Freezing of DA to Tamil Nadu State Government employees and Government pensioners

ABSTRACT

Economy in Expenditure - Measures to tide over the financial constraints in view of the severe fiscal crisis arising out of COVID-19 pandemic - Freezing of Dearness Allowance to State Government employees and Government pensioners / family pensioners at current rates till July 2021 - Orders - Issued.

ORDER:

In the Government Order first read above, orders were issued sanctioning revised rate of Dearness Allowance to State Government employees at the rate of 17 percent with effect from 1st July 2019 following the orders issued by the Government of India and in the Government Order second read above, orders were issued for another ad-hoc increase to employees drawing consolidated pay / fixed pay / Honorarium. In the Government Order third read above, orders were also issued sanctioning revised rate of Dearness Allowance to State Government pensioners/family pensioners at the rate of 17 percent with effect from 1st July 2019 following the orders issued by the Government of India.

  1. The Government of India, in its Office Memorandum fourth read above, has directed that in view of the crisis arising out of COVID-19, the additional installment of Dearness Allowance payable to Central Government employees and Dearness Relief to Central Government pensioners, due from 1st January 2020 shall not be paid. The additional installments of Dearness Allowance and Dearness Relief due from 1st July 2020 and 1st January 2021 shall also not be paid. However, Dearness Allowance and Dearness Relief at current rates will continue to be paid. As and when the decision to release the future installment of Dearness Allowance and Dearness Relief due from 1st July 2021 is taken by the Government, the rates of Dearness Allowance and Dearness Relief as effective from 1st January 2020, 1st July 2020 and 1st January 2021 will be restored prospectively and will be subsumed in the cumulative revised rate effective from 1st July 2021. No arrears for the period from 1st January 2020 till 30th June 2021 shall be paid.
  2. The Government of Tamil Nadu has adopted the rate of Dearness Allowance to the State Government employees and Pensioners /Family Pensioners as and when announced by the Government of India to its employees and pensioners/ family pensioners.
  3. Following the orders issued by the Government of India and in view of the severe fiscal crisis arising out of COVID-19 pandemic, the Government has decided to adopt the decision of the Government of India for State Government employees, teachers and Pensioners / Family Pensioners for freezing the Dearness Allowance at current rates till July 2021. The additional installment of Dearness Allowance payable to State Government employees, teachers and Government Pensioners / Family Pensioners, due from 1st January 2020 shall not be paid. The additional installments of Dearness Allowance due from 1st July 2020 and 1st January 2021 shall also not be paid. However, Dearness Allowance at current rates will continue to be paid. As and when the decision to release the future installment of Dearness Allowance due from 1st July 2021 is taken by the Government, the rates of Dearness Allowance as effective from 1st January 2020, 1st July 2020 and 1st January 2021 will be restored prospectively and will be subsumed in the cumulative revised rate effective from 1st July 2021.   4. This order shall also apply to the teaching and non-teaching staff working in aided educational institutions, employees under local bodies, employees governed by the University Grants Commission / All India Council for Technical Education scales of pay, the Teachers / Physical Education Directors/Librarians in Government and Aided Polytechnics and Special Diploma Institutions, Village Assistants in Revenue Department, Noon Meal Organisers, Child Welfare Organisers, Anganwadi Workers, Cooks, Helpers, Panchayat Secretaries / Clerks in Village Panchayat under Rural Development and Panchayat Raj Department and other employees drawing pay in the prescribed Level of Pay in the Special Pay Matrix.

Revision of Pay scales, Pension to the TN State Government employees and pensioners following the decisions of the Central Government on the recommendations of the Seventh Central Pay Commission

OFFICIAL COMMITTEE: Constitution of an Official Committee to examine the revision of Pay scales / Pension to the State Government employees and pensioners following the decisions of the Central Government on the recommendations of the Seventh Central Pay Commission - Ordered

ORDER:

The Government has decided to constitute an Official Committee to examine and make necessary recommendations for the implementation of the revision of scales of pay and allowances of State Government Employees and Teachers based on the decisions of the Central Government on the recommendations of the Seventh Central Pay Commission. The Committee shall comprise the following members:-

1. Additional Chief Secretary, Finance Department
2. Principal Secretary, Home Department
3. Principal Secretary, School Education Department
4. Secretary, Personnel and Administrative Reforms Department
5. Dr.P.Umanath, I.A.S., Member-Secretary
2. (i) The Committee shall be chaired by seniormost Member.

(ii) The Committee shall examine the orders issued / to be issued by the Central Government on the recommendations of the Seventh Central Pay Commission scales of pay and make necessary recommendations regarding revision of the pay scales to the State Government Employees and Teachers including employees of Local Bodies.

(iii) While making recommendations on scales of pay, the Committee shall take into account the local conditions and the present relativities in the functions, qualifications and hierarchy.

(iv) The Committee shall also examine the decision of the Government of India on the revision of pension, family pension, retirement benefits etc., and also make necessary recommendations to the State Government pensioners.

(v) The Committee shall also make necessary recommendations regarding Other Allowances based on the recommendations of the High Level Committee constituted for this purpose by Government of India.
3. The Committee shall submit its report to Government within four months i.e. on or before 30-06-2017.

4. Orders regarding supporting staff to the Official Committee will be issued separately.

5. All the Departments of Secretariat and Heads of Departments are requested to render all necessary information to the Committee as and when sought for.

Pongal Bonus 2017 for Tamilnadu Government Employees and Teachers

Announcement of Pongal Festival Bonus to the employees working under TN State Government for the year 2017.

The State government of Tamil Nadu on Wednesday announced Pongal bonus for its employees, teachers and pensioners. This will incur an additional expense of Rs. 325.20 crore to the government.
According to the announcement made by the Chief Minister O.Panneerselvam, government employees and teachers in 'C' and 'D' Groups will get bonus equal to 30 days salary with a ceiling of Rs. 3,000.
The officers and teachers belonging to the 'A' and 'B' categories, will receive a special bonus of Rs. 1,000. Pensioners, family pensioners and retired village officers will get Rs. 500 as Pongal gift.
