OFFICE MEMORANDUM

Subject: Promotion of Section Officers of the CSS to Grade I (Under Secretary) of the CSS on ad hoc basis.

The undersigned is directed to say that this Department is in the process of bringing out upto date Select Lists in the grade of Under Secretary in consultation with UPSC. As this process will take some time, and in the meanwhile in order to meet the immediate requirement of officers at the level of Under Secretary it is proposed to promote officers on adhoc basis.

2. Section Officers upto SOSL-2003 and who have not yet been promoted to the grade of US on adhoc basis will be considered for promotion against the existing vacancies. The list of such officers is enclosed at Annexure-l to this O.M.

3. Further there are twenty three officers who were earlier promoted on adhoc basis but did not avail promotion on account of various reasons leading to cancellation of the promotion orders in their respect. The list of such officers is enclosed at Annexure-II to this OM. These officers may also be considered for adhoc promotion in case they express their willingness. However, their cases will be considered only on case to case basis taking into account reasons on which they earlier declined adhoc promotion.

4. Vigilance status:- Accordingly, Ministries/ Departments concerned where the officers are currently posted are requested to inform the vigilance status of these officers (in respect of officers both in Annexure-I and Annexure-II) for further action by this Department.

The vigilance status of these officers should reach this Department latest by 10th May 2013, failing which the cases of officers concerned will not be considered for adhoc promotion.

5. Personal information:- Officers concerned are also advised to furnish their personal particulars in the format at Annexure-III. Information in respect of these officers should also be complete in all respects in the web based cadre management software uploaded at http://10.21.145.125/ It should be noted that if the information of any officer in the web based software is not complete such officer will not be considered for adhoc promotion.

6. Vacancy position:- The incumbency and vacancy position in the grade of Under Secretary should also tally with the information as available in the web based cadre management software. It should be noted that posting of officers will be made only on the basis of information available in the web based system.

Govt reply on CAPF's demands regarding One Rank One Pension and Ex-Servicemen Status

Since, Central Armed Police Force (CAPF) personnel retire only on attaining the age of 57/60 years, no further employment benefits are justifiable. The CAPF personnel are entitled for pension and other pensionary benefits as per Central Civil Services (Pension) Rules, 1972, which are different from the pension rules applicable to Ex-servicemen. Therefore, one rank–one pension is not applicable in case of CAPFs.

The Government has approved a proposal on 1.11.2012 to declare the retired Central Armed Police Force (CAPF) personnel from Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB) as Ex-Central Armed Police Force personnel (Ex-CAPF personnel). The status “Ex-CAPF” is quite distinct from “Ex-Servicemen” of Defence Forces. Based on such designation of Ex-CAPF personnel, the State/UT Governments concerned can extend benefits to them similar to those being extended to the Ex-Servicemen.

Important Schemes for the Welfare of Senior Citizens

Important Schemes for the Welfare of Senior Citizens

Some of the important Schemes being implemented for the welfare of senior citizens are as follows:
  1.  Scheme of Integrated Programme for Older Persons (IPOP)
  2. Indira Gandhi National Old Age Pension Scheme (IGNOAPS)
  3. National Programme for the Health Care for the Elderly (NPHCE)
Brief details of the above schemes are given in the Annexure.

During the XIth five year plan period, evaluation studies were got conducted to assess the impact of the IPOP. Some of the major recommendations of these studies were for enhancement in financial norms, increase in the types of projects supported, need for engagement of specialized doctors in the centres, etc.

In view of the above recommendations, IPOP was revised w.e.f 1.4.2008. Besides revision of the financial norms, several innovative projects e.g. Day Care Centre for Alzheimer`s Disease/ Dementia Patients; Physiotherapy Clinics for Older Persons; Help-lines and Counseling Centres for Older Persons; Regional Resource and Training Centres; etc. were added as being eligible for financial assistance under the Scheme.
Indira Gandhi National Old Age Pension Scheme has been revised w.e.f 1.4.2011, bringing down the minimum age of eligibility under it from 65 years to 60 years, and increasing the Central contribution towards pension amount, for those who are 80 years and above, from Rs. 200/- to Rs. 500/- per month.

·      Dedicated facilities at 100 District Hospitals with 10 bedded wards for the elderly;
·      Strengthening of 8 Regional Medical Institutions to provide dedicated tertiary level Medical Care for the elderly, with 30 bedded wards, at New Delhi (AIIMS), Chennai, Mumbai, Srinagar, Vanarasi, Jodhpur, Thiruvananthapuram and Guwahati; and
·      Introduction of PG courses in Geriatric Medicines in the above 8 Institutions and In-Service training of health personnel at all level.

Please refer to this Ministry’s letter of even number dated 03.10.2012 (S.No PC-VI/303, RBE No.112/2012) on the subject mentioned above. The President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 72% to 80% with effect from 1st January, 2013.

2.    The provisions contained in Paras 3, 4 & 5 of this Ministry’s letter of even number dated 09.09.2008 (S.No.PC-VI/3, RBE No 106/2008) shall continue to be applicable while regulating Dearness Allowance under these orders.

3.    The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all railway employees. The arrears may be charged to the salary bill and no honorarium is payable for preparing separate bill for this purpose.

4.    This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Separate Reservation Counters for Women and Physically Challenged

Separate reservation counters are earmarked for ladies, senior citizens, former Members of Parliament, Members of Legislative Assembly, physically handicapped, accredited journalists, freedom fighters, if the ticket demand per shift is not less than 120 tickets. In case, there is no justification for earmarking of exclusive counter for any of these categories of persons including ladies/physically challenged persons, one or two counters depending upon total demands are earmarked for dealing with the reservation requests of all these categories of persons.

Instructions are also there that at those reservation offices which have not been computerized and where separate counters are not in existence for ladies, female passengers should not be compelled to join the general queues and be attended to separately at the same counter as for general passengers.

This information was given by the Minister of State for Railways Shri Adhir Ranjan Chowdhury in written reply to a question in Rajya Sabha today.

Sub: Time limit for Advance Reservation.

It has been decided that w.e.f. 01.05.2013, the existing time limit for advance reservations by trains will be reduced From 120 days to 60 days (excluding the date of journey) as mentioned below:-

    i.With effect from 01.05.2013, the ARP will be of 60 days (excluding the day of journey) and bookings will be done accordingly. However, all the bookings done upto 30.04.2013 under the ARP of 120 days will remain intact.
   
    ii.Cancellations of the booking in made beyond the APR of 60 days will,however be permitted.
   
    iii.    There will no change in the case of certain day time express Train like Taj Express, Gomti Express, etc. where lower time limits for advance reservations are at present in force.

    iv    There will also be no change in the case of limit of 360 days for Foreign Tourist.

2.    Wide publicity through all possible means may be given for information of general public.

(c) To suggest measures to enhance the effectiveness of service and capacity building of its members.

(d) To take into view the suggestions of the stakeholders, viz, participating Ministries. Associations and members of the service for cadre review

(e) To examine any issue as referred to it by the cadre controlling authority of CSS and Central Secretariat Clerical Service (CSCS).

The undersigned is directed to refer to this Ministry’s Office Memorandum No.1(8)/2012-E-II (B) dated 28th September, 2012 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 72% to 80%with effect from 1st January, 2013.
 
2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No.1(3)/2008-E-ll(8) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
 
3. The additional Installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.
 
4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
 
5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.
