Sub :- Rates of Dearness Allowance applicable w.e.f. 01-01-2013 to the Railway employees continuing to draw their pay in the pre-revised scale as per 5th CPC.

In continuation of Ministry of Railways letter of even Number dated 22-11-2012, (PC-VI/305, RBE No.131/2012) revising rates of Dearness Allowance w.e.f. 01/07/2012 in respect of Railway Servants who continue to draw their pay and emoluments in the pre-revised scales of pay (5th CPC Scales), the rates of Dearness Allowance admissible to these categories of employees shall be enhanced from the existing rate of 151% to 166% w.e.f. 01/01/2013. All other conditions as laid down in the Board’s letter dated 17/11/2008 (RBE No.179/2008) will continue to apply.

2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Sub: Procedure for recruitment of staff in Pay Band-I of Rs. 5200-20200 (Grade Pay: Rs. 1800) on Indian Railways regarding.

In terms of existing instructions, recruitment to posts in Grade Pay: Rs. 1800 is to be conducted annually and employment notification has to be issued in July of the year taking into account the vacancies of the next calendar year. Vacancies so notified, are subject to revision since any shortfall of earlier recruitment is to be taken care of. Presently no specific instructions exist for RRCs and they are to follow RRB pattern in the absence of the same. The issue of modification of indents has been examined on references received from field units and the following has been decided by Board:

(a) The revised indents may be placed with the personal approval of General Manger of the Railway concerned, where requirement of enhancement of vacancies is to the extent of 50% or below of the notified vacancies.

(b) If enhancement is more than 50% of the notified vacancies, then Board’s specific approval will have to be taken by the Railway with the personnel recommendation of the General Manager.

(c) In case of reduction/cancellation of indent itself, Board’s specific approval will have to be obtained with the personnel recommendation of the General Manager.

(d) The stipulation made above can be exercised only once, after the notification of the vacancies has been done. For all cases as above, entire exercise be completed one month before the commencement of written examination.

RESOLUTION

The Standing Committee of Voluntary Agencies (SCOVA) was last reconstituted vide this Department's Resolution No. 42/50/20IO-P&PW(G) dated 24th June, 2011 for a period of two years. Consequent upon expiry of the tenure of the SCOVA, the Government of India has decided to reconstitute the SCOVA with the following composition : -

2. The term of SCOVA will be of 2 years. The Standing Group would serve for three terms of two years each. The Rotating Group would serve for one term of two years and would be eligible for re- nomination for one more term.

3.  The SCOVA will hold its meeting as often as may be necessary. However, it will meet at least once in a year.

4. The SCOVA will function to promote the following objectives :-
(i) To provide a feed back on implementation of policies/programme of the Department of Pension and Pensioners' Welfare.
(ii) To discuss and critically examine the policy initiatives; and
(iii) To mobilize voluntary efforts to supplement the Government action.

5. Traveling Allowance and Daily Allowance to Non official members for attending the meeting of the SCOVA shall be regulated in accordance with the provisions of SR 190 and orders of Government of India there under as issued from time to time.

6. The expenditure involved will be met from within the sanctioned budget grant of Department of Pension & Pensioners' Welfare.
