Meeting between the Federations (NFIR & AIRF) and Hon’ble Railway Minister Shri Suresh Prabhu – Rail Bhawan, New Delhi – 60th August, 2015.

A special meeting was held in the Chamber of Railway Minister, Shri Suresh Prahhu wherein the Presidents and General Secretaries of NFIR/AIRF have participated in the discussion. CRB, MS and ED (IR) were present during discussions.

Important issues discussed in the meeting

1. Bibek Debroy Committee Report

The Federations expressed their strong reservations on certain recommendations or High Level Railway Restructuring Committee (HLRRC) headed by Bibek Debroy, more particularly Railway Regulatory Authority (RRA), Private Players entry into the Railway services, Railway Medical services. RPF etc..
The Minister while appreciating the points raised bv the NFIR has directed the Railway Board (CRB/MS) to organise a separate meeting between Mr Debroy and the Federations for discussing the recommendations freely and frankly for the purpose of understanding each others perception, facilitating the Railway Ministry to appropriately consider further.

2. Productivity Linked Bonus to Railway employees

P.L. Bonus and the new formula floated by the Railway Board was discussed. Federations insisted thal the agreement reached on 22nd November, 1979 should be respected and no capital should be taken into consideration as the utilization or capital is not in the hands of workers.

After discussion, it was agreed to consider all points for sorting out the issues satisfactorily.

3. Charter of Demands and the decision of the JCM constituent organisations to go on Indefinite Strike from 23rd November, 2015.

The compelling circumstances under which the JCM constituent organisalions have taken a decision to go on indefinite strike and Railway Federations are party to the decision was explained to the Railway Minister. The Federations urged upon the Railway Minister to see that the Railway Ministry takes initiative towards reaching a negotiated settlement on pending issues and Charter of Demands. Issues, particularly upgradation of Apex Level Group ‘C’ posts to Group Gazetted. Act Apprentices. Non-implementation of agreement reached between the Federations and full Board on February, 2014. were brought to the notice of the Railway Minister.

After discussion, the MR has instructed the Board to deal with these issues for ensuring that healthy industrial relations are maintained with the Federations.

The Minister has been categorical in assuring the Federations that there is no question of privatization of Railways. The Minister also said that improved technology and improvement of efficiency levels will be given priority for making Indian Railways a dynamic infrastructure. He also complimented the rail work force for their devotion which has resulted in improvement of Operating Ratio.

CGHS OPD Centres in Government Hospitals

There is no proposal to set up separate Central Government Health Scheme (CGHS) Out-Patient Department (OPD) centres for orthopaedics and paediatrics in all the Central Government Hospitals.
However, Paediatrics Specialists are posted in Safdarjung Hospital and Dr. Ram Manohar Lohia Hospital of Delhi. Two General Duty Medical Officers with PG qualifications in orthopaedics are posted in CGHS wing of Safdarjung Hospital.

There are no sanctioned posts of Orthopaedics Specialists for CGHS wing. There is no separate CGHS wing at Lady Harding Medical College and Smt. Sucheta kriplani Hospitals.

CGHS beneficiaries can avail consultation from specialists of any Government Hospital.

The Health Minister, Shri J P Nadda stated this in a written reply in the Lok Sabha here today.

How Pay Commissions Play a Key Role in Boosting India's Growth

Pay Commissions, which are regularly constituted to review salaries of Central government employees, give a fillip to the Indian economy, according to analysts.
The sixth Pay Commission partly offset the after-effects of the 2008 Lehman crisis on India because of the 35% increase recommended.
The implementation of the hike boosted two-wheeler and car sales and increased demand in the cement sector, according to global brokerage firm Bank of America Merrill Lynch.
Pay packages of government employees rose by an average of 35% as per the recommendations of 6th Pay Commission. They also received arrears of more than 30 months due to delay in the implementation.
"The arrears resulted in robust demand for consumer discretionary products that resulted in sustained stock performance over 3-5 years," Jai Shankar, chief India economist of Religare, told NDTV Profit.
Due to this co-relation between Pay Commissions and economic growth, many analysts are eagerly awaiting the 7th Pay Commission report.
The 7th Pay Commission was appointed in February last year by the outgoing Congress-led UPA government, is likely to submit its recommendations by August-end or latest by October. The recommendations are likely to be implemented by the Central government next year.
About 50 lakh central government employees (including 15 lakh defence personnel) and more than one crore state and local government employees will gain from the recommendations to be made by 7th Pay Commission, according to Religare. 
Besides, it will also result in an upward revision of pension for about 30 lakh retired Central government employees.
While there is no consensus on the amount of salary hike likely to be recommended by the 7th Pay Commission, analyst expects it to be in the range of 15 to 40%.
While Bank of America estimates the salary raise to be at 15%, Religare puts it at 28 to 30%. Credit Suisse expects a salary hike of 40%.
Economists see the 7th Pay Commission as improving the economic activity in the country by increasing consumption.
"The most important factor is economic activity itself which is gaining pace and, together with greater employment generation and policy reform, the 7th Pay Commission salary hike may help India enter a larger virtuous cycle," said Religare.
"A 15 per cent salary increase would push up the central government's salary bill by Rs 25,000 crore (or $4 billion), which is 0.2 per cent of India's GDP. This will help in a consumption-driven recovery in the domestic economy," said Indranil Sen Gupta of Bank of America Merrill Lynch.

The information from most of the Ministries/Departments has not yet been received by this Department so far.
2. All Ministries/Departments of the Government of India are once again requested to intimate the action taken in this regard and also furnish consolidated information in respect of the Ministry/Department as a whole, including attached and subordinate offices, to this Department latest by 14th August, 2015.

Sir/ Madam
As you are aware, the grievances of pensioners are being fed online through our application CPENGRAMS available in the Pensioners’ Portal maintained by this Department. To facilitate lodging of grievances by pensioners’ spread all over India, this Department has identified 43 Pensioners’ Associations across the country as per list enclosed. These Associations, some time find out difficult in getting the grievances redressed in spite of constant follow up with the Departmental offices at regional level. Some of the Pensioners Associations have pointed out that timely action is not being taken by various Ministries/ Departments/ Organisations for redressal of grievances and same remain pending for unduly long periods.

You are therefore, requested to sensitize your Department towards the grievances of pensioners so that unnecessary delays could be avoided for prompt redressal of grievances. The regional offices and field officers, wherever they exist also be requested to provide all cooperation to the Pensioners’ Associations who are helping in the redressal of grievances.
