All Officers / Staff should wear Safety Mask at all times while in Office for the spread of COVID-19

To prevent the spread of COVID-19, it was determined that all Officers / Staff would always wear Protective Mask / cover their nose and mouth with cloth for their own protection at all times while in office and outside.

In order to contain the spread of COVID-19, it has been decided that all Officers / Staff should invariably wear Safety Mask / cover their nose and mouth with cloth at all times while in Office and outside also for their own safety. It may be noted that masks is to be worn at all times including during meetings and while entering in any Officers Chamber / Branch too.

2. Further, in order to ensure clean and hygienic environment, spitting of tobacco, pan, gutka etc., inside Rail Bhawan premises (including Toilets) is strictly prohibited.

ORDER

Kind attention is invited to the Order No. 40-3/2020-DM-I (A) dated 15th April, 2020 whereby the Ministry of Home Affairs have issued consolidated revised guidelines on the measures to be taken by the Ministries / Departments of Government of India, State/UT Governments and State / UT Authorities for containment of COVID-19 in the country.

2. Vide para 3 read of the said order, the Ministry of Home Affairs have, inter-alia, allowed select additional permitted activities as enumerated in para 5 to 20 of the said order. As per para 18 (ii), all Ministries / Departments under Government of India to function with effect from 20th April, 2020. The para 18 is reproduced below -

18. Offices of the Government of India, its Autonomous / Subordinate offices will remain open, as mentioned below:
  • Defence, Central Armed Police Forces, Health and Family Welfare, Disaster management and Early Warning Agencies (IMD, INCOIS, SASE and National Centre of Seismology, CWC), National Infomatics Centre (NIC), Food Corporation of India (FCI), NCC, Nehru Yuva Kendras (NYKs) and Customs to function without any restriction.
  • Other Ministries and Departments, and offices under their control, are to function with 100% attendance of Deputy Secretary and levels above that. Remaining officers and staff to attend upto 33% as per requirement.
4. The undersigned has been directed to convey that the above guidelines of the Ministry of Home Affairs, Government of India be scrupulously followed.

All passenger trains canceled under COVID 19 lockdown until 3 May 2020

With respect to COVID 19 lockout, all passenger train services were suspended before 3 May 2020.

  • All ticket counters for bookings including UTS & PRS , will remain suspended till further orders
  • No advance reservation of train tickets, including E tickets, till further advice, however, facility of online cancellation will remain functional
  • Full refund for reservation made for the trains cancelled.
  • Full refund will also be there for those cancelling the advance bookings of tickets for trains not yet cancelled
In continuation of the measures taken in the wake of COVID-19 Lockdown, it has been decided that all passenger train services on Indian Railways including Premium trains, Mail / Express trains, Passenger trains, Suburban Trains, Kolkata Metro Rail, Konkan Railway etc shall continue to remain cancelled till 3rd May 2020.

To ensure the essential supplies in various parts of the country, movement of goods and Parcel trains will continue.

No booking of any type of tickets, including E tickets shall be done till further advice. However, facility of online cancellation will remain functional for ticket bookings.

All counters for ticket booking for UTS & PRS will remain closed till further orders.

Full refund will be given for tickets for the bookings made for the trains cancelled.

Full refund will also be there for those cancelling the advance bookings of tickets for trains not yet cancelled.

As far as trains cancelled upto 3rd May 2020 is concerned, the refunds would be automatically remitted by the Railways online to the customers while those who have booked across the counters, refund can be taken upto 31st July, 2020.

Subject: Stoppage of Auto-debit for APY contributions till 30th June, 2020.
  1. The outbreak of COVID-19 pandemic has impacted adversely to all the sections of the society, however, it is known fact that the disadvantaged and poor are most vulnerable to the economic effects of the said disease.
  2. The majority APY subscribers belong to the lower strata of the society, which as indicated above are expected to suffer the most during the lock-down and post lock-down for some period. In such scenario, it may be difficult for them to keep contributing to the scheme regularly during such period.
  3. Therefore, it has been decided by the competent authority to stop auto-debiting savings account of the subscribers for APY contribution till 30th June 2020. Also no penal interest will be charged to the APY subscribers if they regularize their APY accounts by depositing such non-deducted APY contributions along with regular APY contributions between 1st July, 20th and 30th Sept, 20.
  4. The modalities of payment of’ this non-deducted APY contributions along with regular contributions shall be communicated in due course.
  5. Keeping in view the above, all APY-SPs are advised to stop auto-debiting the savings account of the subscribers for APY contribution amount with immediate effect till 30th June 20.

All field units are requested to immediately release payment today itself and confirm that payments have been made. All SDGs / ADGs are requested to send the compliance report of the same with the Nos. of benefited workers. I am directed to refer to this Ministry’s letter No. 3/1/2009/D (Civ-II) dated 12.11.2009 extending the revised UGC pay scales to the Teachers / Civilian Academic Officers of NOA, Khadakwasla and ACC Wing, IMA, Dehradun and to state that in view of the revision of pay of Teachers and equivalent cadres in the Universities and colleges as notified by Ministry of Human Resourse Development (MHRD) vide their letter No. 1-712015-U.11(1) dated 02.11.2017 read with MHRD Corrigendum No. 1-7/2015-U.11(1) dated 08.11.2017, MHRD letter No. 1-4/2017-U.II dated 28.01.2019 & Corrigendum No. 1-4/2017-U.II dated 01.02.2019 and UGC Regulations notified vide Notification No. F.1-2/2017 (EC/PS) dated 18.07.2018, the President is pleased to further revise the pay scales cf Civilian Academic Officers of NOA, Khadakwasla and ACC Wing, IMA, Dehradun. The revised pay scales and other provisions shall be as per the following paragraphs.

2. Designation :

There shall be only three designations in respect of teachers/ Civilian Academic Officers namely, Assistant Professors, Associate Professors and Professors.

3. Revised Pay :

(i) Pay Fixation Method:

The revised pay structure for different categories of teachers/Civilian Academic Officers is based on the following :

(a) The formula followed by the 7th CPC is followed in the academic pay structure, moving from the concept of Pay Band and Academic Grade Pay to that of Academic Levels and Cells.

(b) The first academic level (corresponding to AGP of Rs. 6000) numbered as academic level 10. Similarly, the other academic levels arei 11, 12, 13A, 14 and 15.

(c) Each cell in an academic level is at 3% higher than the previous cell in that level.

(d) The index of Rationalisation (IOR) is 2.67 for present AGP less than Rs. 10,000 and 2.72 for the AGP of Rs. 10,000 and above.

(e) The entry pay for each level is as follows :

(f) The Pay Matrix based on the above propositions on Academic Levels, Cell and Entry Pay is at Annexure-I.

(g) For fixation of pay of an employee in the Pay Matrix as on 01st January, 2016, the existing pay (Pay in Pay Band plus Academic Grade Pay) in the pre-revised structure as on 31st December, 2015 shall be multiplied by a factor of 2.57. The figure so arrived at is to be located in tho Academic Level corresponding to employee’s Pay Band and Academic Grade Pay in the new Pay Matrix. If a Cell identical with the figure so arrived at is available in the appropriate Academic Level, that Cell shall be the revised pay; otherwise the next higher cell in that Academic Level shall be the revised pay of the employee . If the figure arrived at in the manner is less than the first cell in that Academic Level, then the par shall be fixed at the first cell of that Academic Level. If a situation arise whenever more than two stages are bunched together, one additional increment equal to 3 percent may be given for every two stage bunched, and pay fixed in the subsequent cell in the pay matrix.

4. Increment :

(i) The annual increment is given in the Pay Matrix at 3%, with each cell being higher by 3% over the previous cell in the same level, rounded off to nearest 100. The annual increments to each employee woulci move up in the same academic level, with an employee moving from the existing cell in the academic level to the immediate next cell in the same academic level.
(ii) There shall be two dates for grant of increment namely, 01st January and 1st July of every year, instead of existing date of 1st July, provided that an employee shall be entitled to only one annual increment on either one of these two dates depending on the date of appointment, promotion or grant of financial up-gradation.

5. Promotion:

When an individual gets a promotion, his new pay on promotion would be fixed in the Pay Matrix as follows:
On promotion, he would be given a notional increment in his existing Academic Level of Pay, by moving him to next higher cell at that level. The pay shown in this cell would now be located in the new Academic level corresponding to the post to which he has been promoted. If a cell identical with that pay is available in the new level, that cell shall be the new pay; otherwise the next higher cell in that level shall be the new pay of the employee. If the pay arrived at in this manner is less than the first cell in the new level, then the pay shall be fixed at the first cell of that level.

6. Career Advancement Scheme :

Stages of promotion under the GAS of incumbent and newly-appointed Assistant Professors/Associate Professors / Professors shall be as per the eligibility and GAS Promotion Criteria prescribed in para 6.4(B) of UGC Notification No. F.1-2/2017 (EC/PS) dated 18.07.2018. These Regulations shall be applicable from the date of its notification.

7. Incentives for Ph.D. / M.Phil and other higher qualifications :

Incentives for Ph.D. / M.Phil and other higher qualifications shall be applicable as prescribed in para 19.1 of UGC Notification No. F.1-2/2017 (EC/P13) dated 18.07.2018. These Regulations shall be applicable from the date of its notification.

8. Special Allowance to Principals of NDA and IMA :

(i) Principal shall be given a Special Allowance at existing rate of Rs. 2000 p.m. till further orders.
(ii) The Principals at NOA, Khadakwasla and ACC Wing, IMA Dehradun will continue to be provided with rent-free unfurnished accommodation of their entitlement.

9. Service conditions and other allowances as applicable to central Govt servants :

For all matters of service conditions and other allowances other than those mentioned in the foregoing paragraphs, namely pay scales, incentives for Research Qualifications and upward movements under Career Advance Scheme, the teachers/civilian academic officers will continue to be governed by the rule applicable to Defence Civilians in other defence establishments.

10. Date of implementation of revised pay and allowances and payment of arrears:-

(i) The revised Pay and revised rates of Dearness Allowance under this scheme shall be effective from 01.01.2016. Other allowance such as House Rent Allowance, Transport Allowance, Children Education Allowance, etc. admissible during the 5th CPC shall be revised as per MHRD letter No. 1-4/2017-U.II dated 28.01.2019 read with Corrigendum of even number dated 01.02.2019.

(ii) Payment of arrears shall be made during the financial year i.e. 2019 · 2020, after deduction of admissible income tax.

(iii) An undertaking shall be taken from every beneficiary under this scheme to the effect that any excess payment made on account c f incorrect fixation of pay in the revised Pay Level or grant of inappropriate Pay Level and Pay Cells or any other excess payment made shall be adjusted against the future payments due or otherwise to the beneficiary.

11. Recruitment Rules :

Appointment/recruitment to all posts of Civilian Academic Officers will be carried out as per the qualifications prescribed under the UGC Scheme for the respective posts. HQIDS and DG/MT, IHQMOD(Army) may review the RRs to be in line with UGC scheme.

12. Further modifications/amendments, if any to the MHRD scheme of revision of pay of teachers as per 7th CPC issued vide MHRD letter No. 1-7/2015-U.II(I) dated 02.11.2017 read with MHRD Corrigendum No. 1-7/2015-U.11(1) dated 08.11.2017, MHRD letter No. 1-4/2017-U.ll dated 28.01.2019 & Corrigendum No. 1-4/2017-U.II dated 01.02.2019 and UGC Regulations notified vide UGC Notification No. F.1-2/2017(EC/PS) dated 18.07.2018 shall be applicable automatically to the teachers/Civilian Academic Officers of NDA/IMA.

13. Anomalies, if any, in the implementation of this Scheme may be brought to the notice of the Headquarter IDS and DGMT, Integrated Head Quarters or Ministry of Defence (Army) for clarification / decision of the Central Government.

14. Any clarifications on points other than pay and allowances will be provided by the concerned Division(s) dealing with the subject(s).

15. This issues with the approval of Ministry of Finance (Deptt. of Expenditure vide their U.O No. 10(4)/E.111(8)/2019 dated 27.01.2020/eFTS 1328639 and concurrence of Defence (Finance) (AG/PA) vide their U.O. No 1(31)/2009 - AG/PA/16 dated 18.02.2020.

Promulgated by the President in the Seventy-first Year of the Republic of India.

An Ordinance further to amend the Salary, Allowances and Pension of Members of Parliament Act, 1954.

WHEREAS India, as the rest of the world, is grappling with Corona Virus (COVID-19) pandemic which has severe health and economic ramifications for the people of the country;

AND WHEREAS the Corona Virus (COVID-19) pandemic has shown the importance of expeditious relief and assistance and therefore, it is necessary to take certain emergency measures to prevent and contain the spread of said pandemic;

AND WHEREAS in order to manage and control such situation, it has become necessary to raise resources by reduction of salaries and allowances of Members of Parliament;

AND WHEREAS Parliament is not in session and the President is satisfied that circumstances exist which render it necessary for him to take immediate action;

NOW, THEREFORE, in exercise of the powers conferred by clause (1) of article 123 of the Constitution, the President is pleased to promulgate the following Ordinance :
  1. (1) This Ordinance may be called the Salary, Allowances And Pension of Members of Parliament (Amendment) Ordinance, 2020.
    (2) It shall come into force at once.
  2. In the Salary, Allowance and Pension of Members of Parliment Act, 1954, in section 3, after sub-section (1), the following sub-section shall be inserted, namely :-
“ (1A) Notwithstanding anything contained in sub-section (1), the salary payable to Members of Parliment under sub-section(1) shall be reduced by thirty percent for a period of one year commencing from the 1st April, 2020, to meet the exigencies arising out of Corona Virus (COVID-19) pandemic,”.

EPFO settles 1.37 Lakh EPF withdrawal claims to fight Covid-19 in less than 10 days

Employees Provident Fund Organisation (EPFO), an statutory body under Union Ministry of Labour & Employment has processed about 1.37 lakh claims across the country disbursing an amount of Rs. 279.65 crore under a new provision especially formulated by amending the EPF Scheme to help subscribers fight Covid-19. The remittances of the moneys has already started taking place. The system as it stands today is processing all applications which are fully KYC compliant within less than 72 hours. Members, who have applied for claims in some other category, can also file claim to fight pandemic and depending upon the KYC compliance condition of each member, every effort is being made to settle claims at the earliest.

The provision for a special withdrawal from the EPF Scheme to fight Covid-19 pandemic is part of the PMGKY scheme announced by the government and an urgent notification on the matter was made to introduce a para 68 L (3) of the EPF Scheme on 28th March 2020. Under this provision non-refundable withdrawal to the extent of the basic wages and dearness allowances for three months or up to 75% of the amount standing to member's credit in the EPF account, whichever is less, is provided. The member can apply for lesser amount also. This, being an advance, does not attract income tax deductions.

EPFO issues Directions for timely credit of monthly Pension to EPS Pensioners

Anticipating the huge surge in the demand, EPFO came out with acompletely new software which has been developed from scratch and a receipt module for on-line receipt of the claims was introduced within 24 hours and deployed on 29th March 2020. Further, the application was required to be in paperless form to curtail any physical movement in view of social distancing. It was decided to introduce a system of settling claims in auto mode directly by the system in respect of all such members whose KYC requirements was complete in all respects.

The COVID-19 pandemic has posed a serious threat and considering dire need of money in these trying times, it has been decided to process advance to fight COVID-19 pandemic on top priority.
Claims for availing advance to fight pandemic are filed online, necessitating every EPF account to be KYC complaint as pre-cursor. EPFO has relaxed date of birth correction criteria to ease KYC compliance enabling submission of claim to fight pandemic online. EPFO would accept the date of birth recorded in the Aadhaar card of a subscriber as a valid proof for rectification of the date of birth in PF records. All cases with variation in date of birth up to three years are now being accepted by EPFO.

Government approves ex-gratia compensation for more than one lakh FCI employees in case of death due to COVID-19

The Government has approved the proposal for grant of ex-gratia monetary compensation to 1,08,714 workers and officers of the Food Corporation of India (FCI) including 80,000 labour who are working 24x7 to supply food grains across the country amidst the outbreak of Coronavirus pandemic.
Presently, families of FCI employees are entitled to compensation in the event of death due to terrorist attack, bomb blast, mob attack or natural disaster, but the Regular and Contractual Labour of FCI are not covered under its provisions. Keeping this in view, the Government has decided to provide ex-gratia monetary compensation to all employees and labour of FCI who are working tirelessly despite the threat of infection due to Coronavirus COVID-19.

Under its provisions, during the six month period from March 24, 2020 to 23 September, 2020 if anybody dies due to COVID-19 infection while on duty with FCI, the Regular FCI Labour will get an ex-gratia of Rupees 15 lakh, Contractual Labour will be entitled to Rs.10 lakh, Category 1 Officers Rs.35 lakh, Category 2 - Rs.30 lakh and Category 3 & 4 workers Rs.25 lakh.

Announcing this, the Union Minister for Consumer Affairs, Food and Public Distribution, Shri Ram Vilas Paswan said the Government is committed to provide all possible security to our Corona-warriors engaged in providing essentials and services to the common man during these times of crisis.

However, for the present, it is felt that mainstreaming all forms of learning and skills will integrates not just the hands-on skilling component but also the theoretical knowledge, attitudes and mindsets, and soft skills that are required for particular occupations, through a broad-based education that is necessary for students to be able to take on and thrive in a fast-changing world. This will contribute to the economic goals of individuals and the nation in multiple ways, developing the capacities and dispositions of individuals for economic independence, including employment and entrepreneurship.
  2. To make the new generation more creative, innovative and physically fit, and to keep pace with the global developments and requirements at workplace, CBSE is introducing three new subjects namely ‘Design-thinking’, ‘Physical Activity Trainer’ and ‘Artificial Intelligence’ at Class XI from the Session 2020-2021. While Thinking is a skill that all humans possess, the 21stcentury requirement is of Critical Thinking and Problem Design Thinking is a systematic process of thinking that opens up the horizons of creativity and enables even the most conditioned thinkers to bring about new and innovative solutions to the problems at hand. Artificial Intelligence is also a simulation by machines of the unlimited thinking capacity of humans. Physical Activity is a must if the body and mind are to be kept healthy. With this view in mind, the course on Physical Activity Trainer has been prepared. It will not only help in developing the skill of a trainer, but will also become a life skill as it will imbibe the idea of keeping fit for life.
  3. Beside these new programmes, Board is already offering 17 Skill subjects at Secondary level and 37 Skill Subjects at Senior Secondary level to upgrade the skills and proficiency of the young generation and also to provide them awareness to explore various career The list of Skill subjects may be seen at Annexure-II & III. More than 8 lakhs students are presently studying skill subjects at secondary and senior secondary level in 8543 CBSE schools.
  4. At Secondary Level, a Skill subject may be offered as additional sixth subject along with the existing five compulsory subjects. As per existing CBSE policy, if any student fails in any one of the three elective subjects (i.e. Science, Mathematics and Social Science), then it will be replaced by the Skill subject (offered as a 6th subject) and result of Class X will be computed based on best five subjects. However, if a candidate desires to reappear in the failed subject, he/she may appear along with the compartment examination.
  5. Similarly, at Senior Secondary level, Board would appreciate, if your esteemed school offers at least one or more Skill Based subject out of the 40 subjects on offer as elective This can position the students to explore new avenues and acquire pre-professional skill to face the challenges of life in future.
  6. Therefore, schools are requested to consider choosing any one or more Skill courses for the students of Classes IX & XI from the enclosed list (refer Annexure II & III) and start offering the same from the academic session 2020-21 The scheme of studies for secondary and senior secondary level is enclosed at Annexure-IV & V, respectively.
  7. To keep pace with the objective of “no hard separation” mentioned in para 1 above, CBSE has decided to offer students the flexibility of making a vocational choice of a short duration module, of 12 hours for each module, at a stage in their early academic career (either at Class VI, VII or VIII). In this way they will be able to spend relevant time period pursuing this choice as per convenience of school, while benefitting from access to courses that are broader based (detailed at Annexure–I). This would give them the necessary orientation early on, so that they are able to make a choice at a later stage to pursue Skill courses at Secondary and Senior secondary level, or choose a higher vocational In essence this flexibility will keep multiple career possibilities open for each student, instead of the current situation of rigidity once the first choice is made.
  8. At Middle level (Classes VI to VIII), one Skill Module of 12 hours duration could be offered as an option to the students for single academic session as per convenience of Schools/students are free to opt Skill Module either at class VI or class VII or class VIII. Therefore, schools are requested to consider choosing any one or more Skill courses for the students of Classes VI to VIII from the enclosed list (refer Annexure I) and start offering the same from the academic session 2020-21 onwards. The Board will provide necessary support and guidance towards training and capacity building of teachers and other aspects for the successful implementation of all Skill subjects from time to time.
  9. This year the applications for willingness are being taken online as follows:
    1. For starting Skill courses at Middle level e. in classes VI to VIII, the schools may apply using the link: Application Form to introduce Skill Courses in Middle School (Class 6-8)
    2. For starting Skill courses at Secondary level e. in classes IX & X, the schools may apply using the link: APPLICATION FORM TO OFFER SKILL COURSES AT SECONDARY LEVEL FROM SESSION 2020-2021 ONWARDS
    3. For starting Skill courses at Senior Secondary level e. in class XI, the schools may apply using the Application Form at Annexure-VI
  10. The applications of willingness for the session 2020-21 along with the relevant annexures, using the link, along with demand draft of requisite fee (only for Senior secondary level) in favour of ‘Secretary, CBSE’ payable at Delhi should be sent to the office of undersigned by 31st May
  11. Similarly, if school desires to offer the Skill course from the session 2021-22 at Senior Secondary level, the schools must apply online through affiliation portal (cbseaff.nic.in) as per the schedule
