Dated the 9th  March, 2015

OFFICE MEMORANDUM

Subject:    Allotment of Type VI B [C-1] and Type VI A [C-11] houses of General Pool Residential Accommodation  in Delhi to the  Secretaries to the Government of India and  Secretary  equivalent officers and below level officers.

The  undersigned  is directed  to  invite  attention  to  the  Directorate  of Estates instructions/guidelines   issued  vide  O.M.No.12035/9/207-Pol.ll dated 31.1.2013 for allotment  of Type VI 8 [C-1]  houses of General Pool Residential Accommodation  in Delhi among Secretaries, Secretary equivalent officers and Chairmen/Members  of Commissions/Tribunals  in the  ratio of  1: 1: 1 and vide OM No.12035/9/97-Pol.ll(Vol.ll) dated 16.1.2003 for allotment of Type VI A [C-11] houses among Secretaries/Secretary equivalent level officers and Chairmen & Members  of  various  Commissions, Tribunals  etc.  in the  ratio  of  1: 1.  The instructions   issued  vide   O.M.No.12035/9/2007-Pol.ll  dated   11.5.2011 also states that no HAG officer will be allotted Type VI A [C-11]  house or Type VI 8 [C-1] house, if an officer in the apex grade is waiting in other lists.

    2. The matter has been reviewed in view of availability of higher types of accommodation  in Commonwealth  Games Village complex  in New Delhi for allotment  and creation of a  separate Chairmen/Members Pool [CM Pool] for Chairmen/Members of Quasi-judicial bodies in Delhi.  The Chairmen/Members of the Commissions/Tribunals  will  be eligible for  residential accommodation from Chairmen/Members [CM] Pool only with effect from 1st April, 2015.

    3. Therefore,   it   has  been  decided   by  the   competent   authority   that allotment of Type VI 8 [C-1] houses of General Pool shall be made in the ratio of 1: 1  among the Secretaries to the Government of India & below level officers and Secretary equivalent  officers  and  below  level officers  with  effect from 1st April, 2015.    The allotment of Type VI A [C-11] houses in General Pool shall be made to  officers  waiting  in the  list of  General Pool and earlier  ratio  is dispensed with effect from 1st April, 2015.

    4. It has come to notice that apex grade officers have been waiting in one list  of  Type  VI 8  [C-1]  while  HAG level or  below  level  officers  are getting accommodation from other list as sufficient number of apex grade officers are not available from  that  list.   Thus, it has created an anomalous  situation  in allotments of Type VI 8 [C-1] accommodation.

    5. The matter has been re-examined by the competent authority and it has been decided that allotments for Type VI B  shall be made to the officers with apex pay scale in the first  instance in these two  categories  irrespective  of availability of units.   Thereafter, the remaining vacancies shall be allotted to Additional  Secretaries to the Government  of  India and Additional  Secretary equivalent level officers, who are not in the apex pay scale, as per the extant ratio.   Moreover, no HAG level officer shall be allotted Type VI B  [C-1]  house while officer with apex pay scale is waiting in any of the lists.

    6. This Office Memorandum supersedes O.M.No.12035/9/2007-Pol.ll dated 11.5.2011and O.M.No.12035/9/2007-Pol.ll dated 31.1.2013.

7th Pay Commission Recommendation may be implemented from April 2016

7th Pay Commission Recommendation may be implemented from April 2016

A news item published in tkbsen.in said that central government may implement 7th pay commission recommendation from April 2016.  Recently,The  Finance Minister in his pre budget speech has said  “The 7th Pay Commission impact may have to be absorbed in 2016-17.” This is for the reason the Sen Times feels, the 7th CPC report may be implemented from April 2016. The news item is posted below..

“……The Seventh Pay Commission drafted in to make a new pay structure for the 30 lakh Central government employees would not be able to submit its report in August this year, the Commission is likely to seek extension till October.

The reports of Seventh Pay Commission will be implicated from April next year as Finance Minister Arun Jaitley said in the Parliament on February 27, “The 7th Pay Commission impact may have to be absorbed in 2016-17.”

Finance Minister Arun Jaitley said above statement in his pre-budget speech. His statement indicates that the government may implement Seventh Pay Commission report from April 2016.

The UPA government formed the Seventh Pay Commission on 28 February 2014 under chairman justice Ashok Kumar Mathur with a timeline of 18 months to make its recommendations. According to present position, the commission will take at least 20-24 months.

However, the Sixth Pay Commission had submitted its report within 18 months.

As a result of the recommendations of the Sixth Pay Commission, pay and allowances of the central government employees more than doubled as per Fourteenth Finance Commission estimates.

As such, the central government employees are expected to get 100 percent salary hike under the recommendations of the Seventh Pay Commission.

Issues like inflation, the government’s financial position and salary structure of government employees in other countries would also be considered as parts of pay panel recommendations.

The Fourteenth Finance Commission asked the pay panel to link the pay with productivity, which will be the biggest hurdle for central government employees to be got over to get salary hike.

It is interesting to note that the earlier governments never accepted to link the pay with productivity.

Promotion of Sports/Games
Ministry of Youth Affairs and Sports

10-March, 2015 16:09 IST

The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that present day Indian youth are taking keen interest in outdoor as well as indoor games like Football, Hockey, Basketball, Lawn Tennis, Volleyball, Wrestling, Table Tennis and Badminton etc.

In a written reply in the Lok Sabha today Shri Sonowal said, promotion and development of specific sports disciplines is mainly the responsibility of the concerned National Sports Federations (NSFs). Government supplements the efforts of the NSFs by providing financial assistance to the NSFs under the Scheme of Assistance to NSFs for various activities such as holding coaching camps for national level sportspersons, zonal and national championships for sub-junior, junior and senior categories, organizing International tournaments in India, training and participation of sportspersons/teams in international tournaments abroad, procurement of sports and sports science equipment and consumables, engagement of foreign coaches/experts to train athletes, etc. as per agreed Long Term Development Plans. During the current financial year, an amount of Rs.185 crore has been allocated under this Scheme. State/UT-wise allocation of funds is not made. Financial assistance given to the NSFs during the last three years and current year is given in Annexure I.

The Minister said, for encouraging youth of the country to take to sports, both for participating in sporting activities and for excelling in sporting competitions in National and International tournaments, the Ministry of Youth Affairs & Sports and Sports Authority of India (SAI) are implementing a number of other Schemes such as Rajiv Gandhi Khel Abhiyan (RGKA) scheme [formerly Panchayat Yuva Krida aur Khel Abhiyan (PYKKA)], Urban Sports Infrastructure Scheme (USIS), National Sports Talent Contest (NSTC) Scheme, Army Boys’ Sports companies (ABSC) Scheme, SAI Training Centers (STC) Scheme, Special Area Games (SAG) Scheme and Centers of Excellence (CoE) Scheme.

Shri Sonowal said, under RGKA, construction of sports complexes is undertaken in each rural block of the country, both for outdoor and indoor sports disciplines, on land measuring about six-seven acres at a cost of Rs. 80 lakh each (Total Rs.1.60 crore). There is also a provision of Rs. 15 lakh for sports equipment to be provided by Ministry of Youth Affairs and Sports.

He said, under the USIS, 100% financial assistance is given, subject to stipulated ceilings to State Governments, Local Civic Bodies, Schools, Colleges and Universities under Central/State Governments, and Sports Control Boards for development of Synthetic playing surface (for Hockey, and Athletics) and for Multipurpose Indoor Hall.

He said, RGKA & USIS Schemes are open to the entire population, including youth, and aim at mass participation and broad-basing of Sports. No data of youth benefitted from these schemes is maintained. However, under PYKKA, a total of 67,931 playfields were approved during the currency of the scheme, i.e., from 2008-09 to 2013-14, and a total of 57,839 playfields have been developed out of them. The total participation in PYKKA annual sports competitions was about 1.64 crores during the period. Under USIS, a total of 50 projects have been sanctioned, out of which 3 projects have been completed. State/UT-wise details of funds released under RGKA and USIS during the last three years and the current year are given in Annex II-V.

In the revised budgetary provisions for the current financial year, Rs. 705 crores has been allocated to Department of Sports to meet, inter-alia, the expenditure on promotion and development of sports, the Minister added.

7th Pay Commission Pay calculator and fixation formula Project

7th Pay Commission Pay calculator and fixation formula Project : govtempdiary.com

The expected 7th CPC basic pay given below is created by comparing the previous pay commissions. This is a purely a personal view of http://www.govtempdiary.com/

Let us have a look at how the Basic Pay was determined in the previous pay commissions.
How the 2nd CPC Pay Fixation was created?

The 2nd Pay Commission was created from the 1st pay commission using a point-to point method.

Example sample table:

First pay commission Second pay commission
Rs 30.5-35 Rs 70-1-80-EB-1-85
Rs 35-1-50-2-60 75-1-85-2-95 EB -3-110
Rs 600-10-300-15-450 Rs 325-15-475-EB-20-575

We have attached some samples of the 2nd Pay Commission Pay Scales & fixation Orders(1947)
How the 3rd CPC Pay Fixation formula was created?

Basic pay on 1.1.1973 *****
Dearness pay as on .1.1.1973 *****
Dearness allowance as on 1.1.1973 *****
Interim relief *****
Total amount *****
Add 5% of basic pay *****
Total (New Basic) *****

When we study the Pay Fixation Formula of the 3rd Pay Commission given above, we will come to know that the Basic Pay provided in the 3rdPay Commission is the sum of the 2nd Pay Commission’s Basic Pay, Dearness Pay, Dearness Allowance and Interim Relief and 5% of 2nd Pay Commission’s Basic Pay. To know more about this, kindly see the Fitment Table and the Pay Fixation Order attached.

Download here fitment table-– Pay fixation orders (1st upto 6thcpc)

How the 4th CPC Pay Fixation formula was created?

Basic pay as on 1.1.1986 ****
DA ,ADA,and adhoc DA ****
Interim relief first ****
Interim relief second ****
Add 20% basic pay ****
Total (New Basic) ****

When we examine the 4th Pay Commission Pay Fixation shown above, we can understand that the Basic Pay of the 4th Pay Commission is arrived by adding the 3rd Pay Commission’s Basic Pay along with Dearness Allowance, Interim Relief I and II and 20 % of the 3rd Pay Commission’s Basic Pay.
In order to know more about this, please refer to the Fitment table and Pay Fixation orders attached here.

Download here fitment table-– Pay fixation orders

Next let us see how the 5th CPC pay fixation was made?

Basic pay on 1.1.1976 ****
Dearness Allowance ****
First interim relief ****
Second interim relief ****
Add 40% basic pay ****
If increment (1,2 ,3) ****
Total (New Basic) ****

If we study the Pay Fixation formula of the 5thPay commission, we can find that the Basic Pay of the 5th Pay Commission is fixed by combining the 4th Commission Basic Pay, Dearness Allowance, Interim Relief I and II and by adding40% of the 4th Commission’s Basic Pay. To know more about this please refer the Fitment Tableand the Pay Fixation order forms attached below.(Pay commission recommend 20% after it will be change to 40%)

Download here fitment table— Pay fixation orders

How the 6th CPC pay fixation formed?

On what basis is the minimum Pay Band & Grade Pay created?

Pay fixation in case where pay scales have been merged e.g pre revised pay scale of Rs of 5000-8000,5500-9000 and Rs 6500-10500

Existing scale pay Rs 5000-150-8000
Pay band applicable PB-2 Rs 9300-34800
Merged with the scale of pay Rs 6500-200-10500
Existing basic pay on 1.1.2006 Rs 5600
Pay after multiplication by a factor of 1.86 (How to come 1.86)
BASIC PAY+DP+DA
5600+2800+2016=10416(1.86)
Rs 10416(Rounded off to Rs 10420)
Pay in the pay band after including benefit Rs 10420
40% of the maximum of the basic pay in each of the pre-revised pay scale (10500*40/100=4200)click here to get full details
How to come grade pay this amount(click here)
Rs.4200
Revised basic pay –Total of pay in pay band and grade pay(New Basic) Rs.14620

If you look at the 6th Pay Commission Pay Fixation formula, we can find a difference in that the Basic Pay is divided in to two as to Pay Band and Grade Pay. Based on this, the Pay Band is arrived by summing up the 5th Pay Commission Basic Pay, Dearness Pay and Dearness Allowance (1.86 Multiple Factor). 40% of the Maximum of pre revised Pay Scale of the 5th Pay Commission is added to the Grade Pay that is paid as usual and the Grade Pay is determined.

Download here 6th cpc fitment table-
Click here to learn how the Pay Band and Grade Pay came into practice.

7th CPC Pay Fixation Formula Project

If you look at the timetable above, a fact becomes clear. The Basic Pay in every new pay commission is derived by combining the Basic Pay from the previous pay commission and additional benefits like DA, Interim Relief I and II, and DP. Along with this a percentage is taken from the old Basic Pay and added to the above sum and given as new Basic Pay.

In the 6th Pay Commission alone, the total sum (that is got by adding) is given as Pay Band and a percentage from the usually paid additional amount is given as Grade Pay. Based on the above Pay Commissions,(3rd CPC 5%,4th CPC 20%,5th cpc,40%,6th cpc 40% Exiting maximum pre -revised pay scale) approximately 50% has been added from the previous Basic Pay along with the Basic Pay and Dearness Allowance and the formula for the 7th Pay Commission Pay fixation projected thus arrived is given below

A certain percentage of the amount which is paid additionally is not same for all the scales. For some scales it is more and so favourable. That is why they have created the 7th CPC projector pay calculator in three different varieties.

1. On vulnerable and identified routes/ sections, 1300 trains (on an average) are escorted by Railway Protection Force daily, in addition to 2200 trains escorted by Government Railway Police of different States daily.

2. An Integrated Security System consisting of electronic surveillance of vulnerable stations through Close Circuit Television Camera Network, access control, Anti-sabotage checks has been finalized to strengthen surveillance mechanism over 202 sensitive Railway stations.

3. Security Helpline Number ‘182’ has been operational at all zonal railways to enable all rail passengers including ladies in distress to seek security related assistance round the clock.

4. To empower the RPF to create a more effective security mechanism over Indian Railways, a proposal for amendment in the RPF Act has been moved by the Ministry of Railways with the approval of the Ministries of Law and Justice and Home Affairs.

5. RPF holds regular coordination meetings with State Police at all levels to ensure proper registration and investigation of crime by Government Railway Police (GRP).

Policing on Railways is a State Subject and prevention of crime, registration of cases and their investigation in Railway premises as well as on running trains including creation of secure environment for women passengers are, therefore, the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP) of the States concerned. However, Railway Protection Force (RPF) supplements the efforts of Government Railway Police by deploying its staff for escorting of important trains in affected areas and access control duties at important and sensitive stations.

This information was given by the Minister of State for Railways Shri Manoj Sinha in written reply to a question in Lok Sabha today.
