New Benami Transactions Informants Reward Scheme, 2018 launched by the Income Tax Department
To get people's participation in the Income Tax Department's efforts to unearth black money and to reduce tax evasion

It was found in many cases that black money was invested in properties in the names of others, even though benefits were enjoyed by the investor concealing his beneficial ownership in his tax returns. The Government had earlier amended Benami Property Transactions Act, 1988, by Benami Transactions (Prohibition) Amendment Act, 2016 to make the law stronger. With the objective of obtaining people's participation in the Income Tax Department’s efforts to unearth black money and to reduce tax evasion, a new reward scheme titled "Benami Transactions Informants Reward Scheme, 2018", has been issued by the Income Tax Department. This reward scheme is aimed at encouraging people to give information about benami transactions and properties as well as income earned on such properties by such hidden investors and beneficial owners.

Under the Benami Transactions Informants Reward Scheme, 2018, a person can get reward up to Rs. One crore for giving specific information in prescribed manner to the Joint or Additional Commissioners of Benami Prohibition Units (BPUs) in Investigation Directorates of Income Tax Department about benami transactions and properties as well as proceeds from such properties which are actionable under Benami Property Transactions Act, 1988, as amended by Benami Transactions (Prohibition) Amendment Act, 2016.

Foreigners will also be eligible for such reward. Identity of the persons giving information will not be disclosed and strict confidentiality shall be maintained.

Details of the reward scheme are available in the Benami Transactions Informants Reward Scheme, 2018, copy of which is available in Income Tax offices and on the official website of Income Tax Department www.incometaxindia.gov.in.

Consumer Price Index for Industrial Workers (CPI-IW) - April, 2018

The All-India CPI-IW for April, 2018 increased by 1 point and pegged at 288 (two hundred and eighty eight). On I-month percentage change, it increased by (+) 0.35 per .cent between March, 201,8 and April, 2018 when compared with the increase of (+) 0.73 per cent between the corresponding months of-previous year.

The maximum upward pressure to the change in current index came from Food group contributing (+) 1.01 percentage points to the total change. At item level, Rice, Groundnut Oil, Fish Fresh, Milk, Brinjal, Cabbage, Cauliflower, French Bean, Green Coriander Leaves, Lady Finger, Methi, Palak, Peas, Potato, Radish, Tomato, Apple, Coconut, Lemon, Mango (Ripe), Electricity Charges, Petrol, Tailoring Charges, etc. are responsible for the increase in index. However, this increase was checked by Wheat, Gram Dal, Eggs (Hen), Pure Ghee, Chillies Green, Onion, Bitter Gourd, Gourd, Parval, Sugar, Flowers/Flower Garlands, etc., putting downward pressure on the index.

The year-on-year inflation based on CPI-IW stood at 3.97 per cent for April, 2018 as compared to 4.36 per cent for the previous month and 2.21 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 1.33 per cent against 1.68 per cent of the previous month and 0.67 per cent during the corresponding month of the previous year.

At centre level, Goa reported the maximum increase of 8 points followed by Giridih and Kodarma (5 points each). Among others, 4 points increase was observed in 5 centres, 3 points in 7 centres, 2 points in 14 centres and 1 point in 19 centres. On the contrary, Darjeeling and Rourkela recorded a maximum decrease of 4 points each followed by Ahmedabad and Amritsar (2 points each). Among others, 1 point decrease was observed in 9 centres, Rest of the 17 centres' indices remained stationary.
The indices of 39 centres are above All-India Index and 38 centres' indices are below national average. The index of Bengaluru centre remained at par with All-India Index.

The next issue of CPI-IW for the month of May, 2018 will be released on Friday, 29th June, 2018. The same will also be available on the office website www.labourbureaunew.gov.in.

Indian Railways revises Passenger Reservation Form to extend the VIKALP option to passengers booking tickets through reservation windows

Ministry of Railways has revised its passenger reservation form to benefit the passengers booking tickets through PRS Counters across the nation. Now, the VIKALP scheme option will also be available on booking made through reservation windows and not just through online bookings.
In the revised reservation form, passengers are given an option either to avail the option of VIKALP scheme or not to avail it, where they may give their preference by ticking the column Yes or No. If the option of VIKALP is availed by passengers, he/she would have to mark his/her choice of alternate train departing within 12 hours, 24 hours, 48 hours. Also, passenger is given an optional choice to mention their Aadhar number in the reservation form.

It is noteworthy that with a view to provide confirmed accommodation to waitlisted passengers and also to ensure optimal utilisation of available accommodation, a scheme called Alternate Train Accommodation Scheme - VIKALP had been conceptualised and was introduced w.e.f. 01.11.2015 initially only for the tickets booked through internet as a pilot project for six months, on Delhi-Lucknow and Delhi-Jammu sectors of Northern Railway. Later on this scheme was extended in all sectors across Indian Railways. In this scheme, wait listed passengers of a train can opt for confirmed accommodation in alternate trains.

Now, the benefit of Vikalp option has also been made available through PRS counters and not just online bookings.

CBSE to conduct Central Teacher Eligibility Test (CTET) on 16th September, 2018 in 92 cities across the country
The Central Board of Secondary Education will be conducting the 11th edition of Central Teacher Eligibility Test (CTET) on 16/09/2018 (Sunday). The test will be conducted in 92 cities all over the country. The detailed Information Bulletin containing details of examination, syllabus, eligibility criteria, examination fee, examination cities and important dates will be available on CTET official website www.ctet.nic.in w.e.f. 12/06/2018 (Tuesday). The aspiring candidates are requested to download the Information Bulletin from above mentioned website only and read the same carefully before applying. The aspiring candidates have to apply online only through CTET website www.ctet.nic.in. The online application process will start from 22/06/2018 (Friday) onwards. The last date for submitting online application is 19/07/2018 (Thursday) and fee can be paid upto 21-07-2018 (Saturday) before 3.30.p.m.

Department of Pension & Pensioners Welfare has clarified vide its ID No.1/1(5)2018-P&PW (E) 32206 dated-12.04.2018 that family pension at enhanced rates will be payable for 7 years or till the deceased retired government servant would have attained the age of 67 years had he survived, whichever is less, irrespective of type of retirement, date of retirement and age of superannuation applicable in the case of retired Govt. servant. This would equally apply in all Central Civil Govt. Departments/ Offices including Central Armed Police Forces (CAPF) and Medical Officers.
This issues with the approval of Chief Controller (Pensions).

In terms of Board's letter 21.09.1982 and 28.08.1997, the facility of Special Casual Leave and Special Passes were granted to the office bearers of All India scheduled castes and scheduled Tribes Railway Employees Association (AISCSTREA) and all India OBC Railway Employees Federation/Association (AIOBCREF/A) as and when they are required to attend the Informal meetings at the zonal Railways /Railway Board’s level.

2. However, one of the railway has sought clarification on special Casual Leave to be granted to office bearers of the recognized welfare associations viz. AISCSTREA and AIOBCREF/A for attending the Informal Meeting called for by the Railway Board/Zonal or divisional railway administration.

3. The matter has been examined and it has now been decided that 2 days special casual leave should be granted )one day for informal meeting and one day prior for their internal meeting) plus the journey time to the office bearers of all India scheduled castes and scheduled Tribes Railway Employees Association and All India OBC Railway Employees Federation/Association for attending the Informal Meeting as and when called for by the Administration at Railway Board/Zonal/Divisional level.

This has the approval of Competent Authority.
