A Quick Response Code (QR Code) based Mobile Application has been developed for CGHS beneficiaries to submit their feedback on defined CGHS Services. QR codes will be displaced in the Wellness Centres and CGHS beneficiaries, using Mobile Application will scan the QR code and submit their feedback.

With the approval of the competent authority is has been decided that to begin with this service will be available to the beneficiaries of Wellness Centres [WCs) of Delhi only. A beneficiary can download the Application named 'CGHS Service Feedback' from Google Play store on his mobile.

CGHS beneficiaries can submit their feedback on the following CGHS services:

1. Registration of beneficiary
2. Consultation with Medical Officer
3, Dispensing of Medicines
4. Dressing Room services
5, Cleanliness of Wellness Centre
6. Punctuality of Staff
7. Behaviour ofStaff

A beneficiary can provide the rating on a scale of 1- to 5 and also enter remarks on ratings less than or equal to 3. The feedback will be monitored by CGHS officials to improve CGHS services only and it is not intended to be a grievance redressal mechanism.

CMOs Incharge are requested to Download the Quick Response Code through a link in . ln-charge Module named 'Feedback QR code' , take a print out of the same and display it in the WC for the use of the beneficiaries.

They may also ensure prominently displaying of the enclosed Notice for the benefit of beneficiaries who intend to use the Application and

Peruse the reports on the feedback available through a link named 'QR Feedback report' in CMO In charge Module.

This office has initiated the implementation of centralized GPF module on PFMS portal for the PAOs whose all DDOs are on EIS module for salary Bill preparation. The training have already been Imparted to some of the PAOs and merged DDOs (List enclosed).

2. The PAOs and merged DDOs who have been trained for centralized online GPF module were required to implement the same within a month after training. However, it has been observed that only few PAOs/DDOs from the trained PAOs and DDOs .has implemented the module.

3. All concerned Pr. CCAs, CCAs, CAs (with independent charge ) are requested to ascertain that the PAOs/merged DDOs who have been trained should migrate to new module expeditiously and the status of implementation may be intimated by 12 Sep 2018 to this office. It is also requested that Trained PAOs may also be directed to help/train the other PAOs whose all DDOs are on EIS module for salary bill preparation, in their respective controllers.

RBI employees postpone 2-day mass leave programme

The two-day mass casual leave on September 4 and 5 called by the United Forum of Reserve Bank Officers and Employees (UFRBOE) has been deferred after discussion with the bank management, the union said Monday.

"Consequent to series of meeting between top management of Reserve Bank of India with unions, the forum has decided to defer the pragramme of mass causual leave scheduled on September 4 and 5 to first week of January, 2019 in response to the bank's request to give some more time to resolve the demands," a UFRBOE statement said.

The mass casual leave programme was likely to have paralysed operations of the central bank and other major lenders across the country.

UFRBOE had called the mass casual leave on September 4 and 5 demanding an option for contributory provident fund (CPF) retainers to switch over to pension scheme, and grant of additional provident fund (APF) to those recruited in the bank from 2012.

The forum had threatened that if the issue lingered, then they would resort to flash strike for two days.

2. All cadre units are once again requested to complete all the following preparatory actions required for promotions at the earliest:-
i. To ensure for updating all the particulars of CSSS officers in CSCMS portal in a time bound manner;
ii. Preparation in all aspects for conducting the DPC meeting, immediately;
iii. Availability of APARs for the period upto 2017-18 in respect of eligible CSSS officials/officers.
iv. Up-to-date information with regard to vigilance clearances with major and minor penalties, details of officers retired on superannuation or otherwise, cases of refusal of promotion etc. may be made available readily,

  1. A quarter page Advertisement containing major pension reforms and holding of all India Pension Adalat is to be published in leading newspapers. The Advertisement will contain graphics, photographs, reforms, etc. The content of Advertisement will be provided to the selected agency by this Ministry. The Advertisement is to be published within 7 days from the work order.
  1. Bids are invited from the agencies empanelled with Bureau of Outreach & Communication (BoC) - (erstwhile known as DAVP- Directorate of Advertising and Visual publicity) for executing the work of print creative, designing etc. of the Advertisement. The empanelment would be considered on the basis of the list of agencies as available on BoC website on last date of acceptance of application by DOPPW i.e. 4.9.2018. It may be noted that this is not a bid seeking the price quote. The agencies will be required to execute the work as per the BoC rates and BoC guidelines.

Consumer Price Index July 2018 & DA August 2018

Consumer Price Index Numbers for Industrial Workers on Base 2001=100. Monthly Index - July 2018 is 301 points.

There has been very big increase of 10 points in July 2018 , this increase of CPI is highest in last four years.

DA as on 1st August is 10.36%. The present DA as on 1st July 2018 is at 9%.

we can expect 3% to 4% DA on January 2019 .

Sub: Payment of dearness relief to re-employed pensioners and employed family pensioners: Clarification thereof.
Ref: This office Circular No. 166 dated 07/03/2013, Circular No. 173 dated 07/04/2014 and Circular No. 179 dated 12/05/2015.

Provisions for payment of dearness relief to re-employed pensioners and employed family pensioners is laid down in Ministry of Personnel, Public Grievances & Pensions (Deptt. of Pension & Pensioners Welfare) OM No. 45/73/97-P&PW(G) dated 02/07/1999 issued under this office Important Circular No. 07 dated 13/08/1999. As per the ibid OM, before 18/07/1997, in terms of the existing orders, Dearness Relief to pensioners and family pensioners is to remain suspended during the period a pensioner/family pensioner is re-employed/employed under the Central or State Govt. or in a Statutory Corporation/Company/Body/Bank under them in India or abroad. The above facts are also applicable to the pensioners and family pensioners permanently absorbed in Statutory Corporation/Company/Body/Bank under the Central or State Government.

2. Representations from various agencies as well as pensioners/family pensioners including Pension Disbursing Agencies are being received for clarification on Payment of dearness relief to re-employed pensioners and employed family pensioners. The matter has been examined in this office and following points are clarified.

3. However, w.e.f. 18/07/1997, it has been decided by the Govt that: (i) In so far as re-employed pensioners are concerned, the entire pension admissible is to be ignored at present only in the case of those civilian pensioners who held post below Group 'A' and those ex-servicemen who held post below the ranks of Commissioned Officers at the time of their retirement. Their pay, on re-employment, is to be fixed at the minimum of the pay scale of the post in which they are re-employed. Such pensioners will consequently be entitled to Dearness Relief on their pension. (A) For this purpose, the Central Government Departments concerned, including subordinate organizations. State Government, Corporation/Company/Body/Bank etc. employing a Central Government pensioner shall be required to issue of certificate indicating the following:
(a) The re-employed pensioner retired from a civil or military post in the Central Government and was holding a post not included in classified as group 'A' or a post below the rank of commissioned officer in the armed forces;
(b) The entire amount of pension sanctioned by the Central Government was ignored in fixation of the pay on re-employment i.e. no part of the pension was taken into account in such fixation of pay in the pay scale of the post in which the Central government retired/retiree was re-employed/absorbed; and
(c) The pay of the re-employed/absorbee was/is fixed at the minimum of the pay scale of the post in which he had/has been initially re-employed after his retirement from the Central Government.
(d) If the pay fixed at a higher stage because of advance increments and no protection of the last pay drawn is being given.
(B) In the cases where PBOR (below Commissioned Officer) retired before attaining the age of 55 years and re-employed thereafter and their pay fixed at a higher stage because of advance increments and no protection of the last pay drawn were given, the pay should be treated as fixed at a minimum for the purpose of ignoring the entire pension and allowing Dearness Relief on pension. For benefit of advance increments, the policy for the same should exist in the re-employing department and a copy of such policy matter should be enclosed with the required certificate. But, after granting benefit of advance increments, the last pay drawn by the pensioner is protected, the pensioner in such case will not be entitled for dearness relief on pension.

The Prime Minister, Shri Narendra Modi, today launched the India Post Payments Bank (IPPB) at Talkatora Stadium in New Delhi. The function was witnessed at over 3000 locations across the country, which were connected to the main event in Delhi.

Speaking on the occasion, the Prime Minister said that through the India Post Payments Bank, banking services will conveniently reach the remotest places in the country, and the people living there.

He recalled that the Union Government had earlier rolled out the Jan Dhan Yojana to establish financial inclusion. He said that today’s launch of IPPB is one more step to achieve this objective. He said IPPB branches have opened across 650 districts today.

The Prime Minister said that the postman has long been a respected and accepted person in the villages. He said the trust on the postman remains, despite the advent of modern technology. He said that the Government’s approach is to reform existing frameworks and structures, and hence, transform them in accordance with the changing times. He said that there are over 1.5 lakh post offices and over three lakh postmen or "grameen dak sevaks" who are connected to the people of the country. Now they shall be empowered with smartphones and digital devices to provide financial services.

Enumerating the benefits of IPPB, he said it will enable money transfer, transfer of government benefits, bill payments and other services such as investment and insurance. He added that postmen would deliver these services at the doorstep. He said that IPPB will also facilitate digital transactions, and help deliver the benefits of schemes such as Pradhan Mantri Fasal Bima Yojana, which provide assistance to farmers.

The Prime Minister said that since 2014, the Union Government has been dealing firmly with the distortions and problems that had arisen in India's banking sector due to indiscriminate loan advances. He said existing loans have been reviewed and a professional approach has been taken with regard to the banking sector. He mentioned other measures such as the Fugitive Economic Offenders Bill, which have been taken to ensure that the guilty are punished.

The Prime Minister said that now Mudra loans worth over 13 lakh crore rupees have been given to the poor and middle class, for creating self-employment opportunities. He said that today, as India achieves its best ever Asian Games performance, and the economy shows excellent growth numbers, the entire country is full of new self-confidence. He said this is the result of the collective efforts of the people. He said today India is not just the fastest growing economy in the world, but also the country that is eradicating poverty the fastest.

The Prime Minister said that 3 lakh "dak sevaks" would be the key to provide financial services to every home, every farmer and every small enterprise in the villages. He mentioned that in recent months, several steps have been taken for the welfare of "dak sevaks" and to meet their long pending demand. These have led to a substantial increase in their salary, he added. He expressed confidence that IPPB shall reach over 1.5 lakh post offices across the country within the next few months.
