The Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that the Ministry of Youth Affairs & Sports is implementing only one Centrally Sponsored Scheme for development of sports, namely the Rajiv Gandhi Khel Abhiyan (RGKA), w.e.f. 01.04.2014. This Scheme provides for construction of an integrated sports complex in each block of the country both for outdoor and indoor sports disciplines and also provides for grant-in-aid for holding competitions at block, district, State and National levels. In a written reply in the Rajya Sabha today the Minister said, in addition, the Sports Authority of India (SAI), an autonomous body under the aegis of the Ministry of Youth Affairs & Sports, implements the following sports promotional schemes all over the country in order to identify young sports talent in the age group ranging from 8-25 years and to nurture them to excel at National and International competitions:

• National Sports Talent Contest (NSTC)
• Army Boys Sports Company (ABSC)
• SAI Training Centre (STC)
• Special Area Games (SAG)
• Extension Centres of STC/SAG
• Centre of Excellence (COE)
• SAI National Sports Academies

In a written reply in the Rajya Sabha today the Minister said, the Rajiv Gandhi Khel Abhiyan (RGKA) Scheme provided for funding of infrastructure component through convergence of various schemes implemented by Ministry of Rural Development, Ministry of Panchayati Raj, Ministry of Development of North East Region, and erstwhile Planning Commission. However, no funds could be obtained towards infrastructure due to non-convergence of various schemes by the concerned Ministries. Accordingly, the Government of India, after consultation with the State Governments/Sports Authority of India (SAI), etc., has decided to restructure and merge a number of Centrally Sponsored Schemes, including the Centrally Sponsored Scheme of RGKA, into one Central Sector Scheme to address talent search, grooming of talent and provision of infrastructure to ensure its effective implementation.

He said, the outcome of these expenditures for youth affairs has been youth club mobilization and organization, youth development and empowerment, training and deployment of youth volunteers for engagement in social action for nation building, skilled and employable youth Work Force, enrollment of NSS volunteers, conducting of their Special camps and adoption of villages by them for community service, promotion of national integration, communal harmony, adventure, life skills education, youth employability, counseling, career guidance etc. for both school going and out of schools adolescents, professionally trained Postgraduates and Researchers in youth work, training of trainers for creating a Cadre of master trainers, capacity building of youth functionaries, mainstreaming of tribal youth in north eastern region, promotion of youth travel in the country, promotion of Scouts and Guides movement in the country and exchange of delegations with friendly countries for promoting exchange of ideas, value and culture amongst the youth.

In a written reply in the Rajya Sabha today the Minister said, the outcome of expenditures for Sports has been creation/development of sports infrastructure in rural areas, urban areas, conduct of sports competitions at block, district, state and national levels, organizing of coaching camps preparatory to participation in international tournaments, participation of Indian sportspersons and teams in international tournaments, engagement of foreign coaches and support personnel, procurement of sports equipment, conduct of national championships, conduct of international tournaments in India, disbursement of cash awards to medal winners in international tournaments and their coaches, pension to meritorious sportspersons, customized training of elite athletes and medal prospects in international sports events, grant of sports awards to sportspersons and coaches, identification of talented sportspersons and nurturing of identified talented sportspersons for their participation in national and international tournaments, preparing highly qualified teachers and leaders in the field of Physical Education and Sports, anti-doping measures etc.

Reservation for SCs and STs in Allotment of Shops/Stalls at Railway Stations

The Catering Policy 2010, presently in force on the Railways, provides for 25% reservation in allotment of minor static catering units at A, B & C categories of stations and 49.5% reservation in allotment of minor static catering units at D, E & F categories of stations, with a view to protect interests of socially backward and economically weaker sections of the people. Out of the total 25% reservation at A, B and C category stations, a quota of 6% for Scheduled Castes (SCs) and 4% for Scheduled Tribes (STs) has been reserved for allotment of minor catering units. Similarly, out of the total reservation of 49.5% at D, E & F category of stations, a quota of 12% and 8% for SCs and STs respectively, has been reserved. Allotment of stalls for SCs/STs is done by zonal railways by calling application through press notification.

1572 shops/stalls have been earmarked for allotment to SCs and STs out of which 532 shops/stalls have already been awarded to SCs and STs as per extant provisions of the Catering Policy. Allotment of stalls for SCs/STs and clearance of backlog thereof is an ongoing process

Physical Verification of Retired Employees in Indian Railways

As per extant instructions, every pensioner/family pensioner is required to submit a life certificate to the pension disbursing authority in the month of November every year. The pension for the month of November and onwards is released to the pensioner/family pensioner by the pension disbursing authority on submission of the life certificate. No specific directives have been given for physical verification of pensioners aged between 80 and 100 years. The total number of pensioners on Indian Railways is 1378937.

The total pension expenditure incurred by Railways during 2014-15, including pension payment to pensioners above age of 80 years is `28642.08 crore. There are approximately 286093 pensioners/family pensioners above 80 years of age. However, no separate expenditure is recorded agewise.

The exercise of obtaining life certificates is carried out by pension disbursing authorities in the month of November, every year. However, the certificate is accepted in subsequent months also.

This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Lok Sabha on 16.03.2016 (Wednesday).

Subject: Grant of HRA at a higher rate (‘B’ Category) to the Central Government Servants Posted at Aizawl (Mizoram) – Court Case regarding.

Central Government Employees Federation of Mizoram, General Head Quarters, Aizawl, Mizoram made a representation to the Hon’ble Prime Minister of India claiming House Rent Allowance at “B” Class City rates and Compensation in lieu of Rent Free Accommodation at the rate of 10% to the Central Government Employees Posted in Mizoram State based on the judgement passed by Supreme court of India in Civil Appeal No.2715/91-Union of India & Ors V/s Shri S.K.Ghosh & Others and Department of Posts Order No.8-40/87-PAP dated 7.3.1994 & No.4-52/98-PAP dated 27.02.1999. On rejection of their claim, the Central Government Employees posted in the State of Mizoram approached the Central Administrative Tribunal, Guwahati under O.A.No.381/2000. The Hon’ble CAT, in Para -5 of its order dated 12.04.2002 pronounced as under:-

“In view of the position enumerated above,I am of the-view that the applicants are entitled to House Rent Allowance at the rate prescribed for B class cities to the Central Government Employees which should be payable to the applicants at the rate of 15% from 1.1.1986 to 30.9.1986 and from 1.10.86 to 30.9.1986 and from 1.10.86 to 30.9.86 and from 1.10.1986 at flat rate prescribed under O.M.dated 7.8.1987 read with another O.M.dated 13.11.1987 and the Notification GSR No.623 (E) amending the Fundamental Rule 45 A with effect from 1.7.1987.

As regards the claim for compensation in lieu of Rent Free Accommodation the respondents are to act in conformity with the Office Memorandum No.12-11/60-ACC-I dated 2.8.1960,O.M.dated 23.2.1986 and 22.5.1987 and also to O.M.dated 13.11.1987. The respondents shall examine the each case on merits and thereafter shall pass necessary order in individual cases. Rent free unfurnished accommodation is admissible to Central Government Employees having all India transfer liability only those who are posted in Mizoram or HRA at the rate prescribed from time to time. Compensation and admissible HRA shall be granted to those persons who are entitled to rent free accommodation and could not be provided accommodation and the above benefit shall be granted only to the Central Government employees having all India Transfer liability and Posted in Mizoram vide letter No.11015/1/E/(B)/76 dated 31.7.1977. The respondents shall examine the individual cases and thereafter pass necessary orders in those Cases, others will not be eligible for the same.The application is allowed in part, No Costs”.

2. The Department filed WP No.2955/2003 in the Hon’ble High Court of Guwahati against the orders of the CAT dated 12.04.2002. The Hon’ble High court in its judgment dated 25.4.2003, “disposed of the appeal with the observations that the directions given by the Learned Tribunal in the last part of the judgment quoted above shall be complied with by the Central Government after taking due consideration of the observations recorded within a period of 6 Months. The High court observed that the case of each and every Central Government employee posted in the state of Mizoram will have to be taken separately and appropriate orders shall be passed thereon after such consideration in terms of OM dated 23.09.86, 19.03.87 and 13.11.87. The Hon’ble High court, however, observed that the employees posted in Aizawl Headquarters of the State of Mizoram being a “C”Class city may not be entitled to HRA as prescribed for “B” class cities.”

3. Aggrieved by the order of the Hon’ble High Court of Guwahati, the Central Government Employees filed a civil appeal No.646/2005 in the Supreme Court of India. The Supreme court stayed the operation of the judgment order dated 25.04.2003 of the high court of Guwahati in WP No.2955/2003. The Honble supreme Court of India has dismissed the civil appeal and passed the orders dated 17.07.2013 as under:-

“We have thoughtfully considered the submissions of the learned counsel. In our view, the direction given by the Tribunal, which has been confirmed by the High Court, merely ordains consideration of the cases of each employee for grant of City compensatory Allowance in accordance with O.M. dated 02.08.1960, O.M. dated 23.02.1986 and 2.5.1987 as also O.M.dated 13.11.1987 and nothing more. Therefore, the impugned order as also the one passed by the Tribunal do not call for interference by this court under Article 136 of the Constitution.

With the above observation, the appeal is dismissed.

However, it is made clear that if the Government of India has issued fresh instructions after 13.11.1987 then the cases of the respondents shall be considered in accordance with the latest instructions.”

4. Consequent upon obtaining the concurrence of Integrated Finance Wing of this Department, the, matter was referred to Ministry of Finance, Department of Expenditure for decision.

5. Ministry of Finance, Department of Expenditure has considered the matter and accorded their approval in view of the decision taken by the Department of Posts to not to file any Review petition in the matter and as the Ministry of Law & Justice has advised Department of Posts to take administrative decision for implementation of the said order of Hon’ble Tribunal, implementation of the Order dated 12.04.2002 passed by the Hon’ble CAT, Guwahati Bench in O.A.No.381/2000 for grant of House Rent Allowance at “B/Y” class cities rates, as admissible from time to time, is agreed to.

6. Since, the Department of Posts had represented the Union of India on behalf of all the respondents Ministries/Departments/Offices, the approval accorded by the Department of Expenditure, Ministry of Finance is therefore conveyed to all the Respondent Ministries/Departments/Offices for issuing appropriate instructions for compliance of orders dated 12.04.2002 of Hon’ble CAT, Guwahati Bench in respect of the employees working under their administrative control who were/are applicants in the said OA No.381/2000.

Disabled Central Government Employees May Get Motorised Wheelchairs: DOPT

Disabled central government employees may soon get motorised wheelchairs and other helping devices.

 The Department of Personnel and Training (DoPT) has started a scheme for providing facilities to the employees with disabilities. However, the scheme is initially being started for those working in the DoPT.

The objective of the scheme is to enable and empower persons with disabilities of the department by providing certain additional facilities to help them discharge their duties more conveniently and effectively, DoPT’s Circular No.B-11011/1/2016-Ad-III dated March 11, said.

As per the scheme, which will come into force from next month, persons with disabilities will get wheelchairs (motorised), special furniture, hearing aids with battery, low vision aids, smart cane and special software or computer.

Besides, there will be braille signage near lift area, toilets and canteens, and provision of beep sound in biometric attendance system, it said.

Employees with disability would be given option to apply for the assisting aids through proper channel, which will be examined on case to case basis and decided with the approval of competent authority, the DoPT said.

“After successful implementation of the scheme in DoPT, other government departments will also be asked to follow it,” a senior official said.

Name of the Schemes:-
To provide facilities to the Employees with Disabilities working in Department of Personnel and Training, for ease of doing their day to day office work. The Scheme will come into effect from next financial year i.e. from April, 2016.

Objective of the Scheme:- 
The objective of the Scheme is to enable and empower Persons with Disabilities (PwDs) of this Department by providing certain additional facilities to help them discharge their duties more conveniently and effectively.

43% Posts Vacant in Food Corporation of India (FCI): Food Minister

More than 15,800 posts are lying vacant at state-run FCI, which is also facing shortage of more than 8,600 workers, Parliament was informed today.

“Against sanctioned strength of 36,982 employees, only 21,139 regular employees are in position as on December 31, 2015 and hence at present there are 15,843 vacancies,” Food Minister Ram Vilas Paswan said in a written reply in the Lok Sabha.

The minister said 256 posts are vacant in Category-1, followed by 2,057 and 14,783 in second and third categories, respectively.

However, there is surplus of 1,253 in the fourth category, he added.

Therefore, the effective vacancies in the corporation are 15,843.

“Food Corporation of India (FCI) is in the process of filling up 5,596 vacancies across all cadres by the way of competitive recruitment process,” Paswan added.

Advertisement for the above was published during the February-July period last year.

The FCI also has three types of departmental workers — regular departmental, under direct payment system (DPS) and under no-work-no-pay system (NWNP).

There is shortfall of 3,241 departmental workers, 5,008 DPS workers and 438 NWNP workers, Paswan said.

Out of the total required strength of 58,480 workers, the FCI’s current strength on December 31, 2015 was 48,793.

In view of high level committee recommendations and High Court directions, there is presently no plan to induct any labour in FCI, the minister added

In line with PM’s ‘Digital India’ programme, Minister of Railways Shri Suresh Prabhakar Prabhu in a programme held today i.e. 15.03.2016 at Rail Bhawan, New Delhi inaugurated Four services / initiatives namely (1) Extension of e-Catering services from existing 45 large Railway stations to all 408 A-1 and ‘A’ class Railway Stations (II) Launch of E-ticket booking facility for accredited Journalists on concessional Passes (III) Traffic Rationalization – Policy permitting 2-point loading in BCN wagons and increasing scope of mini-rake facility from 400 km to 600 km in both BCN and BCNHL wagons and (IV) Commencement of Pilot Study on introduction of Accrual Accounting and Upgraded costing system at Rail Coach Factory, Kapurthala (A production unit of M/o Railways). These come as implementation of Railway Budget Announcement. Shri Manoj Sinha, Minister of State for Railway was specially present to grace the occasion. On behalf of the Indian Railways, Chairman, Railway Board, Shri A.K. Mittal, Member Traffic, Railway Board, Shri Mohd. Jamshed, and other Board Members were present on the occasion.

Speaking on this occasion, Minister of Railways Shri Suresh Prabhakar Prabhu said that the way in which Indian Railways is launching various passenger services, 90 per cent of Members of Parliament have thanked Railways for bringing new culture in the Railways. He said that every passenger service is backed by well-planning and lots of efforts. Under the extending scheme of E-Catering, travelling passengers would be able to order food of their choice from leading private caterers at designated 408 major railway stations. He said that this scheme will include food prepared by women at home which will also lead to women empowerment. Speaking on E-Ticketing Service to accredited journalist, the Minister said that this was a long-standing demand of the journalists to allow the process of online booking ticket through concessional passes which has now been fulfilled. He said that duty of a journalist demand lot of travelling and thus their demand was acceded to by the Ministry. Further, mentioning the salient features of the another initiatives of Commencement of Pilot Study on introduction of Accrual Accounting & Upgraded costing system at Rail Coach Factory, Kapurthala, Shri Suresh Prabhu said that Indian Railways holds a huge assets which requires proper monitoring. He said that Railways want to orient and integrate cost and management system. He said that incurring expenditure is nothing. But more important is to get desired outcome for incurred expenditure. He said that 7 zones have already implemented this kind of scheme thereby making expenditure accountable to outcome which is the sole objective to introduce this scheme. Regarding freight rationalization, Shri Suresh Prabhu said that it is an ongoing process and we will continue to do so as freight is main revenue resource for Railways. We will be very market friendly, he added.

Speaking on the occasion, Minister of State for Railways said that Indian Railways is now working on a different leak and bringing new culture in the Indian trains through E-Governance and Digital India Initiatives. He said that these services will ease and benefit the railway passengers.
