Dear Comrades,
Sub: Meeting of the NJCA to discuss and decide course of action to fight against privatization / corporatization and anti-labour policies of the Government of India

As you are aware that; danger of privatization/ corporatization/ outsourcing, in Railways, Ordnance Factories and other Departments/ Organizations of the Government of India, is looming large. The government is moving in full-swing in the direction of privatization/ corporatization of the Railway Production Units and Defence Factories as also closure of the Railway Printing Presses in spite of assurance given by the Railway Board(Ministry of Railways) that nothing would be done without consulting the organized labour.

No doubt, all the Unions / Federations are fighting and agitating this issue at the grassroots level, but now, time has come to take a united movement to face the challenge. It has, therefore, become incumbent on us that, we should keep ourselves prepare to halt government’s efforts of privatization / corporatization of the Railways Production Units and Ordnance Factories.

To discuss and decide future course of action to fight against privatization/ corporatization / outsourcing policy of the Government of India, a meeting of the NJCA will be held on 25th July, 2019 in JCM Office, 13-C, Ferozshah Road, New Delhi, from 16:00 hrs.

You are requested to attend the above cited meeting of the NJCA.

Subject:- 1. Standing Committee meeting held on 25.10.2016- ATS reg.
2. ATS in respect of NAC meetings held after 6th CPC

Sir,
I am directed to refer to the discussion held in the Standing Committee meeting on 25.10.2016 under the Chairmanship of Secretary(P) in DoPT, and to send herewith a copy of an Action Taken Statement (ATS) in respect of 19 items on which discussion was held in that meeting. The information in respect of the other items also discussed in the same meeting will be sent upon receipt of the ATS from other Ministries/Departments which is still awaited.

2. Additionally, as discussed in the same meeting, a copy of the ATS on the items discussed in the first 4 meetings of the National Anomaly Committee (NAC) during the 6th CPC regime, and as circulated with the O.M. no. 11/1/2015-JCA dated 19.06.2015 is also being sent herewith once again for your perusal.
A regards the ATS of the two NAC meetings held on 29.05.2015 and 09.06.2015 they are being sent separately.

3. Holding the next meeting of the Standing Committee is also under consideration. It is, therefore, requested that new agenda items which the Staff-Side consider for discussion in the next meeting may be sent to the DoPT urgently.

NJCA decides to go on indefinite strike from 1st Week of March 2016

NJCA MEETING DECISION

INDEFINTE STRIKE FROM 1ST WEEK OF MARCH 2016

Meeting of the National Joint Council of Action (Railways, Defence and Confederation) was held on 08.12.2015 at JCM National Council Staff Side office, New Delhi. Detailed deliberations on 7th CPC related issues (including Gramind Dak Sewaks and Casual, Contract and daily-rated workers) was held and a Common charter of demands was finalized.

It is further decided that the NJCA shall go on indefinite strike from the 1st week of March 2016, if the Government fails to reach a negotiated settlement with the staff side before 1st week of February 2016. A letter intimating this decision will be given to the Government shortly along with the common charter of demands. Letter to Government and charter of demands will be published in the website within two days.
