Clarification on grant of Non-functional Scale to Gr. 'B' officers in Level-11 of Accounts Department and Level-10 in organized departments of Indian Railways

Sub.: Clarification on grant of Non-functional Scale to Gr. 'B' officers in Level-11 of Accounts Department and Level-10 in organized departments of Indian Railways- reg.

In terms of Ministry of Railways' Gazette Notification G.S.R. 210(E) dated 08.03.2018 (RBE No. 37/2018), the higher scale of Level-11 in Accounts department and Level-10 in other organised departments has to be operated to the extent of 100% of the Gr. 'B' officers on-roll including Gr. 'B' officers officiating in Level-11 on ad-hoc basis after completion of 4 years of regular service in the respective grades in organized departments. Subsequently, detailed guidelines outlining the procedure have also been issued vide Board's letter no. E(GP) 2003/2/22) dated 12.12.2018 (RBE No. 192/2018).

2. It has been observed that references are being received from various Zonal Railways seeking clarification on issues relating to the aforementioned scheme. In the past, several clarifications have been issued to various Zonal Railways over a number of issues. Therefore, in order to provide clarity on the issue, these clarifications are being summarised as under:

Whether Gr. 'B' officers completing 4 years of regular service are to be granted NFS from the next date or from 1st January or 1st July of the following year.
The date of effect of placement in the higher Group 'B' non-functional grade will be the date when the officer becomes eligible i.e. when the officer completes four years of regular service in the relevant grade.
2.
Clarification whether Gr 'B' officers on deputation, on the date of their consideration for grant of NFS to be taken to be on roll or total no. of Gr. 'B' officers be computed excluding their names.
Officers on deputation to other departments may be granted Non­ functional Scale of Level-10 notionally from 08.03.2018 while the actual benefit will accrue to them on return from deputation and joining the cadre.

Grading of APAR for allotment of higher scale of Level-11 to Gr. 'B' officers of Accounts Department and Level- 10 of other organised Departments.
The benchmark for grant of NFS of Level-11 to Gr. 'B' officers of Accounts Department and Level-10 of other organised Departments would continue to be 'Good'.

Whether Gr. 'B' officers 'On-roll' includes officers on deputation.
Yes. The term Gr. 'B' officers on-roll mentioned in Board's letter dated 08.03.2018 also include officers who are having their lien on the Railway but are working elsewhere on deputation.

APARs
Five years APARs are required to be considered. If any APARs is not available, the APARs of the immediately preceding year/years to that extent may be taken into account even if it pertains to non-gazetted period of service.
6.
Whether a senior employee can be considered for grant of NFS with his junior having already completed 4 years of service.
For consideration of officers for placement in the higher Gr. 'B' Scale of Level-10 (Level-11 in case of Accounts department), the senior Group 'B' employee shall be deemed to have rendered the service put in by his immediate junior and if that happens 4 years or more he should be considered for placement in higher Gr. 'B' scale of Level-10 (Level-11 in case of Accounts department).
7.
Extended Panel is required to be formed in lieu of officers who would be retiring during the intervening period.
Since the posts are being operated at 100% and officers are being granted the benefit from the date on which they are becoming eligible (through assessment being done on the prescribed date), formation of extended panel is not required.
8.
Whether service rendered in the Gr. 'B' in the previous unit can be considered for grant of NFS.
The issue may be decided in terms of Board's Letter No. E(GP)2005/1/43 dated 16.12.2005.

Sub: Revised pay limits for entitlement of Passes/ PTOs.

Consequent to implementation of 7th Central Pay Commission’s recommendations and notification of Railway Services (Revised Pay) Rules, 2016, the “Grade Pay” component has been dispensed with and “Pay Level in Pay Matrix” (PLPM) has been introduced in the pay structure of railway servants.

Hence, switching over to 7th CPC based PLPM to determine pay limits for entitlement of Passes / PTOs has been under consideration.

The Competent Authority has now accorded his approval for amending the extant provisions of Railway Servants (Pass) Rules-1986 (Second Edition-1993) (RSPR-1986) to switch over to “ Status (i.e. Gazetted/ Non-gazetted) cum PLPM ” basis to determine the entitlement of Passes/ PTOs, as indicated in the enclosed Advance Correction Slip No.81.

The extant provisions of RSPR-1986 and other administrative instructions issued from time to time shall continue to apply in all other respects.

If a railway servant, who is presently entitled to First Class Pass becomes ineligible to First Class Pass on the basis of revised criteria, the First Class Pass may be allowed as personal to the employee.

This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

It is announced for general information that during the year 2019-2020, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.9% (Seven point nine percent) w.e.f. 1st July, 2019 to 30th September, 2019. This rate will be in force w.e.f. 1st July, 2019. The funds concerned are:

1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.

Ref: Railway Board’s letter No. E(P&A)II/2018/RS/12 dated 6.3.2019 (RBE No. 41/2019)

Attention is invited to Board’s letter ibid wherein the instructions for reckoning of pay element for revision of pension of Loco Inspectors and Chief Loco Inspectors who have retired/died between 01.01.1993 and 31.12.2015 have been circulated along with illustrations. Western Railway has now confirmed that the relevant pension revision module in ARPAN has been modified in accordance with these provisions.

Accordingly, the following parameters have been introduced in the existing table No. 25 and 26:

Designation: Loco Inspector/Chief Loco Inspector (as applicable)
Table No. : 25 (Loco Inspector) & no. 26 (Chief Loco Inspector)
Staff category : SRS category
Basic Pay: Basic Pay excluding 30% Running allowance
Period of Service: 10 months and more under this Category.

    Sub: Medical Identity Card Numbering and Colour Scheme & Generation of Uniform Medical I-Card.

Ref: (1) Railway Board letter no.2018/Trans.Cell/Health/Medical Cards dated 08.06.2018.
(2) PCPO/SCR's letter no. SCR/P.HQ/765/IT/ESR dated 01.08.2018.

For bringing in uniformity in Medical Identity Cards, issued to employees and other medical beneficiaries on Indian Railways, a policy was issued vide reference (1) above. Further, with reference to South Central Rail way's letter (2), Board (MS, FC & CRB), in consultation with DG/RHS and DO/Pers. have approved the following:

1. A strip with different colour for serving and retired employees and their dependents shall be provided in accordance with instructions at Para 2 of the policy letter (reference (1) above). The colour scheme of the strip shall be as:

a)  Serving Railways employees - Blue strip at Top and Bottom

b) Pensioners - Green strip at Top and Bottom

c) Medical beneficiary of serving employee - Blue strip at Top and Yellow at Bottom

d) Medical beneficiary of Retired employee - Green strip at Top and Yellow at Bottom.





2. Medical ID number shall be a 12 digit Alpha Numeric as proposed by SCR and as indicated below:

a) First 3 digits - IPAS codes of Railway/Working Unit issuing the card

b) Next 8 digits - Random auto generated number

c) Next 1 character - A for Employee



- Z for Primary Pensioner



- Any other character (B,C,. ...Y) for Medical dependents
3. SCR is hereby authorized for development and maintenance of Unique Medical ID System for Pan India. Software has already been developed by SCR.
4. All the Medical ID Cards for Pan India shall be generated through the system developed by SCR.
5. The system shall be integrated with I-PAS and ARPAN systems for one level of authentication for which CRIS and Western Railway will provide the secured access to the respective system.
6. The final card should be printed after proper authentication.
7. This Medical ID number shall be further integrated with HMIS by CRIS which is being developed by CRIS (which CRIS has agreed). SCR will provide secured access to CRIS, if required for the same.
8. The cards so generated from the software may be printed by the Zonal Railways at their end or may request SCR to print i nitially i n bulk. Printing arrangements may be made by the Zonal Railways later.
9. SCR will follow the guidelines regarding IT systems for generation of Medical ID/IDs of Government of India, if any.
10. The application so developed shall have the mandatory Security Audit and shall be hosted in a secured environment and at a Data centre as per the Government of India's Policy, before roll out, which SCR shall have to ensure.
 This issues with the concurrence of Associate Finance of Transformation Cell of Railway Board.
