Subject: - Observance of "Joy of Giving Week" between 2nd and 8th of October, 2016-Appeal to officers and staff members.

I am directed to say that it has been decided that the Income Tax Department will observe the week between 2nd October and 8th October, 2016 as “Joy of Giving Week”, to commemorate Gandhi Jayanti.
In this regard kindly find attached an “Appeal” issued by CBDT to all officers and staff members of Income Tax Department for giving wide circulation in your Region.
This issues with the approval of Chairperson (CBDT).

It has been decided that the Income Tax Department will observe the week between 2nd October and 8th October, 2016 as “Joy of Giving Week”, to commemorate Gandhi Jayanti.

During this week, the officers and staff members of the Department are encouraged to donate clothes, toys, books and other useful items to people in need or to credible/ deserving charitable organizations. They may also do voluntary work with any charitable organization engaged in promotion of local causes. During this period, all the office buildings of the Department may put banners at visible locations displaying the following message:
Joy of Giving Week,
2nd to 8th October, 2016

Goa government has dropped Gandhi Jayanti from the list of public holidays

Panaji: In a decision that could spark nationwide outrage, the Goa government has dropped Gandhi Jayanti on October 2 from the list of public holidays.

Gandhi Jayanti, the birth anniversary of the Father of the Nation, has not been marked as a holiday in the current year’s calender, released yesterday.

The decision has triggered strong reactions from a section of legislators in the state.

Interestingly, Gandhi Jayanti disappeared from the list of commercial and industrial holidays released on a day when the Mahatma’s statue was unveiled in London.

Gandhi Jayanti has been celebrated all over the country for decades, with the entire nation gratefully recalling the services of the Mahatma, who led the struggle against the British rule through non-violent means.

Though the government is yet to formally clarify the rationale behind the decision, a senior official from the General Administration Department said it had the approval of government.

Goa Chief Minister Laxmikant Parsekar was not available for comment on the issue.

Independent opposition legislator Vijay Sardesai said it was all the more surprising that dropping of the Gandhi Jayanti came just the day after the Mahatma’s statue was unveiled at Parliament Square in London.

“It is strange that back in the country his birthday is being dropped from the list of holidays. Is this nationalism or the BJP’s sense of civility?” he said.

The list which was released yesterday has retained all other holidays.

Condemning the decision, Goa’s lone Rajya Sabha member Shantaram Naik said BJP leaders claim they hold Gandhi in high esteem and started worshipping him in recent times, but actually denigrate him on every available opportunity.

Naik alleged that in the name of ‘Swachh Bharat’, BJP perhaps wants to obliterate the name of Gandhi in whatever form it exists, adding that he would raise the issue in Rajya Sabha tomorrow.

When Manohar Parrikar was Chief Minister of Goa, the government had sought to scrap a few public holidays, including Gandhi Jayanti, Good Friday and Old Goa Feast, but had to give up the move due to public outcry.

Department of Revenue, CBDT,CBEC and all their Attached and Subordinate Offices to Actively Participate in ‘Swacch Bharat’ Programme; Chalk-Out a Detailed Action Plan to make it a Great Success; ’Swachhta Shpath ‘ to be Administered to all the Officers and Staff on 2nd October, 2014.

Department of Revenue, Ministry of Finance, Central Board of Direct Taxes (CBDT) and Central Board of Excise and Customs (CBEC) along with their respective attached and subordinate offices have chalked-out a detailed action plan to make the Prime Minister’s ‘ Swachh Bharat’ programme a mass movement. Various steps have already been taken in this regard including creation of awareness among the staff to take pride in their premises and keep it neat and clean.

Revenue Secretary said that Department of Revenue is determined to make Swachh Bharat campaign a success in letter and spirit. A pledge ’Swachhta Shpath ‘ would be administered to all the officers and staff on 2nd October, 2014.This pledge would be preceded on the previous day by all the personnel cleaning-up their desks and office space as well as help in cleaning the premises outside their rooms. These efforts for cleanliness would be continued vigorously and monitored regularly by the senior officers.

The detailed action plan of the Department would be announced after the pledge on 2nd October, 2014 which would include among others awareness creation strategies like essay competition, cartoon, debate and skit competition etc. Topics like ‘ My contribution to cleanliness of my office’ and ‘Innovative Steps to keep my office neat and clean’ etc. will be included which will encourage good habits in the staff to involve them actively in this mass campaign. The action plan would also include time bound Division/section wise plans for completing the task of weeding-out of old and obsolete files and records among others.
