Sub: Upper age limit for direct recruitment to non-gazetted posts on the Railways.

Reference has been received from one of the zonal railways, seeking clarification, whether Board's
instructions contained in the letter of even number dated 21.02.2018 (RBE No.25/2018), regarding relaxation of upper age limit are applicable in the case of engagement of substitutes or otherwise.
The matter has been looked into and it is clarified that relaxation in upper age limit provided vide RBE No.25/2018 are also applicable in the case of engagement of substitutes.

Sub: Revised classification and mode of filling up of non-gazetted posts - Scheme for filling up of vacancies after 31.12.2016.

Ref: Board's letters of even no dated 03.09.2009, 07.06.2010, 21.11.2011, 23.05.2012, 15.1.2013, 24.05.2013, 03.01.2014, 16.06.2014, 31.12.2014 & 09.02.2016 on the above subject.

Attention is drawn to Board's order issued on 03.09.2009, consequent upon implementation of 6th CPC recommendations, regarding mode of filling up of Non-gazetted posts consequent upon merger of grades. The above scheme of such mode of filling up of non-gazetted posts has since been extended from time to time, last validity being till 31.12.2016.

2. 7th CPC, in its report in para 5.1.45 has recommended that benchmark for performance appraisal for MACP as well as for regular promotion be enchanced from Good to Very Good. While recommendation for MACP has been accepted by Government and instructions in this regard have been issued vide Board's letter No.PC-V/2016/MACPS/1 dated 19.12.2016 (RBE No.155/2016), the issue regarding benchmark for regular promotion is still examination in consultation with DoP&T.

3. Accordingly, it has been decided by the Board that till such time instructions for benchmark for regular promotion are issued, the existing methodology and benchmarks for Promotion, as enumerated in the Board’s letters referred to above, may continue till further orders.

Sub: Revised classification and mode of filling-up of non-gazetted posts -  Scheme for filling-up of vacancies - Reg.

Ref: RailwayBoard’s letter No.E(NG)I-2008/PM1/15 dated 09.02.2016 (RBE No.15/2016)
The scheme of filling-up of higher grade non-gazetted posts, both "selection and non-selection", on the basis of benchmarking, is invogue on the Indian Railways for quite some time and is working well, facilitating smooth and hassle-free promotions of the non-gazetted staff. This scheme has, therefore, proved its worth and the delay in the name of selection has virtualy been weeded-out on its implementation.

AIRF had, therefore, requested to continue this scheme as "open - ended" forever rather than extending its currency from time to time in installments.

We would, therefore, seek your personal intervention in the matter, so that timely instructions are issued to all the railway administrations to keep this scheme opened forever as the present currency is going to be expired on 31st December, 2016.

An early action in the matter shall be highly appreciated.

Upper age limit for direct recruitment to non-gazetted posts on the Railways: Railway Board Order RBE No 45/2015 -

Sub: Upper age limit for direct recruitment to non-gazetted posts on the Railways.
In terms of Board’s letter of even number dated 10/5/1999 (RBE No... 99 /1999), an across the board relaxation of three years above the prescribed upper age limit in open market recruitment to all non-gazetted posts including engagement of Substitutes on the railways has been provided. The currency of this relaxation contained in letter of even number dated 10.5.1999 (RBE No. 99/1999) has been extended from time to time and was available up to 03.2.2015 in terms of RBE No. 57/2012.
 
The matter has further been reviewed and it has now been decided by this Ministry to provide relaxation in the following manner above the prescribed upper age limit for recruitment to all non-gazetted posts including engagement of Substitutes:-
