Subject : Advances to Government servants — Rate of interest for purchase of conveyances during 2013-2014.

The undersigned is directed to state that the rates of interest for advances sanctioned to the Government servants for purchase of conveyances during 2013-2014 i.e. from 1st April, 2013 to 31st March, 2014 are revised as under:

Rate of interest per annum
(i)     Advance for purchase of conveyance other than motor car (viz. motor cycle, scooter etc.)     9%
(ii)     Advance for purchase of motor car     11.5%

Subject: Implementation of income criteria for dependent parents of Armed Forces Personnel for grant of two family pensions.

Reference: This office Circular No. 400 dated 05.12.2008.

As per para 11.2 of MOD letter No.-17(4)12008(2)/D(Pen/Pol) dated 12.11.2008 the dependency criteria for the purpose of family pension shall be the minimum family pension along with dearness relief. Now the Ministry of Defence has clarified that the GOI, Ministry of Personnel, PG& Pensions, Department of Pension & Pensioners' welfare no.- 1/11/2011- P&PW(E) dated 30th November 2011 (copy enclosed) is applicable mutatis mutandis on family pensioner of Armed Forces wherein the family pension admissible to beneficiary in respect of one deceased employee/pensioner is not to be counted as income for the purpose of determination of eligibility for another family pension which is admissible in connection with another deceased employee/pensioner. However, any other income/earning of the beneficiary under consideration will be counted towards income for deciding eligibility for family pension.

2- In case the family pensioners are self employed or are in receipt of income from source other than employment, Income Certificate furnished by the concerned beneficiaries themselves may be accepted for the purpose under provision of GOI, MOD letter No. - 1(3)/99/D(Pensions/Services) dated 24.11.1999. All other conditions being remain same as described in MOD letter No B/38207/AG/PS4(b)/931/B/D(Pens/Ser) dated- 26.08.1998 and MOD letter No 1(3)/99/D(Pen/Ser) dated 24.11.1999.

3- In view of the above, it is requested that all such cases may be reviewed and the all affected cases may please be send to G-4 section of this office for issuing PPOs. This Circular has been uploaded on this office website www.pcdapension.nic.in. for disseminating the all concerned.

Nomination Facility under CGHS for Claiming Medical Reimbursement in Event of Death of Principal CGHS Cardholder
 The Ministry of Health & Family Welfare has simplified the procedure by providing an option to the principal CGHS cardholder beneficiary to nominate a person to claim reimbursement of medical expenses in the event of his/her unfortunate death.

The nomination facility shall be subject to certain conditions which include - the nomination facility shall be available only to the CGHS pensioner card holders; beneficiaries who wish to exercise this option shall submit their declaration of nomination in the prescribed ‘Nomination Form’ duly filled up and complete in all respect, to the CMO In-charge of the CGHS Wellness Centre where the beneficiary is enrolled; the nomination shall be treated as valid only if the same has been entered in the CGHS database; only one person shall be allowed to be nominated as the original nominee or first nominee, and another person can also be nominated as ‘alternate nominee or second nominee’ who can claim reimbursement in case of unfortunate death of the first nominee; the principal CGHS cardholder beneficiary can nominate any natural or juristic person as his/her nominee for this purpose, whether related or unrelated to him/her; this option can be exercised at any time during the lifetime of the beneficiary. However, this option can be exercised only twice in the lifetime of the pensioner card holder; and in case, no option has been exercised during the life time of the CGHS pensioner beneficiary, the existing CGHS provision for claiming reimbursement of medical expenses, requiring submission of Affidavit by the claimant and NOCs from other legal heirs shall continue to apply.

Namaste.

1. As we all know that DG, HRD of CBEC vide F.NO. 8/B/154/HRD(HRM)/2013 Dt. 03.09.13 asked all CC’s to send the draft notifications for the reorganised set up alogwith jurisdictional map, projection of the requirement of office space & related infrastructure and updating of APAR’s/ACR’s of the officers under their respective charges. All the units & office bearers are requested to pursue the matter for early action with reference to above said letters of DG, HRD and hold the meetings with the concerned CC/Commr, if required.

2. The cabinet note for cadre restructuring is already under process and has been signed today by the FM. It is expected to be placed before the cabinet on 21.11.13 or 28.11.13.

3. On persuasion of the AIB, the CRC headed by the Cabinet Secretary has asked the CBEC to do something more in addition to the CR to remove the stagnation of group B officers. As a result, the National Productivity Council has been hired for this purpose by the CBEC. A meeting was held yesterday with Sh. Suryaprakash, the Director of NPC, on the issue. He was apprised everything and the relevant documents were also handed over to him regarding our stagnation.

4. Friends, no doubt that the creation of more nos. posts of AC, whether regular or temporary, under CR is a great achievement of our AIB. As a result, around 60% of group B officers will enter into group A during coming five years. But this is not our aim. Our aim is to get our officers entered into PB4 which is not possible without our united efforts. So, be well prepared to make all united efforts for the same.

5. All the units are again requested to clear their dues and also donate maximum possible funds to the AIB.

In continuation of Govt. of India, Ministry of Defence letters No.22(1)/01/US(WE)/D(Res) dated 30th December, 2002 and No.22D(44)/2007/US(WE)/D(Res) dated 18th October, 2010, the undersigned is directed to convey the approval of the competent authority to the following revised interim Scales of Contractual Manpower for ECHS Clinics, to tide over the immediate functional difficulties being faced by ECHS clinics in providing quality medical care to ECHS beneficiaries:-

2. After the revised scale the total posts will become 6800 with an increase of 1709 additional contractual posts of various categories. The above scales of contractual manpower will be reviewed after a detailed work study is carried out.

3. These orders will come into effect from the date of issue.

4. This issues with the concurrence of MoD (Finance) vide their U.03(7)05/AG.PD/Fin.Pen dated 24th October, 2013.

The Ministry of Defence (MoD) may refer to their I.D.Note above seeking clarification on the admissibility of TA claim where air tickets have been purchased from a franchisee of M/s Balmer Lawrie and Company Limited (BLCL), which is an authorized travel agent of the Government of India.

2. M/s Balmer and Lawrie has clarified that the franchisee agency is authorized to issue air tickets only in the name of BLCL and are not authorized to levy any service/agency charges etc. for providing franchisee services on behalf of BLCL. Ministry of Defence may, therefore, regulate TA claims where air tickets have been issued by an agency, appointed as its franchisee by BLCL for the purpose of issuing of air tickets on Government account on BLCL's behalf, provided it is ensured that the IATA number quoted on the air ticket is that of BLCL (and not that allotted  to the franchisee agency of BLCL or any other) and that the amount reimbursed does not include service/agency charges etc. if any levied by the franchisee agency of BLCL for providing their services.

Sub: Induction of Trackmen into other departments - Revision of age limit - Regarding.

Reference this Ministry's letter of even number dated 02.08.2012 reducing lower age limit for induction of Trackmen in PB-1 Rs.5200-20200 GP Rs.1800 to Workshops, Traffic and Commercial departments agains 10% quota with 50% seniority and against 40% quota on bottom seniority from 45 years to 40 years.  It was also decided that the matter will be reviewed after 06 months.

2.  In the light of the developments, the matter has again been considered by the Board.  It has been decided that the lower age limit, as contained in Para 179 (XV) of IREM Vol.I (Revised Edition-1989) First Re-print Edition-2009, for induction of Trackmen in PB-1 Rs.5200-20200 GP Rs.1800 for transfer to Workshops, Traffic and Commercial departments against 10% quota with 50% seniority may be reduced from 40 years to 38 years.  Other terms and conditions of transfer of Trackmen to the above departments against both the quotas remain unaltered.


3.  The Railways should fill up the vacant posts of Trackemen annually and regularly as per the time schedule contained in Board's letter No. E(NG)II-2007/RR-1/58 dated 08.12.2011 and actual release may be regulated by zonal Railways as per vacancy position.
