Subject : Grant of Grade Pay of Rs.4200/- to Stenographers Grade ‘D’ of CSSS in Non Functional Selection Grade (NFSG)- clarification regarding.

The undersigned is directed to refer to this Departments O.Ms. of even numbers dated 22.09.2011 and 27.05.2013 on the subject mentioned above and to say that the references have been received in this Department from various Ministries /Departments seeking advice as to whether the Non Functional Selection Grade (NFSG) of Rs.4200/- can be granted to those Steno Grade 'D’ whose ACRs/APARs for the last 5 years are not available though they have completed 5 years of approved service in the Grade. It has also come to the notice of this Department that some Ministries / Departments have already granted NFSG of Rs.4200/- to their Steno Grade ‘D’ whose ACRs / APARs for the last 5 years were not available.

2. The O.M. creating a new grade of UDC (NFSG) of CSCS and Stenographer Grade ‘D’(NFSG) of CSSS bad been issued vide this Department’s O.M. No.20/49/2009-CS-II(B) dated 22.06.2011 in consultation with the Department of Expenditure. It has been laid down in para 1(b) of ibid O.M. dated 22.06.2011 that an Internal Committee will be constituted by the concerned Cadre Unit who shall consider the last 5 years’ ACRs/APARs of the officials concerned and, as per their recommendations, suitable officials will be placed in the NFSG. In the case of SC/ST officials, they may be granted the NFSG even if they do not fulfill the criteria as laid down in para 1(b) (iii), provided they are not found unfit by the Committee.

3. In view of the above, all Ministries / Departments are advised to strictly follow the procedure laid down in this Department’s O.M. dated 22.06.2011 and grant the NFSG on the bass of the overall performance of the officials during the last 5 years’ ACRs/APARs of the officials concerned irrespective of the category i.e. UR or SC/ST. They are further advised to take appropriate action, If any official has been allowed NFSG of Rs.4200/- without considering his / her performance on the basis of ACRs/APARs for the last 5years.

The undersigned is directed lo refer to the O.M. of even number dated 8th March, 2010. It is clarified, that the provisions of this O.M. are applicable from the 1st January, 2006, the date from which the revised Pay Scales became applicable.

2. In so far as persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

Qualifying Service for Promotions

The qualifying service of UDCs of CSCS has been enhanced to ten years for promotion to the Assistants’ Grade vide CSS (Preparation of Select Lists for the Section Officers’ and Assistants Grades) Regulations, 2013, notified on 12th July, 2013.

These Regulations have been given retrospective effect from 1st July, 2009. The DoP&T’s OM dated 25.3.1996 which provides for relaxation in eligibility service to seniors when their juniors are considered for promotion has no bearing on enhancement of qualifying service.

This was stated by Shri V. Narayanasamy, MOS (PP) in written reply to a question by Shri Raju Shetti in Lok Sabha today.

Erstwhile Group D posts have been categorized as Group C after implementation of 6th CPC.
 
No such decision has been taken by the Government to reduce certain percentage of posts annually.  As per the Office Memorandum issued by the Ministry of Finance (Department of Expenditure) on 18.09.2013 on ‘Expenditure Management – Economy measures and rationalization of Expenditure’, posts that have remained vacant for more than a year are not to be revived except under very rare and unavoidable circumstances and after seeking clearance of Department of Expenditure.  Individual Ministries/Departments have to take necessary action to fill up vacant posts in their Departments.
 
This was stated by Shri V. Narayanasamy, MOS (PP) in written reply to a question by Shri A. Sampath , Shri Ashok Kumar Rawat, Shri Vilas Muttemwar, Dr.Ram Chandra Dome and Shri M.B.Rajesh in Lok Sabha today.

The Convenor of United Forum of Bank Unions (UFBU) has served a notice of strike dated 2nd December 2013 informing us of their decision to go on a All India strike on 18th December 2013. A copy of the Notice listing their demands is enclosed.

In the event of the strike materializing on the 18th December 2013, we request you to take necessary steps/action including enforcing wage cut as may be necessary as per extant Government guidelines and guidelines issued by IBA from time-to-time and our circular No.PD/CIR/76/Q/177 dated 3rd May, 1993 and our circular no.CIR/HR&IR/76/Q/2009-10/1224 dated 25th August 2009. Please also advise all your branches/offices to prominently display a suitable notice regarding the proposed strike on 18th December 2013 for the benefit of customers and the general public.

Respected Sir,

With due regards, it is submitted that OFB had asked the comments/views of this Federation vide letter cited under reference (1) whereupon this federation forwarded its views vide letter cited under reference (2) whereby it had been requested that vide DOP&T O.M. No. 20/49/2009-CS.II (B), Dated 22.06.2011 a new grade of UDC (Non Functional Selection Grade) has been created in Central Secretariat Services cadre in the grade pay of Rs. 4200/- in the Pay Band-2 with immediate effect with the condition that UDCs shall be eligible for placement in ‘NFSG’ on completion of 05 years service as UDC and the total number in the grade will be restricted to 30% of the sanctioned strength of UDC, hence, it should be incorporated in the proposed Recruitment Rules that 30% of UDCs (total sanctioned strength of UDC is 2125 in OFB) should also be placed in the new grade of UDC(NFSG) in the grade pay of Rs. 4200/- in the Pay Band-2 on completion 05 years regular service as UDC in the grade pay of Rs. 2400/-.

Employees were much hopeful that OFB would incorporate the above suggestion of BPMS but it is very painful to see the SRO 43, dated 24.06.2013 forwarded by OFB letter No. 288/RR/SRO/Clerical/A/NI, dated 14.08.2013 that nothing has been done in this regard.

However, you are requested to reconsider the issue and take appropriate action so that 30% of UDCs may be placed in the Grade Pay of Rs. 4200/- after completion of 05 yrs regular service.

Respected Sir,
With due regards, I would like to draw your kind attention on the subject wherein the issue of grant of MACP benefit in the hierarchy of promotional grade instead of hierarchy of grade pay is being demanded & discussed by this Federation at every forum.

 It has now been brought to our notice that an affected employee had challenged the Government’s decision on the subject vide his O.A. No. 1038/CH/2010 in CAT Chandigarh and that the Hon’ble CAT Chandigarh vide its order dated 31.05.2011 granted the prayer of the petitioner and directed the authorities to grant MACP benefit in the hierarchy of promotional grade. Thereafter, the Union of India represented by the Secretary, DoP&T appealed to the Hon’ble High Court of Punjab and Haryana vide CWP No. 19387 of 2011. This appeal of the DoP&T was subsequently dismissed vide order dated 19.10.2011.

The Government thereafter approached the Hon’ble Supreme Court vide SLP No. 7467/2013, the Hon’ble Supreme Court dismissed the said SLP.

In view of the above, the issue now stands settled that eligible employee needs to be given MACP benefits in the promotional hierarchy only.

As such, you are requested to kindly issue necessary directives to all units under your jurisdiction to implement the same immediately.

Sub : Restructuring of certain Group 'C' cadres.

The Ministry of Railways have had under review Cadres of certain Group 'C' staff in consultation with both the recognized Federations (AIRF/NFIR) with a view to strengthen and rationalize the staffing pattern on Railways. As a result of the review undertaken on the basis of functional, operational and administrative requirements, it has been decide.d with the approval of the President that the Group 'C' categories of staff as indicated in the Annexures 'A' to 'H' this letter should be restructured in accordance with the revised percentages indicated therein. While implementing these orders the following instructions should be carefully and strictly adhered to:

Date of effect
1.The restructuring of the cadres will be with reference to the sanctioned cadre strength as on 01-11-2013. The staff who will be placed in higher grade pay as a result of implementation of these orders will draw pay in higher grades w.e.f. 0141-2013. The benefit of restructuring will be restricted to the persons who are working in a particular cadre on the cut-off-date i.e. 01-11-2013.
Applicability to various cadres
2.These orders will be applicable to the permanent regular cadres (excluding surplus & supernumerary posts) of the Open Line establishments including Workshops, Production Units, RDSO and Centralized Training Institutes. Only those temporary posts which are in operation for atleast three years may also be taken into account for the purpose of applying revised percentage. This will be subject to certification that these posts are meant for regular activities which will continue and not for any sporadic requirements.

 2.1 These orders will also be applicable to the regular posts of Group 'C' cadres, borne on the permanent establishment of Centralized Training Institutes, chargeable to Revenue and identical in AVC, Grade Structure, Designation &. Recruitment pattern to that of same categories on the Zonal Railways.

 2.2 These orders will not be applicable to ex-cadre work- charged posts which will continue to be based on worth of charge. 2.3 These instructions will also not be applicable to construction Units and Projects, where posts are generally created on worth of charge basis. For creation of posts in these units the percentage distribution of posts as in Open Line/Production Units may be generally kept in view, taking into account the availability of funds and extant rules for the same.
Pay Fixation
3. The pay of staff promoted against the additional higher grade posts as a result of restructuring (including chain/resultant vacancies) will be fixed as per Rule 13 of RS(RP) Rules,2008 with the benefit of one increment @ 3% of basic pay, with the usual option for pay fixation as per extent rules.
Existing classification and filling up of the vacancies
4. The existing classification of the posts covered by these orders as selection' and 'non-selection', as the case may be remains unchanged. However, for the purpose of implementation of these orders, if any -individual Railway servant becomes due for promotion to a post classified as a 'selection' post, the existing selection procedure will stand modified in such a case to the extent that the selection will be based only on scrutiny of service records and confidential reports without holding any written- and-/or -viva-voce test. This modified selection procedure has been decided upon by the Ministry of Railways as a one time exception by special dispensation, in view of the numbers involved, with the objective of expediting the implementation of these orders. Similarly for posts classified as 'non-selection' at the time of this restructuring, the promotion will be based only on scrutiny of service records and confidential. reports. In the case of Artisan staff, the benefit of restructuring under these orders will be extended only on passing the requisite Trade Test. 

4.1Normal vacancies existing on 01-11-2013 (except direct recruitment quota) and those arising on that date from this cadre restructuring including chain/resultant vacancies should be filled in the following sequence: (i) From panels approved on or before 01-11-2013 and current on that date; (ii) and the balance in the manner indicated in pare 4 above. 

4.2Such selections which have not been finalized by 01-11-2013 should be cancelled/abandoned.

4.3 All normal vacancies arising from 02-11-2013 will be filled by normal selection procedure.

4.4 All vacancies (including chain/resultant vacancies) arising purely due to this cadre restructuring • should be filled up by senior employees who should be given benefit of the promotion w.e.f. 01-11-2013 whereas for the normal vacancies existing on 01-11-2013, junior employees should he posted by modified selection procedure but they will get promotion and higher pay from the date of taking over the posts as per normal rules, Thus the special benefit of the promotion w.e.f. 01-11-2013 is available only for vacancies arising out of cadre restructuring and for other vacancies, the normal rules of prospective promotion from the date of filling up of vacancy will apply.

4.5 In cases where percentages have been reduced in the lower grade and no additional post becomes available as a result of restructuring, the existing vacancies on 01-11-2013 should be filled up by normal selection procedure.

4.6 Direct recruitment percentages will not be applicable to the additional posts arising out of these restructuring orders as on the date of effect. The direct recruitment percentage will apply for normal vacancies arising on or after the date following the date of effect i.e. 01-11-2013. The direct recruitment quota as existing prior to the date of effect in certain categories will continue to be maintained.

4.7 Employees who retire/resign or expire.in between the period from the date of effect of these orders to the date of actual implementation of these orders, will be eligible for the fixation benefits and arrears under these orders w.e.f. 01-11-2013, if they are otherwise eligible for the said benefit. 5. Extant instructions for D&A/Vigilance clearance will be applicable for effecting promotions under these orders with reference to date of effect of these orders.
Minimum years of service in each grade
6. While implementing the restructuring orders, instructions regarding minimum period of service required for promotion issued from time to time should be followed. However, while considering any relaxation in the residency period prescribed for promotions to various categories, General Managers would personally ensure that the safety aspect of Railways is not compromised.
Basic functions duties and responsibilities
7.Since the cadres as detailed in the annexures to this letter are being restructured on functional, operational and administrative considerations, the posts being placed in higher scales of pay as a result of restructuring should include the duties and responsibilities of greater importance.
Adjustment of excess number of posts.
8.If prior to issue of these instructions the number of posts existing in any grade in any particular cadre exceeds the number admissible on the revised percentages, the excess may be allowed to continue to be phased out progressively with the vacation of the posts by the existing incumbents.
Provision of reservation
9. The existing instructions with regard to reservation of SC/ST wherever applicable will continue to apply.
Pin pointing of posts
10. The administration should take steps to pin-point the additional posts arising out of this restructuring as per administrative requirements. However, in those cases where due to pin-pointing of posts staff is required to join duties in the upgraded posts at a different station, such staff may be allowed the benefit of upgradation/promotion on "as is where is basis" for the time being and allowed to join the pin-pointed post at the new station within six months time from the date of issue of promotion order, subject to the satisfaction of HOD on merit in each case.
Refusal of promotion
11. Such of the Staff as had refused promotion before issue of these orders and stand debarred for promotion may be considered for promotion, in relaxation of the extant provisions as a one time exception, if they indicate in writing that they are willing to be considered for such promotion against the vacancies existing on 01-11-2013 and arising due to restructuring on the date. This relaxation will not be applicable to vacancies arising after the date of effect i.e. 01- 11-2013.
Matching Savings
12. Entire scheme of restructuring is to be a self-financing and expenditure neutral proposition. Financial implications should be worked out taking into account the revised basic pay (including the Grade Pay) corresponding to the midpoint of the pre-revised pay scales in respect of each post as listed in the fitment table circulated vide Railway Board's letter no. PC-VI/ 2008/i/RSRP/1 dated 11-09-2008 and 12-09-2008, along with the Dearness Allowance as applicable on date of effect of these orders. 
 
 12.1 After working out the financial implications, the matching savings should be effected from the category itself. Wherever it is not possible to do so from the category itself, the matching savings should be arranged from the department at the divisional/zonal level. But before restructuring the cadre as per the revised percentage distribution of posts, matching savings will have to be ensured and if the Department/Railways are not able to provide the matching savings, the particular category/department will not be restructured. While effecting surrender of posts of equivalent financial value, the existing vacant posts available in the categories on the date of effect should be considered for the purpose of off-setting the cost of restructuring/financial effects of restructuring. Board desires that the General Managers should ensure that the restructuring is implemented expeditiously with matching saving without any exception and difficulty. There would be no restructuring without matching savings by surrender of posts. 
 
 12.2 Revised percentage distribution of posts as per these orders is to be based upon the sanctioned cadre strength as on 01-11- 2013. Surrenders are to be effected on this sanctioned strength and the resulting imbalance/variation in the cadres is to be reviewed at the time of next annual review as indicated below
Annual review
13. As per instructions contained in Board's letter No. PC-VI/ 2009/CRC/4 dated 26.03.2010, the Annual Review due to be conducted as on 01-04-2010 on the cadre strength of 01-04- 2010 was suspended. It has now been decided that the next: Annual Review will be undertaken from 01.04.2015 taking into account the cadre strength as on 01.04.2015.

This issues in consultation with the Establishment Directorate and with concurrence of the Finance Directorate of this Ministry. The receipt of this letter may please be acknowledged.

Administrative Functioning of Cghs Unani

Central Government Health Scheme provides the healthcare facilities to its beneficiaries predominantly in the Allopathic system of medicine as per their demand. AYUSH system of medicine is a very small component under CGHS. The Unani system is an even smaller component of AYUSH. There are 10 small units of Unani system consisting of one or two Unani doctors and pharmacists attached to main CGHS Wellness Centres in Delhi, Kolkata, Lucknow, Hyderabad and Bangalore.

Keeping in view the size and strength of Unani component, it is not considered feasible and financially viable to create separate administrative set up for different systems of medicine. Since the infrastructural facilities of Wellness Centre are common for all systems, the administrative control of Wellness Centre is vested in the CMO In-charge. The Unani doctors enjoy professional freedom in exercise of their duties as doctors. However, they are under the overall administrative control of the Additional Director (CGHS) of the city concerned.

This was stated by Shri. Ghulam Nabi Azad, Union Minister for Heath and Family Welfare, in a written reply to the Rajya Sabha today.

Sub: Notification for amendment of clause (2) of FR 29

The undersigned is directed to say that the FR 29(2) provided that if a Government servant is reduced as a measure of penalty to a lower service, grade or post or to a lower time scale, the authority ordering the reduction may or may not specify, the period for which the reduction shall be effective. The Rule 11(vi) of the CCS (CCA) Rules, 1965 relating to this penalty was earlier amended vide the Notification No. F.11012/2/2005-Estt (A) dated the 2nd February, 2010. Vide the Notification No.G.S.R. 263 dated 27th October, 2013 published in the Gazette of India the FR 29(2) has now been amended, in line with the amended CCS (CCA) Rules, 1965, as follows:

"(2) If a Government servant is reduced as a measure of penalty to a lower service, grade or post or to a lower scale, the authority ordering the reduction shall specify —

(a) the period for which the reduction shall be effective; and

(b) whether, on restoration, the period of reduction shall operate to postpone future increments and, if so, to what extent.

(3) The Government servant shall regain his original seniority in the higher service, grade or post on his restoration to the service, grade or post from which he was reduced".

2. All the Ministries / Departments are requested to bring the contents of the afore mentioned amendment to the notice of all concerned for information and compliance.

3. Any existing provisions in Disciplinary Rules not in consonance with the above may be amended so that they are not in conflict with the Fundamental Rules.

These rules may be called the Fundamental (Amendment) Rules, 2013.

New Delhi, the 27th October, 2013

G.S.R. 263 :-In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Fundamental Rules, 1922, namely:-

1. (1) These rules may be called the Fundamental (Amendment) Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette. In the Fundamental Rules, 1922 in rule 29, for clause (2), the following clauses shall be substituted, namely :-

"(2) If a Government servant is reduced as a measure of penalty to a lower service, grade or post or to a lower scale, the authority ordering the reduction shall specify -

(a) the period for which the reduction shall be effective; and

(b) whether, on restoration, the period of reduction shall operate to postpone future increments and, if so, to what extent.

Post- Retirement Employment of Functional Director of CPSES

The Department of Public Enterprises, Ministry of Heavy Industries and Public Enterprises, has issued guidelines dated 15th May, 2008 which provide that no functional Director of the company including the Chief Executive who has retired/resigned from the service of the company, after such retirement/ resignation, shall accept any appointment or post, whether advisory or administrative, in any firm or company, whether Indian or foreign, with which the company has or had business relations, within one year from the date of retirement without prior approval of the Government.

Giving this information in written reply to a question in the Rajya Sabha today, Shri Praful Patel, Minister of Heavy Industries and Public Enterprises, said that the term retirement includes resignation; but not the cases of those whose term of appointment was not extended by Government for reasons other than proven misconduct. The term ‘business relations’ includes ‘official dealings’ as well.

Shri Patel said that the period of one year has been prescribed keeping in view similar provisions applicable for Government servants.

Sub: Terms of Reference of 7th CPC

Dear Colleagues,
Hon’ble Union Finance Minister made an announcement on 25th September, 2013 for constituting 7th Central Pay Commission; the Government has invited the leaders of the Federations (JCM National Council) for a meeting on 24.10.2013 to discuss the probable terms of reference of 7th Central Pay Commission.

In the meeting held on October, 24, 2013 at North Block, Room No.190, Chaired by Secretary, DOP&T the Federation leaders pointed out the following issues needs to be considered and settled.

Anomalies arisen consequent upon the implementations of VI CPC.

Anomalies relating to MACP Scheme vis-a-vis ACPs to be resolved as already discussed in Anomaly Committee

Merger of DA with Pay as was done during the year 2004.

All Cadre Review proposals should be cleared and should be de-linked with 7th CPC.

The Draft Terms of Reference – Finalised by the staff Side is given below:

(A) To examine the existing structure of pay, allowances and other benefits/facilities, retirement benefit like Pension, gratuity, other terminal benefits etc., to the following categories of employees.

    Central Government employees – industrial and non-industrial.
    Personnel belonging to All India Services.
    Personnel belonging to the Defence forces.
    Personnel called as Grameen Dak Sevak belonging to the Postal department.
    Personnel of Union territories.
    Officers and employees of the Indian Audit and Accounts Department.
    Officers and employees of the Indian Audit and Accounts Department.
    Officers and employees of the Supreme Court.
    Members of Regulatory bodies (excluding RBI) set up under Act of Parliament.


(B)  To work out the comprehensive revised pay packet for the categories of Central Government employees mentioned in (A) above as on 01.01.2014.

(C)  The Commission will determine the pay structure, benefits facilities, retirement benefits etc., taking into account the need to provide minimum wage with reference to the recommendation of the 15th Indian Labour Conference (1957) and the subsequent judicial pronouncement of the honourable Supreme Court thereon as on 01.01.2014.

(D) To determine the Interim relief needed to be sanctioned immediately to the Central Government employees and pensioners mentioned in (A) above.

(E)  To determine the percentage of Dearness Allowance/Dearness relief immediately to be merged with pay and pension.

(F) To settle the anomalies reached in various fora of JCM.

(G) To work out the improvement needed to the existing retirement benefits, like pension, death cum retirement gratuity, family pension and other terminal or recurring benefits maintaining parity amongst past, present and future pensioners and family pensioners including those who entered in service on or after 01.01.2014.

(H) To recommend methods for providing cashless/hazzle free Medicare facilities to the employees and pensioners including postal pensioners.

MINUTES OF THE MEETING HELD ON 19.09.2013 AT MSF, ISHAPOR
ON RATIONALIZATION OF INDUSTRIAL TRADES.

The following were present in the meeting:

02. Continuing with the points discussed during the last meeting held on 13.12.2012, further deliberations were made, which went along the following lines.

03. During the last meeting held on 13.12.2012, some reservations were expressed by the staff side on merger of trades as a part of rationalization exercise, which may affect the promotional prospects of existing incumbents. The issue was deliberated at length and it was acknowledged that a change over from the existing system of trade-wise grade-wise seniority and promotion to grade-wise common seniority and promotion for all trades in a factory could be the way out.

04. Such a change over seems to be legally and administratively in order, as neither the SRO nor any of the Govt. orders stipulates that seniority and promotion are to be maintained/made trade-wise. In operational terms, the change over would mean the following:

(i) Grade-wise common seniority for all trades in a factory for the purpose of promotion

(ii) Grade-wise common reservation roster for all trades

(iii) Simplification in terms of grade-wise seniority list and reservation roster in stead of multiple grade-wise trade-wise seniority list and reservation roster.

05. The advantages of having grade-wise common seniority and promotion for all trades in a factory could be as follows:

(i) Disparity in promotion amongst trades would be removed

(ii) Vacancies which are locked in trade-wise inter grade ratio would be released for utilization.

(iii) This would enable merger of cognate trades without affecting the promotional prospects of existing incumbents.

06. While agreeing in principle with the above propositions brought out at para 3,4 & 5, the staff side stated that they would consult their constituents and come back with firm views by the next meeting. After concurrence from the staff side to the proposed grade-wise common seniority and promotion for all trades in a factory, the committee would work out merger of trades based on similarity of operation, scope for multi-skilling and promotional channel to chargeman.

07. It was agreed that there should be only one set of trades, without the distinction of Annexure-A & B. A certain percentage, say 20% may be earmarked as PR quota, to cater for promotion from labourer.

08. The views of Operating Divisions may be obtained on the proposed abolition of redundant trades as mentioned at para 7 and introduction of new trades as mentioned at para 8 of the minutes of meeting dated 13.12.2012.

JCM III LEVEL COUNCIL MEETING OF BOARD (14th MEETING OF 11th TERM) HELD ON
27th AND 28th NOVEMBER, 2013 AT KOLKATTA.

The following issue were discussed and some of the progresses on the issues are given below for the information of all our affiliated unions.

1. Ex-gratia payment of Rs.10 Iakhs to each family of the employees who lost lives while performing their bonafide duties has been cleared by M of D and sanction was issued by OFB for Rs. 3 crores in respect of 30 families.

2. Necessary clarification was issued by Department of Defence Production on the entitlement of 30 days of Earned leave for Piece workers opted leave under Factories Act but a doubt arised to PC of Fys about the date of effect for which necessary clarification will be obtained from M of D to give effect from July 2008.

3. Departmental Overtime for piece workers was abruptly stopped by OFB from the year 2006 which was not approved by M of D. orders are under issue.

4. For Clerical and Para Medical staff the cadre Review proposals now at OFB level, for Para Medical Staff, OFB finance has cleared and it would be processed further.

5. Cadre Review for Artisan Staff under M of D is to be done which is due. Now Indian Railways have revised the Cadre Review w.e.f. 01.11.2013. It was requested OFB should propose on this line for Ordnance Factory Artisan Staff on receipt of the letters from M of D.

6. The III MACP Rs.4600I- which was granted to MCM and Chargeman was now reviewed by DOP&T and M of D was directed to consider on its own, if the MCM is not the feeder grade to Chargeman. On this basis M of D convened a meeting on 21.11.2013 of Federations and Directors of all Directorates and confirmed that the MCM is not the Feeder grade to Chargeman and only HS Grade I, MCM to Chargeman is only by transfer. Now M of D has submitted the proposal to Defence (Finance) for approval. Therefore, the issue is likely to be settled Hence, it was demanded that PC of A Fys should not affect the reversion of Grade Pay from Rs.4600/- to Rs.4200/- for the serving employees till the orders are issued by M of D. It will be delayed till 31.12.2013.

7. Release of HRA for those who vacated the Quarters and not allotted the quarters has been raised to decide the matter at OFB level.

8. One time relaxation to clerical staff is a permanent demand which was forwarded to M Of D.

9. The following Cadre Review proposals have been submitted to Government through M of D.

MTS, Fire Staff, Canteen Staff, Storekeeping staff, Hindi Typist, Jr Hindi Translators, Teachers, Lab Asst, FED, Durwan, female Searcher etc.

10. Single instructions to all Factones in respect of granting ACP to Durwans will be issued on the basis of promotional hierarchy upto 30.08.2008.

11. All MCMs are now declared as Group B category employees as was demanded in last JCM meeting. They are now entitled to travel by Air on LTC 80 from the nearest Airport to North East Region and J & K. Also their contribution is increased to Rs.60/- towards Central Government Employees Insurance Scheme (CGIES).

12. Further it was demanded that for MCM Promotion, only Departmental Screening committee is held not DPC, therefore, they should be granted promotions twice in a year and not once.

13. Family pensions granted to widow daughters and unmarried daughters on the basis of DOP&T orders.

14. Piece work Co-relation is being processed.

15. It was agreed by PC of A Fys to sanction food bills while on duty to remote areas on self certification basis where registered hotels are not available necessary orders will be issued.

16. Electrical Supervisory Competency test for Chargeman, Theoretical training will be held at OFIL, Ambajhari.

17. Estate Co-ordination committee’s functioning’s will be strengthened to settle the HRA problem.

18. Chairman/OFB agreed to consider and dispose the pending requests of JWMs for transfers.

19. JWM/AWM 76 posts cleared 183 posts proposal sent for promotion 50% promotion to AWM. 50% DR Proposed.

20. Escort duty to which employees is detailed; they will be allowed to compensate the loss of Overtime by giving 75 Hours during the Quarter by which they can recover the loss. 54 Hours ceiling per week should be withdrawn. This has been agreed to consider and to issue necessary instructions to Factories.

21. In order to remove the prevailing stagnation for the Storekeepers and Supervisor NT Stores, a Joint proposal was submitted by the Staff side proposing to grand about 269 posts of Chargeman from Chargeman (T) which will relieve the stagnation. At the same time through Cadre Review, the proposed additional posts will be taken back. The proposal submitted would be agreed to consider by OFB.
