departments.

In another new initiative “Anubhav”, inspired by the Prime Minister Shri Narendra Modi, the Ministry of Personnel, Public Grievances & Pensions has advised officers retiring within a period of six months to leave behind a note or write-up on their achievements as well as outstanding work done by them which could have, according to them, contributed to efficient functioning of the government or any innovation introduced by them which could have led to improvement in work culture.

Disclosing this here today, Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh said that “Anubhav” will serve as a platform for retiring employees to showcase achievements made by them during their service tenure. While the retiring employees can look back with satisfaction and a sense of fulfillment, the written account left by them could serve as a vital database for future improvement, he added.

Ministry of Personnel has, through a circular dated November 5, 2015, sought to reiterate and remind all the Ministries and Departments to follow up this initiative seriously. The Link to “Anubhav” Portal is available on the homepage of Department’s website at http://persmin.nic.in → DoP&T → Anubhav, he informed and added that initially this facility is available only to retiring Central Government employees including Central Secretariat Service (CSS) and Central Secretariat Stenographers Services (CSSS) officials.

Earlier, on the advice of Prime Minister, Dr. Jitendra Singh recalled that DoPT had also introduced a new practice of senior IAS officers who had put in nearly 25 to 30 years of service to revisit the place of their first posting as District Collectors or SDMs and furnish feedback about the change over the years as visualized by them. The DoPT and the Department of Administrative Reforms and Public Grievances (DAR&PG) are infact the Research & Development (R&D) organs of the government and not merely responsible for carrying out only transfers, promotions and empanelments. To this extent, he expressed satisfaction that during the last 17 months of the present government, a number of new reforms have been introduced with regard to recruitment in Services, Pension Department, IAS/Civil Services training and other areas.

AR&PG, Shri Devendra Choudhary for their proactive approach which motivated the entire team of officers to carry forward the new initiatives.

The undersigned is directed to refer to the interactive session chaired by Secretary (P) oh 18.3.2015 with the officers of CSS and CSSS retiring in the month of March and April, 2015 on the subject mentioned above.

2. As Ministries/ Departments are aware, Department of Pension & Pensioners Welfare has laiunched an online platform viz. “Anubhav” for the retiring Central Government employees to showcase commendable work done by them during their service. It is envisaged that this would provide satisfaction to the retiring employee and also act as a motivator for serving employees. This would also be a wonderful opportunity to garner the resource of retiring employees for voluntary contribution to nation building post retirement.

3. The link to the “Anubhav” is at http://pensionersportal.gov.in/anubhav/CSS/CSSS Officers retiring within six months are requested to submit the write up not more than 5000 words along with appropriate attachments where need be in the online portal. For detailed instructions they may refer to the circulars issued by Department of Pension & Pensioners welfare in this regard.

4. All Ministries/Departments may request CSS/CSSS Officers retiring within six months to submit a write up providing details of their work that has contributed to the efficiency, economy and effectiveness in government functioning or / and any innovation which led to improved work culture or any other contribution considered significant by the retiring employee.

5. Ministry/Department wise list of employees of CSS and CSSS retiring within the next six months as per web based cadre management system is attached. Mistakes if any in the list may also be brought to the notice of this Department.
