The undersigned is directed to say that pursuant to issue of OM No. 5/4/2005 CS I(S) dated 21.04.2014 by this Department on the subject mentioned above, doubts have been raised by some Ministries/Departments regarding procedure to be followed for grant of NFS to Section Officers of CSS.

2. In this connection, it is reiterated that regular Section Officers of CSS with 4 years of approved service would be considered for grant of NFS subject to vigilance clearance only in terms of this Department's OM No. 21/36/03 CS I dated 13.11.2003 and 5/4/2005-CS.I dated 25.01.2006. The word DPC wherever appearing in OM dated 21.04.2014 may be ignored.

The undersigned is directed to refer to this Department’s OM of even number dated 03.05.2016, 05.07.2016, 10.08.2016 and 24.08.2016 on the subject mentioned above and to circulate herewith the latest position regarding availability of ACRs/APARs, Vigilance Clearance, Major/Minor penalty certificate and disclosure certificate in respect of PSs of CSSS. All the cadre units are requested to check at their end the details of the non-availability of ACRs/APARs in respect of PPSs working in their cadre units and make available the requisite records to this Division immediately but not later than 23.09.2016 in any case. It may please be appreciated that the process is getting inordinately delayed for want of complete information as stated above.

2. The officers concerned are also requested to take necessary action, in their own interest, in expediting the requisite information urgently. The cadre units are also requested to upload the data (ACRs/APARs etc.) in the web based system at cscms.nic.in before submitting the same to this Department.

2000 central government organisations to accept online RTI applications


2000 central government organisations to accept online RTI applications

New Delhi: Around 2,000 Central government organisations will soon be accepting applications under the Right to Information (RTI) Act through online medium.

The move is based on the suggestion given by a group of secretaries before Prime Minister Narendra Modi.

The Department of Personnel and Training (DoPT) has started a massive exercise to train nodal officers of all such public authorities who have not yet started accepting the RTI pleas online.

In a stern directive, it has asked all the government departments to attend a workshop being organised by the DoPT in this regard  without fail. In case, the officers concerned fail to attend the workshop, a username will be created suo-motu and all these public authorities will be made live on the RTI portal.

As many as 690 public authorities have been aligned so far on the especially designed website www.rtionline.Gov.in  to enable online filing of the RTI applications.

The DoPT had during June and July this year conducted a workshop for 330 public authorities. Of these, 51 nodal officers did not attend the workshop.

Since all the public authorities (around 2,000) will have to be aligned in a time bound manner ( a target/timeline fixed and monitored at the highest level), DoPT is organising yet another training workshop as a special drive for those defaulted public authorities and nodal officers who did not attend the workshop

It requested that all nodal officers under 51 public authorities attend the workshop without fail on Tuesday, the DoPT said in the order.

It may be noted by all concerned that no further opportunity would be given to the nodal officers after this workshop, the order said.

In case the concerned nodal officer is unable to attend this training, the username will be created suo motu and the concerned public authority will be made live on the RTI online portal with effect from September 30, by DoPT, it said.

The RTI Act, 2005, enables a citizen to seek tome-bound reply on governance related matters. People can also make payment of RTI fee online.

On the occasion of completion of more than 10 years of implementation of the RTI Act, the Central Information Commission is going to hold annual convention in October, the DoPT said.

Respected Sir,
With due regards, your attention is invited to the speech of Hon’ble Prime Minister of India Sri Narendra Modi which he delivered on 26th May, 2016 in Saharanpur (U.P.) in a rally to observe the second anniversary of his Government, which was as under:

There is a shortage of doctors. In government hospitals, their retirement is 60 years in some states, 62 in some others. If adequate number of medical institutes were there, then we would have more doctors and would not feel the shortage. It is difficult to make doctors in two years but poor families cannot be forced to live without doctors.
Therefore from Uttar Pradesh, I want to announce this to my countrymen that this week our government's Cabinet will take a decision within a week and the retirement age of our doctors, whether in states or Government of India, would be made 65 years instead of 60 or 62.

Honouring the promise of Prime Minister, the Department of Personnel & Training, MoP, PG & P, GOI issued Notification (GSR No. 567-E, Dated 31.05.2016) for amendment in FR 56 (bb) whereby the age of superannuation in respect of General Duty Medical Officers and Specialists included in Teaching, Non-Teaching and Public Health Sub-cadres of Centre Health Service has been enhanced to 65 yrs.

Considering the huge shortage of Specialists (75%) & GDMOs (25%) in Indian Ordnance & Ordnance Equipment Factories (Department of Defence Production, Min of Defence) this issue was brought to notice of Hon'ble Defence Minister, Shri Manohar Parrikar by this federation and requested him to take appropriate action to enhance the retirement age of IOFHS Cadre.

In turn Hon'ble Defence Minister assured for extension of coverage of FR 56(bb) in favour of IOFHS Cadre forthwith. Thereafter, in the month of August, 2016 MoD has sent a proposal to DoP&T for necessary approval / action and to expedite that the Secretary, Department of Defence Production also wrote a DO Letter to Secretary, DoP&T to expedite the matter but the file is moving from one Ministry / Department to another.

It is worth to mention here that Min of Railways, Home Affairs, Municipality Corporation of Delhi etc. have already enhanced the superannuation age of their Doctors and meanwhile Min of Health & Family Welfare has clarified vide F.No. Z.16024/11/2016-CHS.V Dated 30.08.2016 that Departments / Ministries may take decision, with the approval of their respective competent authorities on the enhancement of the age of superannuation of doctors.

Now the time has come for Bureaucratic System to respect, accept & adopt the Hon’ble Prime Minister's 3S Speed, Skill & Scale to resolve the issues of Government Employees.

Therefore, you are requested to issue necessary directives to the concerned authorities to extend the provisions of FR 56(bb) in respect of all the doctors of OFB so that the organization as well as the incumbents may also be benefitted with enhanced age of superannuation of 65 yrs with effect from 31.05.2016.

With due regards, your attention is invited to this federation’s letter of even no. dated 30.07.2016 whereby it has been requested to your good self to enhance the age of superannuation of Doctors of Ordnance Factories and during your visit at the residence of Sri Rakesh Singh, Member of Parliament (Lok Sabha) from Jabalpur (M.P.) you have kindly assured this Federation BPMS to resolve the issue without further delay.

Thereupon, for extension of coverage of FR 56(bb) in favour of IOFHS Cadre, in the month of August, 2016 MoD has sent a proposal to DoP&T for necessary approval / action and to expedite it, the Secretary, Department of Defence Production also wrote a ‘DO Letter’ to Secretary, DoP&T to expedite the matter but the file is moving from one Ministry / Department to another.

Meanwhile Min of Health & Family Welfare has clarified vide F.No. Z.16024/11/2016- CHS.V Dated 30.08.2016 that Departments / Ministries may take decision, with the approval of their respective competent authorities on the enhancement of the age of superannuation of doctors.

In such circumstances, being the competent authority of Min of Defence, you are requested to approve the proposal of enhancement of superannuation of doctors of OFB without obtaining the permission of DoP&T as the other Ministries like MHA, Railways etc. have already done.

Dear Nodal Officer,
As you are aware that, one of the action points emerged out of the presentation made by group of secretaries before Hon'ble Prime Minister, is to expand Right to Information (RTI) Management Information System (MIS) web portal to cover all Public Authorities (PAs) under Central Government. Department of Personnel & training (DoPT) being the Nodal Agency for implementation of RTI Act, 2005 in India have been reiterating the importance and urgency of aligning Public Authorities with the DoPT's RTI Online Portal.
Since the inception of the portal, till date, 690 PAs have so far been aligned with this portal.

2. In this regard, DoPT took an initiative and conducted a series of training  workshops for each of the Nodal Officer (who is the focal point of the concerned Public Authority and who receives RTF applications/appeals and further distributes these to the concerned CPIOs/FAAs in the Organisation) under various Public Authorities, Ministry/Department wise during June July, 2016. This exercise was conducted for a month covering around 330 PAs under 10 Central Ministries/Department.

3. Out of 330 PAs invited for these training sessions, around 51 PAs/Nodal Officers neither did attend the workshops nor share their Nodal Officers details for creating Username and Password, a step required to be done before online alignment is made. Since, all the PAs (around 2000) will have to be aligned in a time bound manner (a target timeline fixed and monitored at the highest level), DoPT is organising yet another training workshop as a special drive for those defaulted PAs/Nodal Officers who did not attend the workshops conducted for them in June-July, 2016, as a last opportunity being provided to them.

4. It is therefore requested that all Nodal Officers under 51 PAs as per list attached to attend the workshop 'without fail' being organised by DoPT on 27th September, 2016 at CSOI, Vi nay Marg, New Delhi from 2:30 PM to 5:30PM.

5. Although this training schedule is primarily meant for the Nodal Officers only, it is suggested that in case there is only one or few CPIO and FAA each in any PA, they may also be asked to attend the training. However, in case of large no of CPIOs/FAAs under any PA, DoPT will organize separate training programmes for them upon receiving request from that PA.

6. The invited Nodal Officers may further note that they have to share mandatorily their details (i.e. Name, Designation, e-Mail 10 & Phone No.) for creation of user name and password by the Project Management Unit (PMU) members on the day of the training. After training of Nodal officers, the concerned PAs will be aligned with the Portal. The PMU will be providing all the necessary support to the PAs/Nodal Officers for their alignment with the portal. In partial modification of this Directorate's Office Memorandum of even number, dated 22nd July, 2016 on the subject noted above, the undersigned is directed to state that the matter of charging damages in cases of unauthorised occupation of GPRA quarters has been reviewed by the competent authority and it has been decided to revise the rates of damages for unauthorized occupation of general pool residential accommodation for various cities and other stations in the country as below and the revised rates of damages will be applicable to all unauthorised occupants as on 1.7.2016 and to those who are subsequently declared unauthorized occupant:

2. Damages for unauthorised Occupation: The damages will be charged from the date of cancellation of allotment to the date the GPRA is vacated by the unauthorised allotee and the rate of damages for unauthorised occupation for each type of general pool residential accommodation shall increase in telescopic method from second month onwards i.e. for second month - damages + 10% of rate of damages; for third month - damages + 20% of rate of damages; for fourth month - damages 40% of rate of damages; and so on, limiting to the maximum 5 times of rates of damages charged during the first month of unauthorised occupation.

3. Damages for subletting: Telescopic method will be made applicable for unauthorized occupation in proved subletting cases w.e.f 1.7.2016 on all unauthorized occupants as on 1.7.2016 and who will be declared unauthorized henceforth. The rates of damages will be calculated as two times of damages for first month; two times of damages + 10% two times of damages for second month; two times of damages  + 20% two times of damages for third month; two times of damages + 40% two times of
damages forfourth month and so on, limiting to the maximum 5 times of damages charged in such proved subletting cases during the first month.

4. A ready reckoner for calculation of damages as above is attached.

5. Water charges, Furniture charges etc, if applicable, will be charged apart from the above mentioned damages at the normal rates only.

6. This supersedes this Directorate's GM. of even number dated 4.6.2013 regarding rates of damages for unauthorized occupation of GPRA and OM No.18011/2/2006-Pol.lll dated 22.6.2015 regarding rates of damages for subletting of GPRA throughout the country.

7. This issues with the approval of competent authority.

During scrutiny of Super Review Report, it has come to notice that a large amount of Outstanding Demands on a/c of TA / LTC /PT Claims is lying un adjusted for more than one year. In case of a few Branch Accounts Offices, the demand is lying outstanding for several years.

Further, it is noticed that intimation in regard to recovery/deposit of debit amount on a/c of passing of TA / LTC / PT Final Adjustment Claim is not being received by this office regularly from all Branch Accounts offices.

Hence, it is requested to all concerned to carry out periodical review of Outstanding Demand in r/o advances paid by your office and debit balances as per debit memo forwarded by Main Office, so that the demand is liquidated forthwith. Further, it is requested to forward recovery intimation of debit balance to this office invariably on monthly basis.
