OFFICE MEMORANDUM

Subject: Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.1.2016.

The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1/3/2015-E-II (B) dated 23rd September, 2015 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 119% to 125% with effect from 1st January, 2016.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E-ll(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

Central Government Employees asked to declare ‘Bigamy’ in Service Book

All central government employees will have to give declaration regarding bigamy in their service book, as per the Centre’s new proposal.

The Department of Personnel and Training (DoPT) has decided to modernise the employees’ service book to make it user friendly and has issued its new format.

The employees need to give a declaration regarding bigamy – those having two wives or two husbands at the same time – in their service book under the new format, according to the DoPT’s Office Memorandum F.No.21011/15/2010-Estt.(Allowance) was issued on Tuesday.

As per existing norms, no employee shall enter into a marriage with a person having a spouse living unless the central government permits him or her to do so.

The service book will have Aadhaar number and three photographs of an employee – one at the time of joining, another after completion of 18 years of service and third photograph one year ahead of the date of retirement.

An employee’s service book contains his or her bio-data, details of posting, qualifying service, house building advance, besides those regarding Central Government Health Scheme, Central Government Employees Group Insurance Scheme and Leave Travel Concession.

A senior DoPT official said the mentioning of Aadhaar number in the service book will help in ensuring timely delivery of all pension related benefit to employees.

There are about 50 lakh central government employees working across the country.

One Rank One Pension gets ex-post facto Cabinet nod

The One Rank One Pension scheme, brought in last November to benefit more than 2.5 million ex- servicemen and war widows, today received ex-post facto approval from the Union Cabinet.

Under the scheme, pension would be revised on the basis of the pension of retirees of calendar year 2013 and the benefit will be effective from July 1, 2014.

In future, the pension would be revised every five years.

“The Union Cabinet has given its ex-post facto approval for implementation of OROP… Financial implications on account of grant of OROP, including pre-matured retiree cases, would be Rs 10,925.11 crore for payment of arrears and annual financial implication would be Rs 7,488.7 crore,” a statement here said.

Information is being gathered for processing on priority basis the cases of 1.15 lakh pensioners after filling in the gaps in information such as the length of service, it said.

Last month, the government had announced that it has credited revised pensionary benefits along with arrears under One Rank-One Pension scheme to more than 2 lakh pensioners drawing service and disability pensions.
