Representatives of the Central Public Works Department’s (CPWD) Central Engineering Service Group ‘A’ association, on Thursday, approached the Seventh Central Pay Commission.

They demanded that Group ‘A’ engineers be treated at par, in terms of pay scale and career progression, with IAS officers.

The association has also demanded that they be given an additional 25 per cent of their basic pay as “non-practicing allowance”.

It has also asked that engineers be imparted at least a two-year international training exposure, just as it is done for IAS officers.


Representatives of the Indian Telecom Services and the Central Power Engineering Services too made their submissions before the commission.

In a written submission, the association says, “The engineering fraternity has been denied their due importance in government jobs… The career progression of engineers joining the engineering services is very slow.”

It further stated, “Most of the members of the engineering services more often report to the officers of other services who are much junior in terms of year of joining. These officers recruited through engineering services also end up drawing lesser pay and perks as compared to their counter parts in civil services.”

Reportedly, the fifth pay commission had recommended that all organised group ‘A’ services — including those of the engineering services — should have a model cadre structure which should be achieved by carrying out the cadre reviews.

However, the letter states, “These recommendations were not implemented in the right spirit. It has taken 10 to 15 years to implement cadre reviews for engineering services. On the other hand, most of the civil services have cadre structure either on par or much above the model cadre structure.”

The association has demanded that promotional aspects should be made at par with the civil services, a strict batch parity be maintained in respect of promotions and director-general of CPWD be declared the ex-officio secretary to the Government of India, among others.

NEW DELHI: Officers of the police and revenue services have petitioned the 7th Pay Commission seeking scrapping of the Centre's empanelment process for appointments to the posts of secretary, additional secretary and joint secretary.

The Indian Revenue Service (IRS) association has demanded scrapping of the empanelment process which is dominated by the IAS and sought higher pay. The IPS association has quoted statistics to demonstrate how other services have always been discriminated both in pay and positions compared to the 'elite' Indian Administrative Service (IAS).

About 75% of the joint secretaries, 85% of the additional secretaries and 90% of the secretaries are from IAS. The proportion of IAS dramatically increases from 10-12% at the level of directors to 75% at the JS level, a presentation from the IPS association says.

The 7th Pay Commission was constituted in February 2014 and is expected to give its report by October this year. Its recommendation will guide how the salary and various allowances of central staff will be revised besides improving their service condition.

"Strong entry barriers have been erected for other services, with 5-10 years gap in empanelment to prevent them from reaching JS level," the IPS officers have pleaded before the pay commission, saying this is causing frustration among the forces that is leading country's fight against terror and left-wing terrorism.

Out of 20 joint secretaries in the home ministry, only one is from the IPS and the department of internal security is not even headed by an IPS. "The system over a period of time created the ruling class who occupy JS and above posts and the working class which are compelled to remain at directors' level and below," the presentation says.

The IRS officers have asked the pay panel to consider giving them more pay over the IAS as they are "performing the most important sovereign function of revenue collection." The two-year edge being enjoyed by the IAS should be reconsidered in the present context when they are no longer handling revenue collection for central government, the IRS presentation says.

The IRS officers have also questioned the two-year edge enjoyed by the Indian Foreign Service, seeking the pay panel to reconsider this "in the light of service conditions particularly whether any hardships are faced by them."

A change in the composition of the civil services board, committee of secretaries and the special committee of secretaries has been sought with representation of members of other cadres.

"A rule should be made which prevents no two persons belonging to a single service to be appointed as members of these three bodies," the IRS officers have demanded to bring in the required change in the central staffing scheme.

The IPS officers have claimed that the present system of batch-wise empanelment for senior posts is causing huge discrimination. Merit and right man for the right post is not the norm followed for selection, they said, demanding transparency in empanelment.

Sir,
I am directed to say that the consolidated orders on the subject of Night Duty Allowance were issued by the Department of Personnel and Training vide their OM No.12012/4/86-Estt(Allowances) dated 4th Oct, 1989, in terms of sub para (2) of para(2) of Para 2 of this OM, Night Duty Allowance is to be computed taking into account the rates of pay including Dearness Allowance and CCA, in force on the basis of the recommendations of the 4th Central Pay Commission. However, these rates have not been revised on the basis of the pay structure that came into force after the report of 5th and 6th Central Pay Commissions.

2. Aggrieved by this non-revision of the rates of NDA, a number of applications have been filed by the Defence Civilian employees in various Courts/Tribunals. In OA No.34/2008, filed by Shri Ram Kumar & Others Hon. Central Administrative Tribunal, Jodhpur Bench passed orders dated 5 Nov 2009 in favour of the applicants. The appeals filed by the Union of India in the Hon’ble High Court of Rajasthan (DB Civil WP No.9927/2010) and in the Supreme Court order (Sup No.8276/2012) against the above Order dated 5 Nov, 2009 of Hon Court Jodhpur Bench, were dismissed on 1 Aug 2011 on 1 Aug 2011 and 8 May 2012 respectively.

3. The issue of payment of NDA at revised rates to the eligible Defence Civilian Employees, has been examined in the MoD in consultation with Ministry of Finance (Deptt of Expenditure), Deptt of Personnel & Training and Ministry of Law and justice in the light of the observations made by MoF(DoE), DoP&T and Min L&J, a conscious decisions has been taken with the approval of Competent Authority in Ministry of Defence to make payment of the Night Duty Allowance to the eligible Defence Civilian employees (Industrial and non-industrial employees), based on the revised pay and allowances drawn by them w.e.f. 1st Jan 2006 and payment of arrears from April, 2007 in terms of Hon.C.A.T., Jodhpur Bench order dated 5 Nov, 2009 in OA No.34/2008 filed by Shri Ram Kumar & Others, as upheld by the Hon’ble Supreme Court of India.

4. All other terms and conditions as laid down in the MoD ID No.6(4)/88/D(Civ-I) dated 12 Oct 1989 and dated 15 March 1990, as amended from time to time shall remain unchanged.

5. This issues with the concurrence of Ministry of Defence (Fin) vide their ID BNo.89/AG/PB dated 8th May 2015.

Self-Attested Documents

The Government has received representations/grievances/complaints from general public regarding non-acceptance of self-attested documents by the officials. Two references of public grievances were received on non-acceptance of self-certification by different authorities. A number of applications under RTI Act, 2005 seeking clarification on the subject have also been received.

Department of Administrative Reforms & Public Grievances has been requesting States / UTs and Central Ministries to adopt self-certification and for abolition of affidavits and several communications have been sent in this regard.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Dr. R.Lakshmanan in the Rajya Sabha today.

Haryana government hikes uniform allowance of transport employees


Chandigarh: Haryana government today announced a hike in uniform allowance for State Transport department by Rs 500 per employee, an official said here.


The decision pertaining the year 2015-16, would benefit about 16,500 employees to the tune of Rs 82.50 lakh per annum, the spokesperson said.

He said that eligible employees would get Rs 1,350 per year for two summer uniforms as against the existing rate of Rs 1,000 given out earlier.

Likewise, employees would get Rs 1,450 instead of Rs 1,000 for one winter uniform, once in a period of three years, he added.

There is no proposal under consideration of the Government to introduce reservation for Scheduled Castes / Scheduled Tribes / Other Backward Classes for recruitment in the armed forces. Recruitment in the armed forces is based on merit and is open to all citizens irrespective of class, caste, community, region or religion. Nature of operational and administrative challenges under which the armed forces function precludes reservation for recruitment in the armed forces.

In the reference second cited above, the Government of Andhra Pradesh constituted the Tenth Pay Revision Commission (PRC). The PRC, after extensive consultations with the employees’ representatives and due consideration of the pay and allowances of the public servants, has made certain recommendations.

2.        The Government, after due consideration of the recommendations of the PRC, hereby orders the following:

i)     the existing classification of cities, towns and the rates of allowance ordered in G.O. MS. No. 64 dated: 09.03.2010 and G.O.MS.No.59, dated: 11.04.2011 of Finance  (PC-I) Department, shall be retained for the purpose of admissibility of House Rent Allowance as indicated below.

ii)   The above entitlement shall be subject to a ceiling of Rs.20,000 per month for employees working and living in the Greater Hyderabad Municipal Corporation. For other places, the ceiling of HRA shall be Rs.15,000.

3.        These orders are applicable to:

i)    Employees of the State Government;

ii)   Employees   of   Local   Bodies   and   Aided   Institutions,   including   Aided Polytechnics, in respect of those drawing pay in regular pay scale in the Revised Pay Scales of 2015; and

iii)  Work-charged establishment in respect of those drawing pay in regular pay scale in the Revised Pay Scales of 2015.

4.        The revised HRA rates being ordered in this Government Order shall not be applicable to the following categories of employees, who shall continue to draw the allowance at the existing rates:

i)     Teachers working in the Universities, affiliated degree colleges both under Government and Aided managements who are drawing pay in the UGC/ ICAR/ AICTE pay Scales;

ii)   Officers of All India Services (AIS);

5.        Separate Orders will be issued in respect of officers of Andhra Pradesh Higher Judicial Services and Andhra Pradesh State Judicial Services. These orders shall not apply to the Police personnel in the rank of Inspectors and below for whom separate orders will be issued by the Home Department.

6.        These orders shall come into force with effect from June 02, 2014. The revised rates of HRA shall be paid in cash along with the salary in the Revised Pay Scales 2015, from the month of April 2015.

7.        The Government will issues necessary amendments to the Andhra Pradesh Public Employment (House Rent Allowance) Rules 1988.

Loan for Low Cost Houses

Reserve Bank of India vide circular DBR.BP.BC.No. 74/08.12.015/2014-15 dated March 5, 2015 on “Housing Loans: Review of Instructions” has allowed banks to add stamp duty, registration and other documentation charges to the cost of the house/dwelling unit for the purpose of calculating Loan to Value (LTV) ratio, in cases where the cost of the house/dwelling unit does not exceed Rs. 10 lakh. This has been done with a view to encourage availability of affordable housing to borrowers from economically.

This was stated by Shri Jayant Sinha, Minister of State in Ministry of Finance in written reply to a question in the Lok Sabha today.
