Sub: Grant of Qualification Pay to the Nursing Personnel

Ref.: MoH&FW's F.No.Z.28015/53/2017-N dated 28.09.2018

The Nursing Staff who have been in possession of BSc. Degree were being paid "Qualification Pay" (two additional increments) even after implementation of recommendations of the VII CPC. However, after implementation of VII CPC recommendations, no revision of additional increment, as mentioned-above, being paid to the Nursing Staff, as has been done so far. This is causing heart burning to the said category of staff.

It is understood that, the issue is already being taken-up by the Ministry of Health & Family Welfare(Government of India) for the Nursing Staff working in other than Railway Hospitals.
It is, therefore, requested that, the matter may be looked into on priority for revision of additional increments in consonance with the recommendation of the VII CPC in case of Nursing Staff, working in Railway Hospitals, as "Qualification Pay".

An early action in the matter shall be highly appreciated.

Subject: Change in nomenclature of Nursing Staff in CGHS-regarding.

In continuation of this Ministry's order of even No dated 08.03.2017 & 10.10.2017 on the subject cited above, the nomenclature of following Nursing Staff of Ayurvedic System in CGHS has been changed as mentioned against each, with immediate effect:-

Sub: Special Allowance to Nurses working in Operation Theatre/Intensive Care Unit-revision of Allowances-reg.

Ref: (i) NFIR's PNM Item No. 1/2012.
(ii) Railway Board's OM No. E(P&A)I-2009/SP-1/Gen1/1 dated 09/07/2010 and 08/ 10/2013.
(iii) NFIR’s letter No. I/5(g) dated 08/11/2012 & no. I/5(g)/Pt. V dated 02/09/2013 and 13/01/2014.
(iv) Ministry of Health & Family Welfare letter no. 2.28015/2012013 - N dated 17th October 2013 copy endorsed to NFIR.
(v) Railway Board's letter No. E(P&A)I-2012/FE-4/1 dated 23/01/2014.
(vi) NFIR's letter No. I/5(g)/Part V dated 21/10/2014, 20/ 10/2015 & 30/05/2017.

Kind attention of Railway Board is invited to the above cited references relating to grant of Special Allowance to Nurses working in Operation Theatre/ Intensive Care Unit in Railway Hospitals.

NFIR also brings to the notice of Railway Board that the Ministry of Finance vide Resolution No 11-1/2016- IC dated 06th July 2017 has decided for retention of Operation Theatre Allowance and enhancing the Allowance from Rs. 360/- to Rs. 540/- p.m. with effect from 01/07/2017. Pursuant to the said decision, the Nursing Staff in Railways who are working in Operation Theatres/Intensive Care Units are entitled for payment of Allowance w. e. f. 01/09/2008 as per the rates prescribed/revised," at the rate of Rs 540/- p. m w. e. f. 01/07/2017. According to the Ministry of Finance Resolution dated 06th July 2017 the Allowance allowed prior to 01/07/2017 was Rs.360/- p.m.

NFIR also desires to remind that pursuant to discussion in the PNM meeting (Item No. 1-B/2012), the Railway Ministry had recommended to Ministry of Health and Family Welfare who in turn had sent proposal to Ministry of Finance (Department of Expenditure) for their concurrence. As the matter has since been settled Pursuant to MoF's Resolution dated 06th July 2017, those Nursing Personnel working in Operation Theatres/Intensive Care Units are required to be paid this Allowance w.e.f 01/09/2008 as per the rates prescribed/revised from time to time.

As the NFIR PNM Item is pending since last five years, it is urged to expedite action and accord approval for payment of Allowance.

Sub. :  Grant of Qualification Pay to Nursing Staff.

Sir,
The matter regarding grant of Qualification Pay to eligible Nursing Staff as laid down vide M of H & FW OM No. 11017/4/2008. N dated 15.01.2010 has been under examination at M of  D for some time. It has been decided that eligible Nursing Staff will be granted Qualification Pay as indicaded below :-

2. (a) One increment to the Nursing Staff holding any of the following post Certificate Diploma of 10 months duration or any other 10 months Diploma Course designed and approved by the Indian Nursing Council form time to time.

    (i)  Diploma in Nursing Deucation and Nursing administration;
    (ii) Diploma in Psychiatric Nursing;
    (iii) Diploma in Pediatric Nursing;
    (iv) Diploma in Public Health Nursing

(b)  Two increments to the Nursing Staff possessing any of the following qualification :-

(i)   B. Sc.  (Hons.)/B. Sc./Post Basic B. Sc./Post Certificate B. Sc.  In Nursing;
(ii)  Post Graduate Degree in Nursing i.e.,  M. Sc. (Nursing).

3.   Only one/two additional non-absorbable increments are admissible to a Nurse ina particular grade where possession of such qualifications is not required as per Recruitment Rules.

4.  The grant of aforesaid increments is subject to the condition that the concerned Nursing Staff is not required to possess the qualification, for which the incfement is claimed, as a condition of employment and higher initial pay.

5.  The increment to be granted will be 3% of the current basic pay of the Nursing
Staff concerned.

6.  This issues with the concurrence of the Integrated Finance Devision of Ministry of efence vide no.  741/IF/DP.I dated 21.02.2014.
