Sub: Review of charges realised by Indian Railways for verification of PNR details.

Ref: Letter nos. 2006/TG-I/ 20/P/ LTC dated 10.01.2007, 2006/TG-I/ 20/P/LTC dated 31.08.2010 (CC No. 40 of 2010), 2006/TG­-I/ 20/P/ LTC Pt. dated 13.12.2011 (CC No. 65 of 2011)
In supersession of above referred instructions regarding levy of charges for verification of PNR details etc., Competent Authority have now decided to adopt the following procedure for furnishing information regarding verification of journey details:

(i) Individuals seeking information for self travel under RTI Act or otherwise: It should be provided as per provisions of RTI Act subject to submission of identity proof bearing name and date of birth i.e. Aadhar/PAN card etc. to confirm that the person seeking information is one and the same as one of the passengers on the PNR.

(ii) Individuals seeking information for travel of other person under RTI Act or otherwise: Action should be taken as per relevant provisions of RTI Act and information should not be provided unless consent of third party is available.In case of requests not received under RTI Act, no information shall be provided.

(iii) Government Departments seeking information for their employees for the purpose of reimbursement of travel expenditure: It should be provided on realisation of nominal fee of Rs.50/- per PNR only on receipt of official request from the concerned Department.

(iv) Government Investigating Agencies/ Courts seeking information in connection with investigation/ Court Case: Status quo may be maintained and information shall be provided free of charge on receipt of official request of the Agency.

2. Authority to provide information and to take charges: Concerned Zonal Railways shall decide on the authority to provide information under this policy and to realise charges.

On Indian Railways, reserved accommodation including Tatkal accommodation can be booked through computerised Passenger Reservation System (PRS) on first come first served basis. During peak rush periods/days when demand outstrips  the availability, reserved accommodation especially in higher classes and on popular routes gets exhausted within short duration of opening of reservation.  However,   during lean periods, on non-popular and lower classes, the accommodation remains available for longer duration.  The phenomenon is more relevant for Tatkal where limited accommodation is earmarked. This happens as the available limited accommodation is accessed simultaneously through more than 10,300 counters at 3465 computerised Passenger Reservation Centers as well as through internet.

To avoid misuse of Tatkal Scheme, there are some inbuilt features in Tatkal scheme which includes provision of not granting refund on cancellation of confirmed Tatkal tickets except in case of certain special circumstances indicated in the scheme, not allowing any modification of Tatkal ticket, etc. Some additional steps have also been taken to facilitate the passengers and to avoid the misuse, some of which are:-
  • Staggering of the timings of reservation under Tatkal scheme.
  • Captcha implementation in Registration, Login and Booking page to check fraudulent booking through automation software.
  • Imposition of minimum time limit before proceeding for payment gateway as well as after making payment while booking tickets through internet.
  • Making OTP(one time password) compulsory for all net Banking Payment options.
  • Disabling authorised agents to book Tatkal tickets during first half an hour of opening of reservation.
To keep a check on the activities of touts, preventive as well as regular checks are conducted jointly/individually by Vigilance, Security and Commercial Departments, and the action against the culprits is taken as per provisions of Section 143 of Railways Act, 1989.

Railway Reservation System to be Revamped

The Minister of Railways Shri D. V. Sadananda Gowda has said that Railway Reservation System will be revamped into Next Generation e-Ticketing System. Ticket booking through mobile phones and through Post Offices will be popularized.

Presenting the Railway Budget 2014-15 in Parliament today he said, the Indian Railways will improve the system capabilities in e-ticketing to support 7200 tickets per minute as against 2000 tickets per minute and allow 1,20,000 simultaneous users at any point in time.

The Minister said, facility of Coin Operated Automatic Ticket Vending Machines will be experimented.
He said, efforts will also be made to provide facility of buying Platform Tickets and unreserved tickets over internet. Parking-cum-Platform Combo Tickets will be launched to facilitate the passengers and to save their time.

He said that online booking facility of Railway Retiring Room will be extended to all the stations during the course of the year. Presenting the Railway Budget 2014-15 in Parliament today he said, the Indian Railways is expanding the scope of online booking for people to book a Train, book a Coach, book a Berth and book a Seat in Chair Car.
