The issue regarding accepting Aadhaar and Driving Licence as valid proof of identity when presented from digital locker account of the passenger has been examined by Ministry of Railways and it has been decided that while undertaking journey in a train, if a passenger shows the Aadhaar/Driving Licence from the 'Issued Documents' section by logging into his/her DigiLocker account, the same should be considered as valid proof of identity. It is, however, clarified that the documents uploaded by the user himself/herself (i.e. the documents in 'Uploaded Documents' section) will not be considered as a valid proof of identity.

At present, the following proofs of identity are considered as valid for undertaking journey in any reserved class of Indian Railways :-

I. Voter Photo identity card issued by Election Commission of India

II. Passport

III. PAN Card issued by Income Tax Department

IV. Driving License issued by RTO

V. Photo identity card having serial number issued by Central/State Government

VI. Student Identity Card with photograph issued by recognized School/College for their students

VII. Nationalised Bank Passbook with photograph

VIII. Credit Cards issued by Banks with laminated photograph

IX. Unique Identification Card-Aadhaar, m-Aadhaar & e-Aadhaar

X. Photo Identity cards having serial number issued by Public Sector Undertakings of State/Central Government, District Administrations, Municipal bodies and Panchayat Administrations

 XI.    In case of reserved tickets booked through computerized Passenger Reservation System (PRS) counters, for undertaking journey in Sleeper (SL) & Second Reserved Sitting (2S) classes, attested photocopy of Ration Card with photographs and Nationalized Bank Passbook with Photograph are also accepted

Sub: Salary and Travelling Allowance to retired Railway Staff re-engaged in Railways - reg.

vide Railway Board’s instructions under letter No.E(NG)II/2007/RC-4/CORE/I dated 16/10/2017
[Item (vii) of para 2], it has been stipulated that the monthly remuneration of a retired employee being re-engaged be determined by reducing pension from his/her last pay drawn (i.e Basic Pay + DA). also vide Board’s letter dated 12/12/2017, the maximum age limit for re-engagement of retired hands has been enhanced to 65 years from 62 years.

Federation received grievances from the re-engaged retired hands with regard to non-payment of their legitimate dues as mentioned below:-

The re-engaged retired employees, when they work on continuous duty roster under HOER, they are denied payment of salary for performing extra hours of work beyond duty roster hours (i.e. 12 hours duty against duty hours of 8 hours).

When the retired employee is sent out of his headquarter station for performing duties at out station, he is denied payment of TA (daily allowance) on the plea that the Railway Board has not given any direction for payment of T.A., in such eventualities while payment of remuneration only is allowed as per Railway Board’s letter dated 16/10/2017.

perusal of above two points reveal that even the re-engaged retired hands, like other Railway staff, are required to be governed by the provision of HOER and when they are made to perform 12 hours duty against the rostered 8 hours, they should be paid additional wages as Over Time Allowance Similar;y, when these retired staff are sent out of their headquarters for performing duties, they should be paid Travelling Allowance (Daily Allowance) similar to the serving staff based on the rate of last basic pay drawn.

NFIR, therefore, requests the Railway Board to consider the above valid points and issue instructions to the zonal Railway etc., for payment of Over Time Allowance and the Travelling Allowance (daily allowance) to the retired re-engaged staff similar to serving staff.
A copy of the instructions issued may be endorsed to the Federation.

The issue regarding grant of financial upgradation to Section Controllers ignoring the movement from the post of Station Master to Section Controller has been consideration of Board for some time. It has been decided that appointment to the post of Section Controller (G.P Rs. 4200/-)/Rs. 5500-9000(5th CPC) from the post of Station Master (G.P Rs.4200/-)/ Rs. 5000-8000 (5th CPC) is to be treated as lateral shift instead of promotion and therefore, should not be reckoned for the purpose of MACPS.

2. However, in cases where benefit of pay fixation under Rule 1313 {FR-22(I)(a)(i)} R-II, IREC Vol-II has already been extended on appointment as Section Controller (G.P Rs. 4200/-)/Rs.5500-9000(5th CPC) from the post of Station Master (G.P Rs.4200/-)/Rs.5500-9000 (5th CPC) treating the same as promotion (including under Court's directions) this should be reckoned for the purpose of MACPS so that double benefit of promotional pay fixation and MACPS is avoided.

3. This issue with the concurrence of the Finance Directorate of the Ministry of Railways.

New Delhi, the 28th June, 2018

F. No. NCTE-Regl 012/16/2018. -In exercise of the powers conferred by sub-section (1) of Section 23 of Right of Children to Free and Compulsory Education Act. 2009 (35 of 2009) and in pursuance of notification number S.O. 750(E), dated the 31st March, 2010 issued by the Department of School Education and Literacy, Ministry of Human Resource Development, Government of India, the National Council for Teacher Education (NCTE) hereby makes the following further amendments to the notification number F.N. 61-03/20/2010/NCTE/(N&S), dated the 23rd August, 2010, published in the Gazette of India, Extraordinary, Part III, Section 4, dated the 25th August, 2010, hereinafter referred to as the said notification namely:-

(1) In the said notification, in para 1 in sub-para (i), in clause (a) after the words and brackets “Graduation and two year Diploma in Elementary Education (by whatever name known), the following shall be inserted, namely:-
OR
"Graduation with at least 50 % marks and Bachelor of Education (B.Ed.)"

2. In the said notification in para 3, for sub-para(a), the following sub-para shall be substituted namely:-
"(a) who has acquired the qualification of Bachelor of Education from any NCTE recognized institution shall be considered for appointment as a teacher in classes I to V provided the person so appointed as a teacher shall mandatorily undergo a six month Bridge Course in Elementary Education recognized by the NCTE, within two years of such appointment as primary teacher".

University Grant Commission has published an important order regarding the arrears of 7th Pay Commission for Non-Teaching Staff of Central Universities.

As per the instructions received from the Ministry of Human Resources Development(MHRD), 30% of additional liability by Central Universities for implementation of 7th CPC recommendations for Non-Teaching Staff of Central Universities.

The UGC (Under MHRD) has already released 70% of arrears from 1.1.2016 to 31.12.2017 to University/College Teachers and Other Academic Staff, University Officers, Non-Teaching Staff and Teachers working in Model Schools.
