OFFICE MEMORANDUM

Subject:- Submission of Immovable Property Return (IPR) for the year 2019 (as on 31.12.2019) by the Officers of Central Secretariat Services (CSS) reg.

In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSS Officers in the grade of Under Secretary and above, latest by 31 .01.2020. IPR should be submitted by all the CSS Officers through Web Based Cadre Management System which is hosted at cscms.nic.in. A copy of the print out (IPR submitted online) duly signed, should also be submitted to CS.I (PR/CMS) Section, which is the custodian of Immovable Property Return (IPR) of these Officers. Assistant Section Officers and Section Officers of CSS will also submit the print out (IPR) duly signed, to their respective Admin/ Vigilance Division.

Ministries/ Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSS Officers/Officials working under their respective control. They should also ensure that the IPR for the year 2019 (as on 31.12.2019) is submitted within the stipulated time by all the CSS Officers. The officers are also informed that non-submission of IPR within the stipulated date, would invite the denial of vigilance clearance for empanelment, deputation and applying to sensitive posts and assignment to training programme (except mandatory training) as the IPR status needs to be checked for the said purpose(s).

It is, therefore, requested that all the CSS Officers may be directed to file their Immovable Property Return (IPR) for the year 2019 (as on 31.12.2019) well in time, latest by 31.01.2020, through Web Based Cadre Management System only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. It is also stated that the date of filing of IPR will start from 01st January, 2020 and the "Immovable Property Returns" window shall be opened/provided at cscms.nic.in. automatically from that date only.

In terms of Rule 18 of the CCS (Conduct) Rules, 1964, the Immovable Property Return (IPR) for the year 2016 (as on 31.12.2016) is required to be furnished by the CSS Officers latest by 31.01.2017. Non-submission of the IPR within the stipulated time period/date leads to the denial of vigilance clearance to the CSS officers for empanelment, deputation, cadre clearance etc.

2. It is observed that some Officers either do not file their on-line IPR in time or file the same after the stipulated time period/date, when they apply for deputation etc., This leads to administrative difficulties while processing their case(s), as filing of IPR within the stipulated time/period is mandatory.

3. It is, therefore, requested that the CSS officers may be directed to file their Immovable Property Return (IPR) for the year 2016 (as on 31.12.2016) in time by 31.01.2017 through the Web Based Cadre Management System only. IPRs received beyond the stipulated date or vide off-line mode shall not be regarded as conforming to the extant guidelines.

Demand to removal of stagnation in services and timely promotions – Central Secretariat Services Forum

Central Secretariat employees demand timely promotions

Central Secretariat employees have demanded removal of stagnation in Services and facilitation of timely promotions. A deputation of “Central Secretariat Services Forum” led by its Convenor, Shri D.N.Sahoo called on Dr Jitendra Singh, Minister of State Personnel, here today and thanked him for his positive and cooperative response to all their grievances in the past one year and expressed the hope that he would also find a way out to overcome the anomaly in Services which has been adversely affecting them for the last several years. They also handed over a memorandum to him.

Dr Jitendra Singh assured that the problems and grievances faced by the employees will certainly be resolved and observed that the Department of Personnel & Training (DoPT) had, on his instructions, sent a favourable proposal in support of their demands but there were certain technical queries from the Finance Ministry which are also in the process of being replied.

Dr Jitendra Singh said the Modi Government took over with a pledge for ‘maximum Governance, minimum Government’ and adopted several radical measures to simplify governance and provide a comfortable and work-friendly environment for its officials. It is in the same spirit that the officials of different Secretariat Services are also intended to be made comfortable and achieve a sense of esteem through timely promotion and befitting status in their service career, he added.

The members of the deputation submitted to Dr Jitendra Singh that as per the Central Secretariat Service Rules, promotion from Under Secretary to Deputy Secretary, for example, requires only five years of approved service in a total of about 30 years of service period but the irony is that several of the employees who have already put in 20-22 years of service are still awaiting promotion and many of them attain superannuation as Under Secretaries or even Section Officers. They said that since there is no financial implication involved and Dr Jitendra Singh has the reputation of being sympathetic to the cause of employees, it is hoped that their grievances will be addressed in the justify earnest.

Among the members of the deputation were S/Shri Pradeep Kumar Singh, R.P.Gupta, V.Sreekumar, Mrityunjay Jha, Ashok Kumar, Manoj Kumar Singh, Brajesh Sikka, Kumar Manoj Kashyap, R.P.Sati, Ujjwal Kumar and P.K.Sharma.

Subject: Cadre Restructuring of Central Secretariat Services (CSS)-regd.

The Government had set up a Committee on Cadre Restructuring of Central Secretariat Service (CSS) in June, 2008. The Committee submitted its report in November, 2008. The Report of the Committee has been considered by the Government and, inter alia,following decisions have been taken:

(i) CSS officers who are empanelled as Joint Secretaries, will be given in-situ promotion as Joint Secretaries in SAG grade at their current place of posting, till they are placed under Central Staffing Scheme, with such in-situ promotions restricted to 40 in number.

(ii) Fixing the combined strength of Joint Secretary (in-situ), Directors and Deputy Secretary of CSS at 600, with inter se flexibility subject to a ceiling of 40 posts for Joint Secretary (in-situ) and 220 posts at the Director level.

(iii) Net increase of 160 posts at DS/Director level in CSS will come from diversion of posts from the Central Staffing Scheme. Identification of posts so diverted to be done in such a manner that there is no concentration of posts in any Ministry;

(iv) Reduction of non-CSS posts by 160 at the DS/Director levels under the CentralStaffing Scheme in various Ministries.

(v) Upgradation of 1467 posts of UDCs to Assistant’s Grade of CSS.

(vi) The next Cadre restructuring may be undertaken after 3 years from date of implementation of the above recommendations.

2. Necessary notification relating to amendments to the CSS rules will be issued separately.
