The Staff Side’s Suggestion on MACP’s Core Issue

The First Meeting of Joint committee on MACP was held on 25-5-2010 . Altogether 8 issues related MACP anomalies were discussed in the meeting.

The MACPS (Modified Assured Career Progression Scheme) order was issued on 19-5-2008. Since then all the Central Government Employees Federations, confederations are demanding that Grade Pay of the next Promotional Post to be granted under the new MACP Scheme instead of granting next higher Grade Pay in the revised Grade Pay Hierarchy.

Now it has been informed through the circular published by confederation that the above said core issue of MACP was taken for discussion in the meeting. Staff side pressed for placement in the Grade Pay of the Promotional Post instead of next higher Grade Pay in the hierarchy of revised Pay Band and Grade Pay. It was insisted because the career progression only means the promotion in the hierarchy and not to a Grade Pay which is not present in the hierarchy of the respective department.

But after that, it is believed that the Staff Side also gave an alternative that first two MACPs after 10 and 20 years should be to the next promotional post as per the hierarchy of respective department as under the erstwhile ACP scheme and thereafter the third MACP in the next Grade Pay of the Revised Pay Band and Grade Pay.

Why should the Staff Side compromising their position of demanding promotional Grade Pay under MACP,by suggesting that first two MACP should be in promotional hierarchy and third MACP can be in Grade Pay hierarchy?

I am joined Ministry of Textiles, as LDC on 04.11.1996. My organisation has grant me 1st MACP w.e.f. 01.09.2008 after completion of 11 years and 10 months i.e. date of implementation of MACP grade pay raised from Rs. 199/- to Rs. 2000/- (only Rs. 100/- benefits after completion of 11 years and 10 months). 1st ACP due on 03.11.2008. I have FINANCIAL loss/arrears 1 year and 10 months, two months of short of service as on date 31.08.2008 for implement old ACP scheme. I submitted representation to department on 16.09.2013 for grant of 1st MACP with grade pay Rs. 2400/- otherwise short of service for two months may be considered and grant of Rs. 2400/- under ACP. I forwarded all the above court orders for supporting of my case. The department referred my case of DOPT Estt-D division, reply is awaited. Hence all the friend hereby requested to give your valuable comments in this regard please.

My suggestion is that every retiring person should be given an extra increment and next higher designation as honorary in case he has worked for an years in the grade and post and could not achieve the designation, like all peons retiring may be retired as clerk all clerks may be retired as sr. clerk, Sr clerk as Office superintendent , and Office superintendent as personnel officers, similarly all gang man may JE retired as Junior Engineer , Junior engineers as SSE and SSE s as ADEN, and ADEN as DEN and so on, similarly The accounts staff : all Peons as accounts clerks , all accounts clerks as section officers , and section officers as ADFM and so on. The basic idea behind this is to honour the employee where he may be able to present himself publicly in better form than the image he has been carrying and could not overcome due to examination hurdle placed before him during service period. Earlier weight age of 5 years notional weight age was given to staff voluntarily retiring. I think it is good idea . PC should consider on defence pattern considering honourary commission
