Permanent Commission (PC)

(1) Ministry of Defence has taken steps to ensure implementation of permanent commission to women in the Armed Forces. In so far the Indian Air Force is concerned, all branches, including Fighter Pilots, are now open for women officers. In Navy, all non-sea going branches/cadre/specialization have been opened for induction of women officers through Short Service Commission (SSC). Women officer will be granted PC in the Indian Army in all the ten branches where women are inducted for Short Service Commission.

International Cooperation

(2) A delegation led by Deputy Permanent Secretary for Defence, Thailand visited India on 7th March, 2019 to attend the 7th meeting of India-Thailand Defence Dialogue, co-chaired by Additional Secretary (SC).

(3) A delegation led by Defence Secretary visited United Kingdom to attend the 20th India-UK Defence Consultative Group (DCG) meeting from 7th to 9th March, 2019.

(4) A delegation led by loint Secretary (Planning and International Cooperation) visited Argentina and Chile from 11 th to 15th March, 2019 to discuss defence cooperation issues.

(5) A delegation led by Additional Secretary (SC) visited Australia to attend the 6th meeting oflndia-Austra lia Defence Policy Talks (DPT) from 13th to 15th March, 2019.

(6) A delegation led by Defence Secretary visited Uzbekistan from 25th to 29th March, 2019 and discussed issues related to bilateral defence cooperation.

Acquisition

(7) A contract for procurement of 70 mm Rocket and associated equipment for Advanced Light Helicopter (WSI) in respect of IAF and IA has been signed with M/s Thales, Belgium S.A on 28th March, 2019 at negotiated contract price of Euro 148,500,000 @ 1 Euro = Rs. 70.35 as on 22nd July, 2015.

(8) A contract has been concluded for procurement of 23x3D CID Band Air Surveillance Radar (3D ASRs) amounting to Rs. 1183.53 crore.

(9) A contract for Card Mfg & Personalization & Chip PS Development (RFP-1) for Navy-wide Implementation of RFID based SMART ACCESS Card Project has been signed with Mis BEL Bengaluru on 14th March, 2019 at a total cost of Rs 52.02 crore.

(10) A contract "for Navy-wide Implementation of RFID based SMART ACCESS Card" Project on turnkey basis (RFP-II) was signed with Mis Tech Mahindra Ltd. on 14th March, 2019 at a total cost ofRs. 254.59 crore.

Janaushadhi Diwas

(11) Minister of State for Defence on the occasion of Janaushadhi Diwas inaugurated a Janaushadhi Kendra at Base Hospital in ew Delhi on 7th March, 2019. It will be a pilot Kendra, which is in line with Pradhan Mantri Bharatiya Janaushadhi Pariyojana (PMBJP). Ministry of Defence last year had mandated Janaushadhi Kendras to be empanelled with ECHS as Authorised Local Chemist (ALC) which will benefit the provisioning of medicine at much cheaper rate vis-a-vis market.

Gallantry Awards

(12) President and Supreme Commander of the Indian Armed Forces conferred 05 Kirti Chakras and 30 Shaurya Chakras to Anned Forces Personnel for displaying conspicuous gallantry, indomitable courage and extreme devotion to duty at a solemn ceremony at the Rashtrapati Bhawan on 14th and 19th March, 2019. 04 Kirti Chakras and 03 Shaurya Chakra were given posthumously. The President also conferred 28 Param Vishisht Seva Medals, 03 Uttam Yudh Seva Medals and 51 Ati Vishisht Seva Medals to senior officers of the Armed Forces for distinguished service of an exceptional order.

Miscellaneous

(13) Interceptor Boat (IB) C-444 & C-446 built by Mis L&T were inducted on 18th March, 2019.
(14) On 22nd March, 2019, Indian Coast Guard Ship (ICGS) Rajveer apprehended one Indonesian fishing boat with 03 crew in position 05 nautical mile south Katchall Island. ICGS Rajveer along with apprehended Indonesian fishing boat entered Port Blair on 25th March, 2019 for further formalities.

" I am directed to refer to MoD Order No. 21704/Q/ST-56/5100/D(QS) dated 12th October, 2015 and to convey the sanction of the President of India for continuation of Rs. 103.30 per man per month for Condiment Allowance till 30.06.2017. Consequent to the decision taken by Government on recommendations of the 7th CPC's after abolition of Condiment Allowance, Condiment Expenditure entitled to Defence Service personnel would be Rs. 89.78 per man per month with effect from 01.07.2017"

The held strength of women officers vis a viz male officers in the Armed Forces is as given below:

In consonance with the policy in vogue, women officers are not inducted in Arms of Indian Army which are involved in direct combat role. The first batch of three women fighter pilots has been commissioned into the IAF in 2016.

Women officers in the Indian Navy are employed in combat, combat support and support roles. In their capacity as Pilots and Observers onboard Maritime Reconnaissance aircraft, women are being employed in a combat role.

In Navy, the policy for setting up of Permanent Commission for women officers in Law & Education and Naval Constructors branch has been finalized. In case of Indian Air Force, Government had issued prospective policies for grant of permanent commission to women officers in certain branches, whereas in Indian Army, the policy for grant of permanent commission to women officers is yet to be finalized.

There are four modes of entry for becoming a pilot in the Indian Air Force (IAF) [NDA, CDSE, AFCAT and NCC special entry]. A written test is conducted for NDA/CDSE (by UPSC) and AFCAT (by IAF) entries followed by SSB testing. NCC special entry candidates with valid 'C' certificate (Air Wing) are directly called for SSB testing. The recommended candidates undergo medical tests. The final merit list is prepared based on the candidate's performance and medical fitness. On successful completion of flying training at Flying Training Establishments (FTEs) of the IAF, the cadet is commissioned as a pilot in the IAF.
Pilots are inducted in the Indian Navy as Permanent Commission (PC) or Short Service Commission(SSC).

• Permanent Commission (PC) : Volunteers from serving Executive branch officers (upto 25 years of age) are selected for pilot training biannually.
• Short Service Commission (SSC) : Short Service Commissioned officers are inducted biannually through Direct Entry Scheme.

All pilots in Army Aviation are commissioned officers. Options to join Army Aviation are as under:-

• Volunteers who opt for Army Aviation during pre-commissioning training at IMA and OTA.
• Volunteer Officers from any Arm of Indian Army on completion of one and half years of service.

Volunteer Officers are required to undergo the following tests:-

• Pilot Aptitude and Battery Test (PABT)
• Aviation medical examination

Officers clearing the PABT and medical examination undergo the Basic and Advance flying training, on completion of which they become pilots in the Indian Army.
As on 1st February, 2018, sanctioned strength and strength of pilots in Indian Air Force (IAF) is as follows:

A study on Restructuring of Army Pilot Cadre was conducted and salient decisions that have been implemented are:

• There has been an increase in Direct Commissioned Officers (DCO) both from IMA and OTA.
• For the DCO, the lower service limit of two years of attachment period with fallback arm after commissioning has also been reduced to one and half years.

IAF ensures that the aircrew are fully utilized in a cockpit vacancy for the maximum duration which is well beyond the period required for amortization of the cost of training. It is also ensured that only limited numbers are given release such that the combat potential of IAF is not compromised at any stage

• Setting up of an Air Force Selection Board (AFSB) at Gandhinagar in 2013.
• The selection process into the IAF has been simplified with the introduction of the Air Force Common Admission Test (AFCAT) for non-UPSC entries. Under this format, a candidate may apply for selection in any branch for which they meet the QRs, through a single application in a selection cycle.
• Proactive steps have been taken by the IAF to reduce the shortage of pilots, which include participation in career fairs/exhibitions, advertisements in print and electronic media, motivational lectures in schools, colleges, visuals/signage at strategic locations etc.

Sir,
1. I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry ‘s letter No.F.24(10)/80/D (JCM), dated 2nd November,1983 as amended from time to time, and to convey the sanction of President to the payment of 40 days (Forty Days) wages in cash as PLB for the year 2016-2017 to the eligible civilian employees of the Indian Air Force.

2. The entitlement has been worked out on the basis of the working results for the year 2016-2017 in accordance with the agreed formula.

3. The PLB will be paid to all eligible Gp.'B' (Non-Gazetted), Gp.'C' and Gp.'D' civilian employees of Indian Air Force who are covered under PLB Scheme for the accounting year 2016-2017. The calculation ceiling of Rs.7000/-(7000*40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Productivity Linked Bonus to the casual laborer will be paid at the assumed wages of Rs.1200/-p.m.(1200*40/30.4) for the accounting year 2016-2017, However, in cases where the actual wages fall below Rs.1200/-p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.

5. The Expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2017-2018.

6. This issues with the concurrence of the Ministry of Finance (Deptt. Of Expenditure) vide their I.D. No. 300349244/E.III(A)/2017 dated 08.09.2017 and MoD (Finance/AG/PB) vide their I.D. No. - 152/AG/PB/2017 dated 11.09.2017

Indian Air Force Continues Relief and Rescue Operations in rain ravaged areas of Tamil Nadu and Andhra Pradesh

In continuation of rescue & relief operations by the Indian Air Force in flood affected areas of Tamil Nadu and on completion of airlift of 04 National Disaster Relief Force (NDRF) teams from Delhi and 10 NDRF teams from Bhubaneswar to Arakkonam, 04 Indian Army Columns are being airlifted by the transport aircraft of the Indian Air Force today. One C-130J from Tambaram to Delhi and Two C-17s from Arakkonam are expected to get back stranded passengers to Begumpet/Delhi, today.

The helicopter operations are on full swing wherein 04 Medium Lift Helicopter, One Advance Light Helicopter (ALH) and 05 Chetak/Cheetah are involved actively in rescue & relief operations.
One helicopter is positioned in Tirupati to aid the Andhra Pradesh Government.

Indian Air Force (IAF) Undertakes Relief Operations in Flood Hit Tamil Nadu and Andhra Pradesh

The Indian Air Force helicopters immediately responded to the task of carrying out rescue and relief operations after incessant rains that affected Tamil Nadu and Andhra Pradesh. Surplus water from lakes and nearby tanks entered residential areas effecting from than 5000 families.

After evacuation of people , today relief material containing food and water was Air dropped.

The details of load Air dropped by IAF helicopters are as follows
