OFFICE MEMORANDUM

Subject: Clarification on availability of option for fixation of pay on promotion from the Date of Next Increment (DNI) in the lower post and method of fixation of pay from DNI. if opted for, in respect of Army Pay Rules 2017. Air Force Pay Rules 2017 and Navy Pay Regulations 2017 in respect of Officers and JCOs/OR equivalent.

Reference is invited to Ministry of Defence O.M. of even No. dated 22.3.2018.

In this connection, it is stated that the option is to be exercised within three months from the date of promotion, to have pay fixed under these provisions from the date of such promotion or to have the pay fixed from the date of accrual of next increment in the scale of the pay in lower grade.

For all personnel who have been promoted in the interim period (from 01 January 2016 until the issuance of this O.M.), the option is to be exercised within six months of issuance of this O.M. Further, option for pay fixation on promotion, once exercised is final.

This issues with the concurrence of Defence (Finance) vide their I.D. No. 1(8) / 2017 - AG / PA-35 dated 05.02.2019.

The Government has approved the proposal regarding setting up of a Centre for Disability Sports at Gwalior in Madhya Pradesh, to be registered under the Societies Registration Act, 1860, which is to function under the name of Centre for Disability Sports, Gwalior. Setting up of the Centre shall entail an estimated cost of Rs 170.99 crore (Non-recurring Rs.151.16 crore and Recurring Rs 19.83 crore), spread over a period of 5 years.

The Centre will have an Outdoor Athletic Stadium, Indoor Sports Complex, Basement Parking Facility; Aquatic Centre having 2 Swimming Pools, one covered Pool and an Outdoor Pool; High Performance Centre with classrooms; medical facilities; Sports Science Centre; hostel facilities for athletes, support facilities including accessible lockers, dining, recreational amenities and Administrative Block. The facilities so developed would be multi-functional centres with provision for training, selection, sports academics and research, medical support, spectator galleries and suitable for holding national/international events.

The sports identified for training in the Centre are as under:
  • Integrated sports (Indoor) like Badminton, Basketball, Table Tennis, Volleyball, Judo, Taekwondo, Fencing and Rugby;
  • Adapted sports (Indoor) like Boccia, Goalball, Football 5 a side, Para Dance Sport and Para Power Lifting;
  • Integrated sports (Outdoor) like Athletics, Archery, Football 7 a side and Tennis; and
  • Integrated sports (Indoor & Outdoor) - Swimming.
Taking 1st April, 2019 as the zero date, the project is expected to be completed in two years time, i.e, by 31st March, 2021. Thereafter, it will take another 6 months for the Centre to become operational.
Once operational, this Centre will result in employment of 140 personnel. In addition, construction and allied activities will also generate considerable employment opportunities.

Improved sports infrastructure created by this Centre will ensure effective participation of persons with disabilities in sports activities and also enable them to compete at national and international levels. Setting up of the Centre will develop a sense of belonging in Divyangjan to facilitate their integration in society.

6. RESERVATIONS IN ADMISSION

A. SCHEDULED CASTE AND SCHEDULED TRIBE CATEGORY
15% seats for Scheduled Caste and 7.5% seats for Scheduled Tribes shall be reserved in all fresh admissions in all Kendriya Vidyalayas.

B. DIFFERENTLY ABLED CATEGORY
3% seats of total available seats for fresh admission will be horizontally reserved for Differently Abled-children as per the provisions of RTE Act, 2009 read in conjunction with Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995.

7. ADMISSION WITH KV TRANSFER CERTIFICATE INCLUDING LOCAL
TRANSFER (TC).


(i) Admission of children with KV TC will be automatic (over and above Class strength) if the parent has been transferred from one station to another. When the class strength reaches 55, the efforts should be initiated to open additional sections.

(ii) Defence personnel and Para-military Forces who shift their families to a station of their choice whenever they are transferred to some non-family areas or posted in Naxal affected areas, can admit their children on KV TC in a KV located at the station where they will keep their family.

(iii) In all other cases where transfer of the parent is not involved, the admission with KV TC would be done only with the prior approval of the Deputy Commissioner of the region concerned.

(iv) All cases of local transfer on KV TC will be done with the approval of DC concerned on merit.

(v) A student with KV TC may also be permitted in project KVs only up to class strength of 45 with the prior concurrence of Chairman, VMC. Beyond this no admission on KV TC would be done in project schools. However, Deputy Commissioner of the region is empowered to allow admission in the project/nearest KV in extremely deserving cases.

8. STUDENTS OF N.I.O.S / STATE BOARDS / ICSE FOR ADMISSION IN CLASS XI IN KENDRIYA VIDYALAYAS
The students of State Boards/ICSE/NIOS be considered for admission in class XI if vacancies exist.

9. ADMISSION FOR CLASS X AND XII
Admissions to class X & XII, other than KV students, will be entertained subject to availability of vacancies. Such admissions to class X and XII will be considered by the Deputy Commissioner of the Region concerned, only if, the average strength in class X/XII is below 40. This will further be subject to the following conditions:

i. The child has been in the same course of studies i.e. in a CBSE-affiliated school.
ii. For Class X, the child must have obtained not less than 55% marks in aggregate in class IX.
iii. For admission to class XII, 55% marks in class XI examination is mandatory.
iv. The child should otherwise be eligible as per KVS admission guidelines.
v. The combinations of subjects opted by the student are available in Kendriya Vidyalayas. 

10. ADMISSION OF CHILDREN STUDYING ABROAD SEATS
A KV Student, who went abroad with his parents on their deputation to a foreign country, will be admitted to corresponding class on their return to India by the Principal of Kendriya Vidyalaya, where admission is being sought (such admissions will be over and above the class strength)

11. ADMISSION FOR VACANT SEATS
In case seats remain vacant after 30th June as the case may be, in the year of admission, Deputy Commissioner of the Region is empowered to allow admissions upto the prescribed strength as per priorities in admission upto 31st July.

Note: In case of any issue related to the interpretation of Admission Guidelines, the decision of Commissioner KVS, will be final.
Note: The maximum age limit can be relaxed by two years in case of Differently abled children by the Principal.

B. There is no age restriction for admission to Class XI provided the student is seeking admission in the year of passing Class X examination. Similarly, there will be no upper & lower age limit for admission to class XII provided there has been no break in the continuous study of the student after passing class XI.

Consumer Price Index for Industrial Workers (CPI-IW) - January, 2019

The All-India CPI-IW for January, 2019 increased by 6 points and pegged at 307 (three hundred and seven). On 1-month percentage change, it increased by (+) 1.99 per cent between December, 2018 and January, 2019 when compared with the increase of (+) 0.70 per cent for the corresponding months of last year.

The maximum upward pressure to the change in current index came from Housing group contributing (+) 5.16 percentage points to the total change. At item level, Wheat, Arhar Dal, Fish Frsh, Goat Meat, Coconut, Lady’s Finger, Tomato, Flowers/Flower Garlands, etc. are responsible for the increase in index. However, this increase was checked by Onion, Brinjal, Cabbage, Carrot, Cauliflower, Gourd, Peas, Potato, Cooking Gas, Electricity Charges, etc., putting downward pressure on the index.

The year-on-year inflation based on CPI-IW stood at 6.60 per cent for January, 201-9 as compared to 5.24 per cent for the previous month and 5.11 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at (+) 0.97 per cent against (-) 0.96 per cent of the previous month and 3.36 per cent during the corresponding month of the previous year.

At centre level Nagpur reported the maximum increase of 21 points followed by Nasik (17 points), Amritsar, Quilon, Jharia (13 points each) and Jaipur (12 points). Among others, 11 points increase was observed in 3 centres, 10 points in 7 centres, 9 points in 3 centres, 8 points in 5 centres, 6 points in 9 centres, 5 points in 6 centres, 4 points in 7 centres, 3 points in 7 centres, 2 points in 7 centres and 1 point in 6 centres. On the contrary, Darjeeling recorded a maximum decrease of 4 points followed by Siliguri (3 points). Among others, 2 points decrease was observed in 4 centres and 1 point in 2 centres. Rest of the 4 centres’ indices remained stationary.

The indices of 35 centres are above All-India Index and 42 centres’ indices are below national average. The index of Rourkela centre remained at par with All-India Index.

The next issue of CPI-IW for the month of February, 2019 will be released on Friday, 29th March, 2019. The same will also be available on the office website www.labourbureaunew.gov.in.

Online Registration for Admission to Class I in Kendriya Vidyalayas for the Academic Year 2019-20 will commence at 8:00 AM on 01.03.2019 and will close at 4:00 PM on 19.03.2019. The Admission details can be obtained through website https://kvsonlineadmission.in and also through mobile app.

The official Android and iOS mobile apps for KVS online admission for Class 1 for the academic year 2019-20 and instructions for downloading and installing will available at https://kvsonlineadmission.in/apps/. The apps will also available at the above URL. Parents are requested to go through the instructions for using the portal a the apps carefully before using them.
Registration for Class II and above (except Class XI) will be done from 02.04.2019 at 8:00 AM to 09.04.2019 upto 4:00 PM if Vacancies exist (on offline mode) For Class XI, application forms on offline mode will be issued immediately after the declaration of Class X results as per the schedule for admission 2019-20 available on KVS website (www.kvsangathan.nic.in).
