On 13th September 2019, the State Chief Minister Mamta Banerjee stated in Kolkata that the Pay Panel Committee submitted its first report to the Government and the recommendations of the report will accept, she added.

The minimum basic pay may be raised to Rs.17.990 from the existing of level of Rs. 7000.
As per the recommendations of the Pay Commission report, the minimum gross salary will be more than Rs. 20,000 and the Gratuity ceiling will be increased to 10 lakh.

The Pay Commission also recommended to Dearness allowance merge with basic pay with new pay bands.

About then thousand crore rupees will be spent additionally from State exchequer for implementing all the recommendations of 6th pay commission including new pay structure to West Bengal Government Employees.

After coming to power for the second time, the Mamata Banerjee led government on Friday announced a grant of interim relief to state government employees amounting to 10 percent of their band pay.

"In our first cabinet meeting, we have decided to provide a grant of interim relief to state government employees amounting to ten percent of the band pay drawn by them," said state Finance Minister Amit Mitra.

"This will be effective from July and will cover state employees, teachers, local government employees and pensioners," he said.

"The interim relief is small in nature but the net impact to the state exchequer will be around Rs.3,000 crore," said Banerjee.

The difference in dearness allowance for state employees compared to their central counterparts stands at 50 percent.

Banerjee had announced a 10 percent hike in dearness allowance for the state employees from January reducing the difference to 44 percent. Later in March, the centre hiked the allowance by another six percent.
The government in its first stint had announced the Sixth Pay Commission to review the pay structure of state government employees.

Kolkat: West Bengal government employees who were on child care leave, maternity leave, earned leave etc. On September 2, the day when the central trade unions called a bandh, will not have to forgo their day’s salary.

A memorandum issued by the state finance department has said no salary would be deducted from such employees who had taken prior paid leaves.

“Now, to remove the confusion, it is clarified that absence will not be treated as ‘dies non’ and no salary will be deducted or treated to be inadmissible in case of leaves like child care leave, maternity leave, earned leave, etc sanctioned before the date of issuance of finance department’s order,” the memo said.

The government had made it mandatory for all its employees to be present on the strike day. An earlier directive had said absence of employees on that date would be treated as ‘dies non’ and no salary would be admissible.
