Subject: 3-days Orientation Programme to be held from 18th-20th March 2019 for Directors and Deputy Secretaries joining the Central Secretariat under the Central Staffing Scheme at the Institute of Secretariat Training and Management (ISTM), New Delhi - regarding

The undersigned is directed to say that 3-days Orientation Programme for Directors and Deputy Secretaries joining the Central Secretariat under the Central Staffing Scheme is scheduled to be conducted at the institute of Secretariat Training and Management (ISTM), New Delhi during 8th - 20th March, 2019.
  1. The programme is designed for officers of the rank of Director and Deputy Secretary joining the Ministries/Departments for the first time under the Central Staffing Scheme. List of such officers, who have joined various Ministries / Departments is attached. The course would cover Machinery of Government, Office Procedure, Noting and Drafting, Parliamentary Procedure, Budget Procedure, Purchases Procedure and Right to Information.
  2. There is no course fee payable and the period of the training will be treated as 'on duty'. Respective Ministries/Departments are requested to nominate the officers as per the list attached and to relieve them to join the programme at ISTM, Old JNU Campus, New Delhi -110067 at 9.00 A.M. on 18t1 March, 2019. The Ministries/Departments are also requested to relieve the officers whose names are not mentioned in the list but are eligible as per para no. 2 of this O.M. The Institute is also being requested to send relevant information outlining the objects, course contents of the programme directly to the officers.
  3. Participants are requested to fill in the online nomination form available in the link: https://www.istm.gov.in/home/online nomination form by 8th March 2019. Workshop for the liaison officers of CPSES regarding “Implementation of Reservation Policy in CPSES” begins

Shri Madhukar Gupta, Additional Secretary in the Department of Public Enterprises, M/o Heavy Industry & Public Enterprises has advised the Officers of Central Public Sector Enterprises to follow the Guidelines devised by the Deptt. of Personnel, Public Grievances and Pensions and Training (DoPT) in letter and practice. Shri Gupta was inaugurating a 2 day workshop for the liaison officers of CPSEs regarding “Implementation of Reservation Policy in CPSEs” here in New Delhi today.

This workshop will enable the participants to:
1. List out relaxations and concessions available to reserved category employees
2. Describe procedure for operations and maintenance of Roster for small cadre
3. Describe procedure for operation and maintenance of Roster for large cadre
4. List issues involved in Reservation in promotion, and direct recruitments (DR).
It may be noted that National Commission for Schedule Castes (NCSC) has informed DPE that NCSC has taken review meetings with several Central Public Sector Enterprises (CPSEs) and anomalies in respect of implementation of DoPT orders in respect of issues pertaining to Reservation in CPSEs like Reservation Rosters, non-filling of Backlog vacancies meant for SCs and OBCs, appointment of liaison officers etc. as noticed by commission brought to the notice of the concerned CPSE. However it is informed by NCST that most of the CPSEs did not comply with Commission’s recommendations.

Accordingly, the NCSC had requested Department of Public Enterprises (DPE) to issue suitable instructions to Central Public Sector Enterprise (CPSE) for early implementation of the Commission’s recommendation.
In view of concern raised by NCSC in regard to implementation of reservation policy in CPSEs, it was decided to organize a training programme on the subject matter of “Implementation of Reservation Policy in CPSEs” through Institute of Secretariat Training & Management (ISTM), an autonomous body under DoPT.
Nearly 56 officials from 28 CPSEs out of around 80 nominations are participating in the workshop.

FOREWORD

In pursuance of the recommendations of the Committee of Experts which was set up to review the procedure of Disciplinary/Vigilance Inquiries, the Department of Personnel and Training (DOPT) had directed the Institute of Secretariat Training and Management to bring out an updated Handbook for Inquiry Officers and Disciplinary Authorities. Shri Sethu Ramalingam an Ex-Faculty of ISTM in vigilance matters who was entrusted with this work submitted the draft of the handbook well in time. Though every care has been taken to ensure the accuracy and correctness of the contents in the handbook, yet, in case the readers come across any errors or omissions, they may kindly bring the same to the notice of this Institute. Any comments or suggestions for the improvement of this handbook will be gratefully appreciated.


2. I am very happy to place this handbook in the hands of various users and readers. This Institute is thankful to the consultant and concerned divisions of DOPT for guiding the process of preparation of the handbook.

OFFICE MEMORANDUM

Subject : Successful completion of mandatory CSS Training Programmes - Clarification regarding.

Mandatory training for CSS officers under CSS-CTP is in place vide O.M. No.4/11/2005-CSI dated 15th December, 2006, O.M. No.1/1/2009-CSI(Trg.) dated 24th February, 2010 and OM No.8/11/201000CSI(Trg.) dated 5th April, 2010 in accordance to the eligibility criteria for purposes of promotion etc., as prescribed under the CSS Rules, 2009 and relevant Regulations / Notifications.

2. The issue of failure to complete the mandatory training under CSS-CTP has been examined in this Department. It has been decided with the approval of the competent authority that the participant who fail to qualify the written/theory component of the mandatory training, shall be given a maximum of two more opportunities by the ISTM for clearing the exam. However, there will be no further opportunity for clearing the 'general assessment' or 'field component' of the tests/assignments viz., study-tour and no further facility for classroom inputs etc., would be provided. Moreover, these additional two opportunities for clearing the written component of the training programme would require such officers to take the appropriate leave from their controlling Ministries/Departments for appearing in the subsequent supplementary exams.

3. All the Ministries/Departments may bring the above stipulations under CSS-CTP to the notice of all the officers of the Central Secretariat Service in their respective Ministries/Departments.

CIRCULAR
Subject: Development of E-modules as training tool for CSS officers - invitation of applications reg.

Department of Personnel & Training is the cadre controlling authority for Central Secretariat Service Officers. Officers of CSS are nominated for training at the Institute of Secretariat Training and Management (ISTM) for various mandatory trainings under the cadre training plan. In addition to mandatory training, CSS Officers are also nominated by Ministries/Departments to other training programmes conducted by ISTM on specific topics.

2. As on date, no training module is available on line. It has been decided to develop e-training modules on subjects common to all Ministries / Departments with a view to enrich the existing training programmes conducted by ISTM. E-training modules will also help officers to access training material easily to acquire knowledge on such common subjects and prepare them in handling these subject matters. Further, these e-modules can also work as a primer to officers prior to attending class room sessions to make them understand the subject well and make the class room training more effective. It has, therefore been decided to invite applications from willing officers both serving and retired to prepare training material which will be converted into e-training modules.

3. The details of the proposal are given as under :

I. Purpose of the e-modules
(i) To give an overview of the subject matter.
(ii) Act as a primer or introductory course.
(iii) Gives the Govt. servant the basic knowledge of the subject matter and makes him capable of handling issues related tothe subject.
(iv) Makes him understand where to look for in case he requires in-depth knowledge of the matter.

II. What should it cover?
(i) Related constitutional/legal provisions
(ii) All major and important aspects
(iii) Important instructions on the subject
(iv) Important landmark cases decided by the apex court
(v) Illustrations and hands on tutorials to test understanding of the subject.


III. How should it be framed?
(i) In lucid and succinct language
(ii) At the end of each chapter questions to test the understanding of the subject
(iii) FAQs
(iv) Reference to important circulars issued by DoPT or other relevant Department
(v) At the end of the course, a detailed test covering the entire course.

IV. Size of the material  - The participant should be able to complete the module in seven days by devoting one hour daily.

V. Duration for developing the module - One month

VI. Fee and Consultation Fee - Rs.30,000/- per module will be paid to the officers (both serving/ retired) engaged for developing the module. The fee is payable only after acceptance of the module by DoPT.

VII. Subjects on which training modules are to be prepared
(i) Reservation in Service
(ii) Administrative Vigilance
(iii) Noting & Drafting
(iv) Pension & Other Retirement Benefits
(v) Purchase Management in Govt.
(vi) Records Management
(vii) Parliamentary Procedure
(viii) Conduct Rules
(ix) Handling of court cases - basic procedure, preparation of counter affidavit, WP. SLP, affidavit etc.
(x) Departmental Promotion Committees/ Promotion.

4. Applications are, therefore, invited from retired / serving Central Govt. officers not below the rank of Under Secretary to the Govt. of India and who have sufficient experience of handling the subject matter to design training material which will eventually be converted into e-training modules. Experience of developing training modules will be given due weightage in selecting the candidates in case of serving officers the application should be routed through proper channel.

5. The application is required to be submitted in the enclosed format latest by 15th June 2013.
