The Prime Minister, Shri Narendra Modi, will launch the India Post Payments Bank (IPPB) at Talkatora Stadium in New Delhi on September 1st, 2018.

IPPB has been envisioned as an accessible, affordable and trusted bank for the common man, to help speedily achieve the financial inclusion objectives of the Union Government. It will leverage the vast network of the Department of Posts, which covers every corner of the country with more than 300,000 Postmen and Grameen Dak Sewaks. IPPB will hence significantly augment the reach of the banking sector in India.

The launch of IPPB marks another significant milestone in the Union Government’s endeavour to take the benefits of a rapidly developing India to the remotest corners of our country.

On the day of the launch, IPPB will have 650 Branches and 3250 Access Points spread across the country. Simultaneous launch events will be held at these branches and access points.

All the 1.55 lakh Post Offices in the country will be linked to the IPPB system by December 31, 2018.

IPPB will offer a range of products such as savings and current accounts, money transfer, direct benefit transfers, bill and utility payments, and enterprise and merchant payments. These products, and related services, will be offered across multiple channels (counter services, micro-ATM, mobile banking app, SMS and IVR), using the bank’s state-of-the-art technology platform.

The All India Consumer Price Index Numbers for Industrial Workers on base 2001=100 for the month of July 2018 is increased by 10 points and stands at 301.
Dearness Allowance for Central Government Employees (also Dearness Relief for Central Government Pensioners) is calculated based on All India Consumer Price Index Numbers declared by Labour Bureau under Ministry of Labour and Employment in the last day of every month.

DA and DR to existing employees and pensioners is being given twice in a year, i.e., Jan to Jun and Jul to Dec.

This year first instalment of DA and DR from January to June 2018 approved by the Cabinet Committee and waiting for Finance Ministry Notification.

Subject:- Procedure to process cases to accord exemption for air travel in airlines other than Air India in individual cases - Regarding.

Reference is invited to Department of Expenditure O.M. No.19024/1/2009-E.IV dated 07.06.2016 on the ‘subject ‘cited above. In this context it is observed that a considerable number of cases in connection With travelling on official tour/LTC in private airlines (other than Air India) are being received for according post-facto approval. Availing the services of private airlines and subsequently seeking post-facto relaxation/approval is not a healthy practice.

2. With a view to avoid the following procedure is prescribed for travelling on official tour/LTC:-

(a)Officers should prepare tour programme sufficiently in advance and tickets for Air India be booked.
(b) The guidelines issued by the Ministry of Finance for relaxation to travel by airlines other than Air India must be adhered to and request for relaxation be Submitted at least seven (7) working days in advance from the date of travel.
(c) The tickets in either case should be booked either from the website of the Airlines or through the authorized agents nominated by the Ministry of
(d) Proposals for according post-facto approvals will not be entertained. However, in deserving cases, the proposal may be submitted with full justification for not obtaining prior approval.

3. The contents of this Circular may be brought to the notice of all concerned.

ATMs in all States will be fully functional; Banks advised to ensure availability of sufficient cash for dispensation from ATMs

It has come to notice that a rumour is circulating in several sections of the social media that banks will be closed for 6 days in the first week of September 2018, causing undue panic among the general public.

It is hereby clarified that banks will remain open and banking activity will continue unimpeded in the first week of September. Banks will only observe holidays on Sunday, 2nd September and second Saturday, 8th September. Monday, 3rd September is not a pan India holiday and banks only in some States where a holiday is declared under the Negotiable Instruments Act, 1881 will remain closed.
Even on those days, ATMs in all States will be fully functional and there will be no impact on online banking transactions. Banks have been advised to ensure that sufficient cash is available for dispensation from ATMs. Banks will remain open on all other days.

Dear Comrades,
NJCA has given a call to observe 19th September 2018, the 50th Anniversary day of 1968 strike of Central Govt. employees, as ALL INDIA DEMANDS DAY protesting against the betrayal of BJP - led NDA Government and demanding immediate settlement of the following three demands. NJCA has also resolved and informed the Cabinet Secretary its decision to revive the deferred indefinite strike of Central Govt employees, in case The Govt refuses to settle the demands.

Demands :-
1) Upward revision of Minimum Wage and Fitment Formula
2) Scrapping the New Contributory Pension Scheme.
3) Allow Option-1 as one of the Pension Fitment Formula.

Confederation National Secretariat calls upon all affiliated Organizations and State / District level C-O-Cs to observe “Demands Day” on 19th September 2018 (if possible, jointly with Railway & Defence Federations) through out the country by holding protest demonstrations and rallies at all centres and also in front of all offices.

In terms of the provisions contained in Para 231 of IREC Vol.l (Fifth Edition-1985), Divisional Railway Managers may transfer erstwhile group "D" employees Grade Pay 1800/- Level 1 (Peons, Gangmen, Khalasi, unskilled and semiskilled, etc.) from one department to another or from one Division to another.

2. The need to delegate the powers to change of department in the case of Group "C" Railway Servants has also been experienced. In the light of the above, Board have reviewed the matter and have decided to delegate the powers to Divisional Railway Managers further · so that henceforth it shall be within the competence of Divisional Railway Managers to transfer all non-gazetted Railway employees for divisional controlled cadres from one Department to another Department subject to conditions given in Board's letter No. E(NG)l-2006/TR/18 dated 25.09.2007, being strictly followed.

3. Accordingly, the Indian Railway Establishment Code, Vol.l, (Fifth Edition-1985) is amended as per ACS No. 133 enclosed.

The undersigned is directed to refer to Ministry of Finance’s Resolution No.11- 1/2016-IC dated 06.07.2017 communicating the decision of Govt.of India w.r.t. recommendations of 7th CPC on allowances to state that the recommendations of 7th CPC to grant Risk and Hardship allowance at the rate 2700/- p.m. under Cell R3H2 of Risk and Hardship Matrix to Track Maintainers category of Indian Railways has been implemented in this Ministry through order No. PC-VII/2017/I/7/5/4 dated 10.08.2017 (Annexure - I).

2, Now, it has been proposed with the approval, of Railway Board that the following, changes in Lilo Risk and Hardship Allowance may be, introduced in respect of various categories of Indian Railways-
  • Increase Risk and Hardship allowance from Rs.2700/- per mouth (R3H2 categorization) to 6000/- (R2H2) for Mate and Keymen.
  • Increase Risk and Hardship allowance from 2700/-p.m, (R3H2) to 4100/- (R3H1) for Trackmen preforming Patrolling duty.
  • Increase in Level Crossing Gate Allowance from Rs,.1000/- (R3H3) to 4100/- (R3H1) for Gateman, working in Special & 'A' Class Gates.
  • Include all P.Way Artisans & their helper also in the R&H Matrix for payment @2700/-(R3H2) as for Trackmen.
2. The assessed additional financial implications of those proposals at Para No. 2 above are approximately Rs.222 crores per annum. The detailed position w.r.t each of these proposals mentioned above are enclosed as Annexure II, Detailed calculation of the additional annual financial implications of the aforementioned proposals is placed at Annexure - III.

3. It is required that MoF may kindly consider for approval of Para 2(a,b,c & d).

Subject: Grants-in-aid for the year 2018-2019 to the Central Government Employees Residents Welfare Associations- Submission of Accounts for the year 2017-2018 - regarding.

Sir/Madam,
The Department of Personnel & Training has been sanctioning Grants-in-aid to the eligible recognized Residents Welfare Associations formed by the Central Government employees in residential colonies to enable them to meet a part of their expenditure on the welfare
activities, programmes during the financial year. The recognized Central Government employees Residents Welfare Associations eligible to receive grants-in-aid may send a request to this effect to this Department in the prescribed proformae. (copy enclosed)

2. The recognized Central Government Employees Residents Welfare Associations are requested to send their request keeping in view the following guidelines:-
a. Central Government employees and employees of Lok Sabha, Rajya Sabha, Supreme Court, High Court, UPSC, Statutory and Autonomous bodies and Delhi Administration shall qualify for regular membership of an Association in respect of the grants-in-aid from the Department of Personnel & Training subject to fulfilment of conditions as laid in para (b) to (h) of clause II (2) of the O.M. No. 5/8/2013-Welfare dated 3'd June, 2014.
b. Grants-in-aid admissible will be subject to an upper ceiling of Rs.10,000/- during a financial year.
c. Consolidated accOlIDts for the previous financial year may be provided in Annexure 'A' signed by the President, Secretary, Treasurer and Internal Auditor.
d. A complete list of the members showing their names, residential address, official designation and address as on 31.03.2018 may be submitted as in Annexure 'B'.
e. All the vouchers relating to each head of expenditure as appearing in Annexure 'A' should be maintained by the Association, so as to verify the expenditure as and when needed.
f. The Stock Register maintained by the Association as audited and certified by the Internal Auditor after physical verification should be maintained by the Association. The Department of Personnel & Training may verify the Stock Register as and when required. Similarly, the inventory of articles should also be maintained.
g. A copy of the minutes of the General Body meeting wherein the accounts of the Association and other activities thereof for the previous year have been approved may be submitted (Annexure 'K').
h. Utilization Certificate in respect of the grants-in-aid provided by this Department and information regarding assets acquired wholly or substantially funded from the grant may also be furnished as per proforma in Annexure 'F' and 'G' respectively. The Association who have not received grants-in-aid for the year 2016-17 and 2017-18 may submit Utilization Certificate for the previous year. However, the newly formed Associations need to submit Utilization Certificate indicating 'Nil' along with the Accounts for the year 2017-18.
i. A report on the activities of II, Association with reference to the Annual Action Plan as provided in Clause 7 of the Rules and Regulations framed under the Model Constitution may also be provided (Annexure' J').
j. A certificate regarding expenditure on Swachh Bharat Mission may also be provided (Annexure 'L').
3. It may be noted that even if the Association is not keen to obtain further grants-in-aid from the Government, it shall have to render full and satisfactory accounts of the grants taken in the past. In case any Association fails to get grants-in-aid for any reason for two consecutive years, such Association will stand derecognized.

4. CGERW As are requested to send their request complete in all respect, in the prescribed proforma, to DoPT by 15.10.2018 for further necessary action in the matter.

Note: Incomplete Accounts for the year 2017-18, for receiving the grants-in-aid for the year 2018-19, will not be entertained by this Department.

More than 135,000 Workers to be benefitted

Major Ports to spend Rs 560 crore for benefit OF port workers

A new wage settlement agreement has been signed for Group C & D category of Port and Dock Workers in Mumbai in the presence of Shri Nitin Gadkari, Union Minister for Shipping, Road Transport & Highways and Water Resources, River Development & Ganga Rejuvenation.
The settlement provides for 10.6% fitment on basic pay plus DA. The lowest grade of workers would get a pay-scale of Rs.20900-43600 and the highest grade worker would get a pay-scale of Rs 36500-88700.

More than 32,000 Port and Dock workers and 1,05,000 Group C&D pensioners across all Major Ports will be benefitted from of this settlement. The Overall financial implication of this settlement for all the Major Ports for serving and pensioners is likely to be about Rs.560 crore per annum.
Speaking on the occasion Shri Gadkari said, "As per the vision of Prime Minister Shri Narendra Modi, welfare of the people is the chief priority of the Government, and I am glad that Major Ports are becoming drivers of socio-economic change. Major Ports have become pioneers in taking this initiative, being the first to sign the wage settlement for Group C & D employees."

The settlement has been signed between six Port and Dock Workers' Federations and the Port Management under Section 12(3) of Industrial Disputes Act, 1947, before the Regional Labour Commissioner, representing Chief Labour Commissioner. The Settlement would come into force from January 1, 2017 in retrospect. This is a five-year settlement arrived at in the port sector against the ten-year periodicity in many of the major public sector enterprises.

I would like to brought this to the kind notice of the Secretary, Department of Posts that after implementation of new TRCA to the GDS vide order dated 25-06-2018, all regularly working GDS have been dawn new TRCA w.e.f 01-07-2018. In case of substitutes working in place of GDS viz., vacant posts. officiating to Departmental posts (Postman/MTS/MG) and on other reasons has not drawn their allowances as per new TRCA slabs w.e.f 01-07-2018.

Further it is requested to issue the instructions to draw the arrears also from 01-01-2016 to 30- 06-2018 to the substitutes working in place of GDS. As it was drawn also at the time of implementation of Natarajamurty Committee recommendations vide Lr.No. No.6-1/2009-PE.II, Dated : 30-05-2012.

Hence it is requesting our Hon’ble Secretary. Department of Posts kindly cause to issue necessary instructions to the concerning authorities on the subject at the earliest in favour of GDS.

In view of the disruption caused due to severe floods in Kerala, the Central Board of Direct Taxes (CBDT) hereby further extends the "Due Date" for furnishing Income Tax Returns from 31st August, 2018 to 15th September, 2018 for all Income Tax assessees in the State of Kerala, who were liable to file their Income Tax Returns by 31st August, 2018.

CBDT had earlier extended the ‘Due Date’ for filing of Income Tax Returns from 31st July, 2018 to 31st August, 2018 in respect of the categories of taxpayers who were liable to file their Income Tax Returns by 31st July, 2018.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modihas approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2018 representing an increase of 2% over the existing rate of 7% of the Basic Pay/Pension, to compensate for price rise.
The combined impact on the exchequer on account of both Dearness Allowance and Deamess Relief would be Rs.6112.20 crore per annum and Rs.4074.80 crore in the financial year 2018-19 (for a period of 08 months from July, 2018 to February, 2019).
This will benefit about 48.41 lakh Central Government employees and 62.03 lakh pensioners.
This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval for revision of the project outlay for setting up of India Post Payments Bank (IPPB) from Rs. 800 crore to Rs. 1,435 crore. The additional sum of Rs. 635 crore in the revised cost estimates is on account of Rs 400 crore for Technology Costs and Rs 235 crore for Human Resource Costs.

Details:
  • IPPB services shall be available at 650 IPPB branches and 3250 Access Points from 1st September 2018 and in all 1.55 lakh post offices (Access Points) by December 2018.
  • The project will generate new employment opportunity for about 3500 skilled banking professionals and other entities engaged in propagating financial literacy across the country.
  • The objective of the project is to build the most accessible, affordable and trusted bank for the common man; spearhead the financial inclusion agenda by removing the barriers for the unbanked and reduce the opportunity cost for the under banked populace through assisted doorstep banking.
  • The project will supplement Government's vision of "less cash" economy and at the same time promote both economic growth and financial inclusion.
  • The robust IT architecture of IPPB has been built taking into consideration bank grade performance, fraud and risk mitigation standards and in line with the best practices from payments & banking domain
IPPB services:
The IPPB will provide bouquet of payments/financial services through its technology enabled solutions which will be distributed by the Department of Posts (DoP) employees/last mile agents transforming them from mail deliverer to harbinger of financial services.
The IPPB shall pay incentive/commission to the last mile agents ( Postal Staff and Gramin Dak Sewaks) directly in their accounts for providing IPPB services so as to motivate them to promote IPP8 digital services to the customers.

A part of commission to be paid by IPPB to Department of Posts will be used for increasing the wherewithal of Post office.

The undersigned is directed to refer to this Department's OM of even number dated 27.07.2017, on the subject cited above. Following the issuance of the OM ibid, this Department has received a number of references seeking clarification on various aspects of the OM ibid. The matter has been considered in this Department in consultation with D/o Expenditure and the points of doubt are clarified as under:

Pursuant to discussions held with AIRF, during the last PNM Meeting, held on 21-22 June, 2018, Railway Board vide their letter No.E(LL)/2009/HER/1 dated 17.07.2018 had issued instructions that, Call Books on Running Staff should be served upon only after completion of 16 hours rest at Headquarters and after completion of 8 hours at outstation.

It is, however, quite unfortunate that, Railway Board vide their subsequent letter dated 02.08.2018 have pended the said instructions till adequate number of Running Staff becomes available to fill-up large-number of existing vacancies. This is gross violation of bilateral negotiated settlement with the federation.

AIRF, therefore, desires that, orders of pending the instructions, issued vide Railway Board’s letter dated ibid dated 17.07.2018 be withdrawn immediately in the larger interest of industrial harmony.

This may be treated as "Most Urgent".

I am directed to say that references from various Circles are being received in Directorate seeking clarification on fixation of pay of the Postal Assistants, who have already been granted benefit of financial upgradation under MACP scheme, on their promotion as Inspector posts on the basis of LDCE. Further, consequent upon upgradation of grade pay of Inspector posts to Rs. 4600/- w.e.f. 01.01.2006, disparity in fixation of pay by different Circles has also been noticed by the Directorate while re-fixing pay of Inspector Posts posted in Directorate to the extent that in similar case some Circles have granted promotional increment to the officials who have been granted financial upgradation under MACPs, while others have not allowed, presumably invoking para 4 of Annexure I to MACP guidelines

2. The matter has been examined in consultation with Establishment Division of Directorate and it has been decided to convey that Inspector Posts is not in a regular promotional hierarchy of Postal Assistant and they can become Inspector Posts only on attaining merit in Competitive Examination. As such, 3% fitment benefit should be allowed to officials at the time of fixation of pay on promotion to the post of Inspector (Limited Departmental Competitive Examination) even after availing financial upgradation under MACP.

We have gone through the minutes and have noticed that the minutes don’t represent the actual proceeding. The minutes mention what the officers of the department said. There is nothing much except a small stanza about what the union representatives said. As per the minutes an attempt has been made show as if the moon duly arranged on a platter has been handed over to GDS employees. We take up the minutes stanza by stanza here under:

Para 2. It is said that TRCA and allowances cannot be discussed with unions as these have been implemented after consultation with several departments and authorities. This statement virtually closes the door for discussions. If pay and allowances cannot be discussed, then what is the use of discussions or such meetings. The pay (TRCA) and allowances are the subjects which the G.D.S. employees are greatly concerned with. The unions don’t give threat of strike but they are compelled by such attitude of not discussing vital issues to resort to agitation. It is an open secret that the committee that examined the recommendations suggested many severe cuts. The department cannot take refuse behind other departments/authorities. Yes, the recommendations of the one man committee are by and large good but have been distorted by committee of officers which are preposterous and are detrimental to the interests of the Gramin Dak Sevaks.

Para 3. Gives a short description of what Sri S.S.Mahadevaiah, General Secretary AIGDSU said. No mention is made about the issues raised by the General Secretaries of AIPEU – GDS and NUGDS.
Pata 4. An attempt has been made to defend the indefensible. Even a layman knows that the code of conduct did not stretch over a period of 19 months. The fact of delay is that the committee of officers formed to study the recommendations of the one man committee was working overtime to distort the recommendations in order to deny benefits to the Gramin Dak Sevaks.

Pare 5. We don’t understand the logic behind such excuses of delay and cuts in the amount of arrears. Of course the committee suggested implementation of TRCA matrix from a prospective date. But never said or meant that the same should be after 19 months i.e., 01.07.2018. It certainly meant that the recommendation should be effective from 01.01.2017, when it gave illustrations for calculation of arrears which was for one year i.e., for 2016.

As regards the statement that the payment of arrear was of kind of ex­gratia nature and could be manipulated at the will of the establishment, no such announcement was made by the Hon’ble Minister of state for communication in the press conference. His announcement was clear and categorical that the arrears would paid from 01.01.2016 which meant that the arrears would be paid on the basis of the recommendations and illustrations given by the pay committee. We need not give a table showing the amount of loss suffered by the GDS employees between the amount due as per illustrations suggested by the committee and what has been paid according to Directorate orders. If desired, we shall produce such table which is ready with us.

As regards the arrears termed as "ex-gratia", it is rather unfortunate. The recommendations were due to be implemented from 01.01.2016 and the amount of arrears is a due right of the Gramin Dak Sevaks and we are determined to have our due.

Para 6. The issues are decided earlier the better.

Para 7. We don’t understand the logic of rejecting the given recommendations, which are clamouring for being implemented.

Para 8. The GDS employees love the service they render to the public. The decisions of struggle are very painful to us and we take such decisions when the department refuses to discuss vital issues as indicated in the minutes and we are pushed to the wall.

We request you kindly to arrange a fruitful meeting with us to discuss all issues without any precondition. We shall be forwarding our agenda of issues which are agitating the Gramin Dak Sevaks, in another letter.

The IFA, BD&M Directorate will also look after the budget and accounts work of Parcel Directorate. One Section Officer/Accounts Officer to be posted in Parcel Directorate to assist IFA in the discharge of his duties w.r.t. the Parcel Directorate.

4. The provisions contained in General Financial Rules-2017, Postal Financial Handbook, Delegation of Financial Power Rules and also Schedule-ll of Schedule of Financial Powers are to be strictly followed while sanctioning the expenditure.

Attention is invited to instructions contained in Board's letter no. E(NG)II/2007/RR-1/10/Pt.(110865) dated 25.06.2014 specifying the carious factors which must be taken into account while computing vacancies for placing indents. It was inter alia mentioned therin that staff likely to go on transfer to other Railways/Divisions in a particular calendar year must also be accounted for in the pool of vacancies while placing indents with the Recruiting Agencies.

It has been observed that large number of applications for Inter Railway transfers are pending on Railways. Such transferd have a direct bearing on railway working, especially in terms of manspower because of huge gap between outflow and inflow of staff.

It is, therefore, reiterated that while placing indents for fresh recruitment notifications in future the computation done duly of vacancies must be done duly taking.into account all the pending requests of Inter-Railway transfers. For this purpose, requests forwarded to the recipient Railway/Division as on the cut off date of assessment of vacancies should be regarded as pending requests. Action may be taken accordingly henceforth.

Staff are disappointed over the negative approach of Zonal Railways and they also fear that the only opportunity now provided for them to join Rail Bhavan, New Delhi will be lost.

NFIR therefore requests the Railway Board to kindly issue clear instructions to the GMs etc., to circulate widely Board's letter and forward the applications of staff promptly.

Reference our earlier letter of even number dated 13th August, 2018.

As we had discussed about various problems faced by the staff at the grassroots level, particularly some important and vulnerable cadres, like Trackmen, again one Trackmen, Shri Bablu Kumar, has committed suicide just because he could not be granted leave though he had run from pillar to post, so that, his leave can be sanctioned.

Indifferent attitude of some of the officers is forcing the employees to commit suicide. All the incidents, where employees have committed suicide, need a thorough investigation. It also needs that, the people responsible for forcing employees, where they are committing suicide, should be dealt with firmly.

AIRF is of opinion that, criminal cases under IPC Section 306 should be registered against these officers, only then we can expect some improvement in their behavior. It is quite unfortunate that, nowadays, when Trackmen Cadre is highly educated, they are being treated as slaves. AIRF and its affiliates have always fought against the atrocities against the Trackmen Cadre in the past and will continue to fight for our Trackmen brother and sisters.

I would further request you that some serious efforts should be made so that, frustration developing amongst the Trackmen Cadre could be resolved quickly. AIRF has observed that, main problem being faced by the Trackmen Cadre is their Career Progression, for that we have suggested that Direct Recruitment Quota should be reduced and posts should be filled through LDCE/GDCE to give them proper promotional prospects. We have also suggested that the entire recruitment should be made in the cadre of Trackmen, and after 2/3 years time they should be given option to go to their department of choice. Working conditions of the Trackmen Cadre also need immediate review. Working hours of all the Gatemen, Keymen, Mate and Trackmen need urgent review. Looking the weather conditions, there is urgent need of Higher Dressing Allowance to them.

Trackmen at the gates want that, there should be proper lighting, water and washroom facilities. There is also urgent need to provide them free transit facility in the township where their families stay and their children could get proper education. There are thousands of Trackmen those who have been recruited in the Indian Railways from all over the country, but they mainly belong to Bihar, Eastern Uttar Pradesh, Rajasthan and some other states. They have only one dream, when they can be sent back to their states.

As we have also advised that, it should be made mandatory that, whenever next panel will be available, these people should be transferred from their present place of posting to the place where they request for their transfer. There can be many more problems also, I hope, if Ministry of Railways address these problems quickly, it will be able to satisfy our Trackmen brothers and sister working over the Indian Railways.

Since as I know that, you have a deep sympathy with the Trackmen Cadre, I hope, something concrete will be done, so that, another Bablu Kumar should not suicide.

Subject:- Manner of disposal of PPO - death of the pensioner with no claimant authorized for family pension in the same PPO.

Attention is invited to this office OM No. CPAO/Tech/Bank Performance/2014¬15/511-581 dated- 23.09.2011- (copy enclosed) wherein all Heads of the CPPC and Heads of Government Business Department of the Banks were instructed to return both halves of PPO to CPAO where no nominee is authorized for pension on the same PPO so that the family pension could be authorized to other eligible members of the family of the pensioner.

It has been observed that the both halves of the PPOs are not being returned by the CPPCs of the banks which has resulted in a number of court cases for delay in the commencement of family pension to the family pensioner other than the spouse.

It is reiterated that both halves of the PPO may be returned to the CPAO in case there is no nominee authorized for family pension on the same PPO exist as stipulated at per Para 23.3 of the Scheme for Payment of Pension to Central Government Civil Pensioners by Authorized Banks (Fourth Edition, 3rd December, 2004).

As per Para 23.3 of the Scheme for Payment of Pension to Central Government Civil Pensioners by Authorized Banks (Fourth Edition, 3rd December, 2004), wherein it is clearly stated that "The paying branch will enter the date of death of the pensioner in the disburser's portion of the PPO as well as pensioner's portion and in the register in the form as in Annexure VIII (pg. 33). The pensioner's half of PPO will then be returned to the nominee if family pension stands authorized through the same PPO; otherwise it will be returned to the Link Branch/CPPC along with the disburser's half, for onward transmission to the CPAO. The latter will up-date its record and transmit both halves of the PPO after keeping the necessary note in their records, to the PAO/AG who had issued the PPO for similar action and record".

All the Heads of the CPPC and Heads of Government Business Department of the Banks are requested to adhere to the above guidelines and return both halves of the PPO to the CPAO in order to avoid delay in finalization of family pension cases other than spouse.

This issues with the approval of Chief Controller (Pensions].

The non-compliance of these instructions by the banks is resulting increase in receipt of number of court cases and legal cases in CPAO, non-updation of CPAO's and PA0's relevant record, delay in authorization of family pension to the eligible family members for whom a new PPO is to be issued, causing hardship to the claimants, points raised by the Pensioners' Welfare Associations from different platforms including SCOVA meetings.


The Para 6.3.1 of the CPPC Guidelines also stressed upon the strict adherence to the codal provisions of "Scheme Booklet", CCS(Pension) Rules, Orders, Guidelines on Pension issued by Government of India/Reserve Bank of India from time to time.

Non-compliance of codal provisions by the banks is a very serious lapse on their part. Therefore, it is imperative to instruct the Heads of CPPC of all the banks/ Heads of Govt. Business Divisions to take a stock of these cases and send a Review Report within seven days from the receipt of this Office Memorandum followed by returning of both the halves of all such PPOs wherein pensioner/spouse has died and no claimant for family pension has been authorized in the PPO. The matter may be taken on priority as it is under review at the higher level.

This issues with the approval of Chief Controller (Pensions).

Two New Facilities for ESIC Beneficiaries Launched 

In order to empower Insured Persons and their beneficiaries and create awareness among other Stakeholders, ESIC has come up with two new user friendly initiatives. The initiatives include the facility of ‘IVR (Interactive Voice Response)/Help Desk' for ESIC Toll Free No. - 1XXX-XX-2526 and production of seven Audio-Visual clips on ESI Benefits.

ESIC has started recently a landmark facility with ‘Launching of IVR / Help Desk' for ESIC Toll Free No. - 1XXX-XX-2526. Apart from on the spot redressal of callers' queries, this facility also receives the complaints/grievances simultaneously. Complaints requiring longer period are given unique ticket number and forwarded to PG Portal of ESIC for early redressal. The callers are satisfied and happy to experience interactive response from ‘Help Desk' for the first time. On an average, more than 1000 calls are received daily and are attended to the utmost satisfaction of the callers.

To educate and spread awareness about ESI Benefits among the Stakeholders, mainly the workforce, ESIC has produced seven Audio-Visuals using infographics and simple language. These Audio-Visuals are already available on You Tube (ESIC HQ You Tube Channel) and the response is very encouraging.

The Audio-Visual clips have been produced for ‘UMANG' platform of Govt. of India which will host the ESIC Mobile App ‘Chinta Se Mukti'. The App will be launched very shortly. The Audio-Visual clips are also being produced in English and all other major regional languages for the benefit of ESIC Insured Persons spread across the country.

The Clips will help all the Stakeholders, Insured Persons and their family members, employers and employees of ESIC to understand the various benefits being provided under ESI Scheme.
Union Minister of State for Labour & Employment Shri Santosh Kumar Gangwar has expressed hope that the launch of user friendly initiatives by ESIC will certainly empower the work force of the country.

Regarding arrangements and nomination of nodal officers for monitoring of preparations in Circles

Subject: Nationwide rollout of India Post Payments Bank - regarding arrangements and nomination of nodal officers for monitoring of preparations in Circles.

The Department of Posts is rolling out 650 branches and 3250 access points of India Posts Payments Bank (IPPB) simultaneously across the country on 1st September 2018. The Hon'ble Prime Minister of India has kindly agreed to preside over the national level launch function which is scheduled at Talkatora Stadium, New Delhi. Several Governors / Chief Ministers / Union Ministers / State Ministers / Member of Parliaments 1 Member of Legislative Assembly and other dignitaries and important personalities will be presiding the launch functions at 650 branches and 3250 access points which are being organized by the Circles across the country. The branch / access points level launch functions in the Circles will precede national level launch function at New Delhi. The combined Minute to Minute Programme for national and branch / access points level function is enclosed at Annexure - I.

The presence of Hon'ble Prime Minister and other important dignitaries / personalities in the branches and access points of IPPB across the country to simultaneously launch DoP's flagship project 'India Post Payments Bank' in 650 branches and 3250 access points will not only be historic in several aspects but will also provide massive outreach opportunity for the Department of Posts and India Posts Payments Bank (PPB) together.

Heads of Circles have been requested by the PBI Division to meticulously organize launch functions and put their best efforts at their disposal to make the simultaneous launch a grand success. The broad guidelines and checklist for organizing the launch events have already been shared with the Circles and Circles are already making adequate preparations accordingly.

Hon'ble Minister and Secretary (Posts) have been regularly reviewing the preparations of launch with HoCs and important suggestions / guidelines are given to Heads of Circles are also given responsibility of taking local level decision to organize the launch rather than waiting for instructions / guidelines from Directorate. The review meetings are being organized at the office of MoSC (I/C) on daily basis to monitor the preparations in the Circles which are currently being represented by PSI Division, IPPB and Delhi Circle. Secretary (Posts) has organized VC meetings with HoCs I PMsG I DPS which were webcasted also for larger audience in last two weeks.

Since the scale of the function is massive, it has been decided by the competent authority to nominate few SAG level officers working in the Dak Bhawan as nodal officers for reviewing preparations of the Circles for branch / access points launches and give Circle wise status update to Secretary (Posts) to appraise the Hon'ble Minister. The name of the officers and name of the Circles for which they are responsible for ensuring organization of successful launch functions is at Annexure -II. The nodal officers will continue to monitor the performance of Circles till the 100 days' rollout targets given to the Circles for customer and merchant onboarding Is successfully over.

The Heads of Circles are requested to liaison with the nodal officer for their Circle and seek support, if any, for the launch of IPPB in the Circles. They are requested to send a daily status update on the list of activities indicated in this letter to the nominated nodal officers by 4.00 pm on daily basis including weekend (25th & 26th August 2018).

The list of activities which are requested to be monitored / reviewed by the HoCs and nodal officers on daily basis is at Annexure - III. The list of activities is non-exhaustive and only indicative. Circle Heads I Nodal Officers are requested make suitable changes in the list, if required for review.
The overall responsibility of successfully organizing launch functions in the Circles rest with Head of Circles. The concerned CPMsG / PMsG / DPS should visit all venues of the branch and access points launch functions personally and physically verify the preparations / arrangement for the launch in terms of

a) Cleanliness post offices I venue where launch function is organized
b) Preparations for filling the venue to capacity including security
c) Coordination with District Administration / Police / Mayor Office / Municipalities
d) Arrangements for broadcast I webcast of national level launch function
e) Dais plan / seating arrangement! Backdrop
f) Placement of hoarding I signage of IPPB
g) Distribution of flyers! leaflets on IPPB
h) Branches are operational and transactions are taking place
i) End Users are adequately trained I retrained
j) Any other arrangement I preparation for safe and successful launch

The responsibility of organizing national level launch function at Talkatora Stadium, New Delhi which will be presided over by the Hon'ble Prime Minister has already been given to CPMG, Delhi Circle. CPMG, Delhi Circle is attending review meeting at the office of MoSC (I/C) on daily basis and reviewing the progress of activities against a checklist. CSMO (IPPB) and his team is supporting CPMG. Delhi Circle for the National Level launch function and will continue to do so till the launch function is successfully over.

Secretary (Posts) will chair review meeting at 5.30 pm In the Board Room on dally basis from 23fd August 2018, to review the preparations of nationwide rollout of IPPB with nodal officers and CPMG Delhi Circle. DG (Post), Member (Technology) and CEO (IPPB) are also requested to attend the daily review meeting chaired by Secretary (Posts) at 5.30 pm in the Board Room.

Since a large number of dignitaries / guests / customers / public would be visiting Post Offices during the launch events which will provide huge outreach opportunity to the Members of Postal Services Board are requested to kindly review their areas of operations / services and take necessary action as well as issue necessary instructions to the Circles, if any. so that opportunity can be appropriately utilized by the Department for improving the image of the Department. Special focus may be given to the Customers and on Cleanliness of Post Offices.

All officers / employees of the Department of Posts and India Post Payments Bank (IPPB) are requested to constructively involve themselves with the launch function to make it a grand success.

It is to inform that Govt. of India vide its OM No. 42/14/2016-P&PW(G) dated 24.10.2016 has provided an option to the pensioners retired between 01.01.2016 to 04.08.2016, in relaxation of Rule 10 of CCS (Commutation of Pension) Rules,1981, not to commute the pension which has become additionally commutable on revision of pay/pension on implementation of recommendations of the 7th CPC.

The Govt. of India OM is also enclosed for ready reference.

CONFEDERATION, NFPE AND AIDEF INSISTED REVIVAL OF INDEFINITE STRIKE - AUTHORIZED NJCA CHAIRMAN AND CONVENER (RAILWAY FEDERATIONS - AIRF & NFIR) TO TAKE FINAL DECISION REGARDING INDEFINITE STRIKE .

NJCA meeting was held on 18-08-2018. Government has ignored the ultimatum given by NJCA and has not given any cognizance to NJCA's Resolution adopted on 03-07-2018 and the letter dated 03-07-2018 addressed to Cabinet Secretary.

Government has betrayed NJCA and entire Central Government employees and Pensioners. Therefore, the Representatives of Confederation, NFPE and AIDEF insisted to revive the indefinite strike and start preparations for the strike immediately, as all employees are eagerly waiting for such a decision from NJCA.

Railway Federations (AIRF & NFIR) are yet to take a decision regarding revival of indefinite strike. After discussion it was decided to authorize the Chairman & Convener of NJCA (Railway Federations - AIRF & NFIR) to take final decision and convey the same to Government and also to all constituent organizations of NJCA.

As NJCA could not take any final decision regarding strike, Confederation shall go ahead with its decision to organize one day nationwide strike on 15th November 2018. In the mean time all Central Trade Unions (other than BMS) and independent Federations (including Confederation) are holding a National Convention at New Delhi on 28th September 2018. If any decision for strike is taken in that convention, the date of the Confederation's strike will be changed to synchronize with the date(s) of the Central Trade Unions and independent Federations, as already decided in the June 10th Hyderabad National Convention.

In continuation to the OM. of even Number dated 10.4.2018 vide which the concessional retention of General Pool Residential Accommodation at the last place of posting by Central Government Civilian Employees, Centrally Armed Paramilitary Forces employees and officers of All India Services on their posting to a Non-family stations was extended up to 30.06.2021 on payment of normal rate of licence fee, it is further clarified that the term 'Non Family station' includes:

SUBJECT- FUNDAMENTAL (SECOND AMENDMENT) RULES, 2018 - OPTION TO BE SUBMITTED BY CHS AND DENTAL DOCTORS TO SERVE THE GOVERNMENT UPTO 65 YEARS - Reg.

The undersigned is directed to forward herewith the Department of Personnel and Training's notification No. GSR 767(E) published in the Gazette Of lndia dated 11.08.2018 vide which the age of superannuation in respect of the doctors belonging to Central Government and Central Government entities including Central Health Service (CHS) and dental doctors under the Department of Health and Family Welfare shall be 62 years unless they exercise the Option of posting to teaching/ clinical/ patient care/implementation of health programmes/ Public Health Programmes and functions and other areas/functions including advisory and consultancy etc. depending on their expertise and experience as decided by the competent authority from time to time, in case they desire to continue in their service upto the age of 65 years.

2. in pursuance to the above mentioned notification, it has been decided that the option in the prescribed format may be submitted by the doctors of Central Health Service and dental doctors under the Department of Health and Family Welfare who have already attained the age of 62 years or attaining the age of 62 years within 6 months from the date of publication of these amendment rules dated 11.08.2018 for their further posting to teaching/ clinical/ patient care/implementation of health programmes/ Public Health Programmes and functions and other areas/functions including advisory and consultancy etc depending on the field of their expertise/experience, in case they desire to continue in the service upto the age of 65 years.

3. The serving doctors belonging to the CHS and dental doctors of Department of Health and Family Welfare who have already attained the age Of 62 years or attaining the age of 62 years within 6 months from the date of publication of these amendment rules dated 11.08.2018 may exercise their option for posting to teaching/ clinical/ patient care/implementation of health programmes/ Public Health Programmes and functions and other areas/functions including advisory and consultancy etc depending on the field of their expertise/experience, within a period of 30 days from the date of commencement of the Fundamental (Second Amendment) Rules, 2018.

4. The doctors working in Organisations /Hospitals/Institutions, etc. under the administrative control Of the Department of Health and Family Welfare, Government of indie and meeting the criteria mentioned in para 3 above may furnish their option through their respective Heads of Organisations Hospitals/institutions, etc. within the period specified in para 3 above to the Joint Secretary (CHS), Department of Health and Family Welfare, Nirman Bhawan, New Delhi-110001.

5. The serving doctors belonging to the CHS and dental doctors of Department of Health and Family Welfare who fail to exercise the option with regard to their continuation in service upto 65 years as mentioned in para 3 above shall stand superannuated from their service on attaining the age Of 62 years or on expiry of 30 days, as the case may be, from the date of commencement of the Fundamental (Second Amendment) Rules, 2018 dated 11.08.2018 whichever is later.

6. As this will be an ongoing process, the heads of Organisations, Hospitals / Institutions under the Department of Health and Family Welfare should send the ‘option’ to be submitted by the doctors who are going to attain the age of 62 years, in the prescribed format 6 months in advance, to this department i.e. to Joint Secretary (CHS), Department of Health and Family Welfare, Nirman Bhawan, New Delhi. The doctors who fail to exercise the ‘option’ with regard to their continuation in service upto 65 years as mentioned in para 3 above and within the period specified above, shall stand superannuated from their service on attaining the age of 62 years.

7. The other Ministries/Department etc, concerned with the implementation of the Union Cabinet decision dated 27.06.2018 concerned with the implementation of the decision and are covered by the provisions of FR56(bb) are hereby provided a copy of the notification amending FR56(bb). A copy of Option Form prescribed for the doctors of CH8 and Dental doctors of MoHFW is enclosed for reference / guidance.

8. These instructions are available on this Department’s website i. e. www.mohfw.gov.in

9. These instructions may be brought to the notice of all concerned including doctors of CHS and dental doctors under the Department of Health and Family Welfare.

Sub: Grant of financial upgradation under ACP & MACP schemes for the central Government Civilian Employees including Railway employees - reg.

Ref: (i)  Dop&T oM No.35034/1/97-Estt (D) dated 09/08/1999.
        (ii) Dop&T oM No.35034/3/2008-Estt (D) dated 19/05/2009.

NFIR invites kind attention to the OM dated 09/08/1999 wherein the Government of India (DoP&T) had introduced 'Assured career Progression Scheme' (ACPs) for the central Government civilian Employees pursuant to the recommendation of 5th central pay commission. The ACP Scheme was made effective in the Central Government departments from 1999. The ACP Scheme remained functional until 31/08/2008 (as clarified by the DoP&T vide para 9 its OM dated 19/05/2009) due to the fact that the 'Modified Assured Carrer Progression Scheme' was introduced by the DoP&T, replacing ACPS w.e.f. 01/09/2008, pursuant to the recommendations of 6th CPC.
The Federation has however been receiving representations from the Central Government civilian Employees, mainly railway employees from all corners of the country to make the MACP Scheme operational w.e.f. 01/01/2006
01/01/2006 instead from 0l/09/2008, pursuant to the order dated 08th December, 2017 passed by the Hon'ble Supreme Court in Civil Appeal Diary No.3744 of 2016. In this connection, NFIR places following facts for consideration:-
  • on perusal of the order of the Apex court, it is found that the Hon'ble Apex court has held that the MACP is a part of pay structure recommended by the 6th CPC, the same cannot be considered as allowance which had been given effect from 01/09/2008. The said order has also cited the Resolution dated 30/08/2008 of the Government which was referred in the notification issued by the Ministry of Finance wherein MACP has been defined part of 'Pay structure' and not as 'Allowance' and therefore should be given effect from 01/01/2006.
  • The order dated 8th Dec 2017 passed by the Apex court has already been implemented by the Ministry of Defence, giving effect to the MACPs w.e.f.01/01/2006 through an OM dated 25/07/2018.
  • DoP&T may kindly take note that in para 6.5.2 & 6.5.4 of the report of 6th CPC, the Commission had recommended for implementation of the revised pay structure consisting of Pay Band and Grade Pay w.e.f. 01/01/2006 while the revised allowances were given effect from prospective date i.e. 01/09/2008.
  • Ministry of Finance vide Gazette of India, Extraordinary Notification of Resolution No. 1/1/2008-IC dated 29/08/2008 had implemented revised pay structure (Pay Band & Grade Pay) w.e.f. 01/01/2006 whereas the implementation of MACPS was made effective from 0110912008, Accordingly, Ministry of Railways also implemented revised Pay structure w.e.f. 01/01/2006 vide its order dated 04/09/2008 while the rates of Non Practicing Allowance (NPA) were revised w.e.f. 01/01/2006 vide Board's order dated 22/09/2008. Therefore, the MACPS which is part of Pay structure as decided by Apex Court should be given effect from 01/01/2006 in railways and all other Central Government departments.
  • Another important fact which cannot be ignored is, that the Apex Court had held that the benefit of ACP granted to an employee is part of the Pay structure which not only affects the pay but also pension of the employee, therefore, decided that the ACP is not allowance but a part of pay. At the same time, the Hon'ble Supreme Court further held that there can be no dispute that grant of ACP is part of pay structure and that the resolution dated 30/08/2008 relating to implementation of 6th CPC recommendations on pay structure, pay bands, grade pay etc have been given effect from 0110112006 and also added that this is the decision of the Cabinet which could not have been modified by issuing executive instructions.
  • NFIR suggests that while issuing modified instructions, in compliance with Apex Court order, the DoP&T may allow option opportunity to all those beneficiaries of ACPS as well MACPS to exercise their option for financial upgradation from the dates advantageous to them so as to avoid further grievances.
  • Summing up, NFIR urges upon the DoP&T to kindly consider the above points and issue modified instructions for granting financial upgradation under MACPS with effect from 01/01/2006 as was done by the Ministry of Defence. A copy of the instructions issued may be endorsed to this Federation.
