Clarification on Children Education Allowance as FAQ issued by Railway Board on 1.6.2015

A table of ‘Frequently Asked Questions’ issued by Railway Board about Children Education Allowance. The order repeatedly indicates the same line of sentence for the question of ‘Third Child’ as ‘Reimbursement is permissible only the two eldest surviving children..’

Sub: Children Education Allowance – Frequently asked questions.
Please refer to Railway Board’s letter of even number dated 01.10.2008 followed by subsequent letters regarding revised policy instructions / clarifications on Children Education Allowance admissible to Railway Servants, based on the recommendations of Sixth Central Pay Commission.
2. Now, DOP&T has inter-alia issued clarification on reimbursement of Children Education Allowance in the form of frequently asked questions (FAQ) in terms of their Office Memorandum No.I-11020/1/2014-Estt.(AL). The text of OM is tabulated below for guidance of all concerned.

Finance Minister Shri Arun Jaitley said in the Parliament regarding the details of Children Education Allowance as follows…

CHILDREN EDUCATION ALLOWANCE

It has been informed by the Department of Personnel and Training that the annual ceiling limit for reimbursement of Children Education Allowance (CEA) is 18,000/- per child. The Hostel Subsidy shall be 4,500/- per month per child.

The annual ceiling for reimbursement of CEA for disabled children of Government employees is 36,000/- per annum per child and the rates of Hostel Subsidy for disabled children of Government employees is 9,000/- per child per month.

These revisions are applicable with effect from 1st January, 2014. The reimbursement is admissible for the children studying in institutions affiliated to any Board or recognised institution, whether in receipt of Government aid or not, recognised by the Central or State Government or Union Territory Administration or by University or a recognised educational authority having jurisdiction over the area where the institution is situated.

Subject: Implementation of VI CPC recommendations - Clarification on Children Education Allowance.

Reference Air HQ letter No. Air HQ/23996/1/PP&R-I dated 28 February, 2012 seeking clarification whether children born after failure of sterilization operation resulting in multiple births will be entitled for Children Education Allowance.

2. The matter has been examined in the Ministry in consultation with DOP&T. It is stated that re-imbursement of Children Education Allowance/Hostel Subsidy in respect of child/children born at the time first birth resulting in twins or multiple births after failure of sterilization operation is permissible.
