AIRF General Secretary Shiva Gopal Secretary writes a letter to Railway Board regarding the issue of stepping up of pay of senior employees/supervisors at par with junior employees/supervisor staff who are getting higher grade pay due to financial upgradation under MACP Scheme, which has finalized with the Staff Side in the MACPS Anomalies Committee Meeting held on 27.7.2012. AIRF requested to issue the appropriate orders without loss of time with the consulting of DoP&T. We have reproduced the full text of the letter and given below for your information…

Ref: Railway Board’s ID. Note No.EC-VI2009IACP12JPt. I dated 13.11.2012 addressed to Director(Estt. I). DoP&T
It is understood that Railway Board has already made a reference to DoP&T vide l.D. Note number referred to above, based on the agreement arrived in the MACPS Anomalies Committee Meeting held on 27.07.2012 on the issue of stepping up of pay of senior employees/supervisors at par with junior employees / supervised staff who are drawing higher grade pay due to financial upgradation under MACPS.

Orders from DoP&T on the above subject matter, however, are still awaited despite lapse of more than three months time. A number of queries are pouring in AIRF Office on this issue; as such it would be quite appropriate that a reference is made to DoP&T for issuing suitable orders without further loss of time.
It is further requested that other issues already agreed to, appearing on the agenda of MACP’s National Anomalies Committee, in the meeting held on 27.07.2012, may also be finalized at an early date.
An early action in the matter is solicited.

New Pension System : Status of subscribers of NPS as on 10th November, 2012

Implementation of NPS

The New Pension System (NPS) has been implemented for various sectors like Central Government, State Government, Private Sector and NPS-Life.  The status of NPS in these sectors as on 10th November, 2012 is as under:-
The number of subscribers is increasing every year in all the sectors.

There is no proposal to increase the monthly contribution of subscribers by the Government.  The Government provides matching contribution for the Central Government employees who are covered under the NPS scheme.  In case of NPS Swavalamban accounts, Rs. 1000/- per annum is being contributed by the Government.
NPS Trust consisting of professionals with expertise in the field of Investment and Asset Management has been constituted.  The NPS Trust regularly monitors the performance of the Pension Funder Managers (PFMs) appointed by Pension Fund Regulatory & Development Authority (PFRDA).  PFMs manage the investments of subscribers of NPS in conformity with the Investment Management guidelines prescribed by the NPS Trust.

CHQ writes to CMD regarding grant of five advance increments to departmental JAOs who passed the JAO Part II examination held in January 2010

During our meeting with GM (Estt) on 31.7.2012 we were informed that the Committee constituted for considering the issue has recommended grant of advance increments to remove the anomaly and that the Management Committee will consider the recommendation.

We have been waiting patiently for more than three months for the Management Committee to take a view on the issue. But no decision appears to have been taken in this regard till date. The delay is causing a lot of resentment among the affected JAOs.'

160 posts of different categories have been sanctioned in the Central Information Commission for catering to 11 registries for the Chief Information Commissioner and 10 Information Commissioners and the secretarial wing. Of these, 135 posts have been filled to cater to one Chief Information Commissioner and 7 Information Commissioners, in place at present and secretarial wing of Central Information Commission.

At the time of the constitution of the Central Information Commission 68 posts were created in 2005. In 2007, the posts were enhanced to 106 and later to 116 in 2008. The Staff Inspection Unit of the Department of Expenditure in 2010 assessed the requirement of posts as 154 and after detailed consultation with the Department of Expenditure, keeping in view the recommendations of the SIU, 160 posts have been sanctioned in 2011.

However, it has been decided in consultation with Chief Information Commissioner that Central Information Commission should be granted autonomy in recruitment of staff. Out of 14 categories of post, Recruitment Rules(RRs) have been notified for 11 categories comprising of 130 employees. Recruitment Rules for rest of 3 categories of posts namely Registrar, Hindi Translator and Librarian constituting 4 posts are under finalization. 6 officials are appointed in Central Information Commission under central staffing scheme and one post has been encadred. Rest of the posts are filled up on tenure/contract/outsource basis. The Commission has started the recruitment process for the posts for which Recruitment Rules have been notified.

This was stated by Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office in written reply to a question by Sh. Jesudasu Seelam in the Rajya Sabha today.

The Centralised Enquiry Service on single enquiry number, 139 is operated on Public Private Partnership basis. The entire cost of infrastructure and operation of this service is borne by the franchise out of revenue from call charges. The passengers are being charged the telephone call/Short Messaging Service (SMS) by the Telecom Service Providers (TSPs)

The following call charges are applicable for calls on 139:- Landline: Rs. 1.20 for a pulse of 180 seconds for calls from Metros cities while from non-metro cities, Rs. 1.20 for a pulse of 60 seconds is charged. Mobile: Rs 1.20 for a pulse of 60 seconds for calls from metro cities and Rs. 2.00 for a pulse of 60 seconds for calls from non-metro cities.

SMS: Rs. 3.00 per SMS

The call charges for 139 services are fixed in terms of the agreement between Indian Railway Catering and Tourism Corporation (IRCTC) and the franchisee which was fianlised through a process of open tender. The agreement is valid till January, 2017 and the call/SMS charges are applicable for the period of contract.

About 6.70 lakh and 2 lakh SMSs are being received on Centralised Enquiry Number 139 every day.
